Just to clarify-there is an existing pipeline running under the front property line? 3. The ordinance requires an end island at both ends of every parking row. Please add end islands for the parallel spaces and to the office side of the parking lot. 4. Parallel parking spaces need to be a minimum of 9 x 22 ft. 5. The minimum drive aisle with parallel parking is 23 ft 6. Please provide a detail or a note regarding how the fire lane will be striped. 7. Please locate existing curb cuts on the same and opposite side of the street to determine the separation distances from the proposed curb cut. 8. Please indicate the driveway throat length. Harvey is a major arterial so a throat length of 55 feet is required. 9. A 6-foot privacy fence is required between commercial and residential developments. Please include a fence on the plans. 10. The proposed water meter needs to be in an easement. 11. Please show how the buildings will receive electricity (e.g., underground lines, meter, etc.). 12. Landscape points are calculated by total site area, which would be 81,457 sq.ft. Please make this adjustment in the Landscape Analysis. 13. Please provide a water and sanitary sewer legend to include water demands and sewer loadings. 14. Please provide more information about how the property will be lighted. There is concern about light pollution into the Harvey Hillsides residential area. If you choose to use this program please submit Staff Review Comments Page 1 of 2 selected parameters can be evaluated. Due to the contour of the site and surrounding area, you need only analyze the project site. 2. Table 3 in the drainage report does not appear to be accurate. 3. This project will be expected to ensure that post-development runoff is equal to or less than pre-developed conditions, at least for the 25-year rainfall event. Calculations are made for all events as stated in the design manual. 4. Please provide a detail of the design outfall structure and discharge properties. 5. Please provide a drainage easement for the runoff discharging to the adjacent property. If the outfall discharges immediately to the stream, such as at the southwest property corner, no easement is necessary. Energy dissipation may be required depending on the design discharge velocity. 6. Please ensure that the corner(s) of the concrete slab does (do) not impede the flow of the stream in any way. 7. Your TXDOT permits have been submitted (as is) with a note in the cover letter stating that the submitted drawings may change but any changes would not affect the ROW area. Please show the location of the proposed privacy fence that is required between commercial and residential developments. 2. In the water and sanitary sewer legend, please include the minimum, maximum, and average water demands in gallons per minute. 3. Based on the "additional requirements" in Section 10.2 of the Zoning Ordinance, specifically subsections a, e, and f, staff is asking for a minimum aisle width of 20' for a one-way circulation aisle feeding the parallel parking spaces or 23' for a two-way circulation aisle. For a different determination, the applicant may appeal to the PRC. Reviewed by: Molly Hitchcock Date: October 31, 2000 ENGINEERING 1. The plans show a sewer connection on page 2. All connections on lines 8" and greater must be made in a manhole. Please show on construction plans a plan and profile of this connection and include the City detail for the type of connection being made. 2. Please include a plan and profile and engineer's estimates of the fire line, as this line will become City infrastructure. 3. This site will be required to mitigate flooding hazards to the area by ensuring that post-development storm water run-off rates are less than or equal to pre- development rates. If this site were on a primary stream, the assumptions in the drainage report would be considered. Please adjust your design and report accordingly to comply with requirements. Staff Review Comments Page 1 of 1 STAFF REVIEW COMMENTS No. 4 Project: STOP AND STORE MINI-STORAGE (SP)-SITE PLAN (00-186) PLANNING This is a stop review. Because several items were not included with the plans and the buffer issue not addressed, staff will make a complete review of the next submittal. The following comments are provided to help the applicant make a more complete submittal. 1. Please include a vicinity map on the plan. 2. Please call out the distances to opposite and adjacent driveways. 3. On the east side of the property, two property lines are shown. Please remove the incorrect line. The building will have to meet required setbacks. 4. Please show all easements on or adjacent to the site and identify if they are existing or proposed. 5. A non-existing water line is being shown. Please remove it from the plans. 6. Please identify the existing fire hydrant. 7. Please identify the office area of the development. 8. Please identify the building setbacks. 9. Parking spaces 6 and 7 will have to be relocated. Because of limited sight distances and proximity to the entrance, these spaces will create unsafe conditions. 10.An interior parking island is required. This requirement may be met if one of the end islands at the front of the property tied into the landscaped area by the building. 11. Please call out the drive aisle distances where there is parking. These aisles are required to be 23 ft. wide at a minimum. 12. In the back parking area, what is the purpose of the 12' x 24' space? A parallel parking space would not be allowed in the current configuration. In the same area, what is the curved path to the detention pond? If it is for runoff, it will have to be made narrower so automobiles could not enter. 13.Will the project have security gates? If so, please show their location and swing path. 14.This project will have to meet the new buffer ordinance (Section 8.10 of the Zoning Ordinance). Please include this in the site plan. 15. Please describe the material and height of the dumpster enclosure. 16. Water meters have to be located within an easement. 17. Buffer areas may be excluded from the total site area when calculating the landscaping point requirement. All water and wastewater issues must be sealed by a professional engineer. 2. Grading elevations around the small detention pond inlet show 279.00 and 274.25? 3. The sewer shall have flow elevations. The sewer flows to the west on the main along the south property boundary. 4. The plans show 2 water lines along SH 30. 5. The plans show 2 property center lines. 6. Please show all easements. 7. Due to the location of where you are showing the fire hydrant, please include bollards. 8. In order to obtain the necessary Development Permit, include an erosion control plan. 9. The 6" water line must be in a PUE. 10. The domestic water meter and irrigation meter with backflow prevention must be in a PUE. 11. Please seal structural component sheet(s); i.e. retaining wall.
