Along with the discussion of these major issues, Staff will talk about the development process, distribute necessary information and discuss what permits will be required for your particular development. We are requesting that the Project Review Committee modify its ruling of October 11, 2000, to allow for a new entrance on the east side of the 1021 Joint Venture tract, with such entrance allowing both left and right turns out of our parking lot. Additionally, we would also request that the existing entrance on the west side of our property be kept open for right turn only exits out of our parking lot. We would also request that the University Park Plaza tract that is to the east of our property be allowed to have an exit for right turn only traffic exiting their parking lot. We think that all of the entrances can be safely used, and having all three exits will allow better traffic flow in and out of our tract and the University Park Plaza tract. We understand that the State of Texas is planning a median cut opposite the proposed exit on the eastside of our property. We believe that their position is that such a cut would allow an entrance into our parking lot and would not be dangerous or unusually burdensome. I have to be in Austin on Wednesday morning, August 22, when the PRC meeting is scheduled, but I wanted to give you my comments on our partnership's position with respect to the matters discussed above. This request if approved would result in spacings of 197' for adjacent left and 246' for adjacent right. The applicant, SSRS, will have a shared access driveway off of University Drive on the east side of the proposed development at a pre-defined median opening located by TxDOT in the current University Drive widening project. Staff does not support this variance request due to the large and increasing traffic volumes the average traffic speed and the fact that no appreciable hardship is created by denial. Dear Natalie: I am writing on behalf of University Park Plaza together with Mike Hoelscher for 10-21 Joint Venture. As we discussed, the PRC's ruling on October 11, 2000 will cause a severe traffic problem in the parking lot of the 10-21 Joint Venture office building or alternatively will not take advantage of the Texas Department of Transportation's median cut as shown on their final plans a copy of which is attached hereto. Under the current ruling if 10-21 gives up their existing driveway and moves their driveway to line up with the proposed median cut, the customers and employees for four (4) buildings currently serviced by 10-21's current curb cut will be forced to drive through 10-21's current busy front parking lot, causing a high probability of accidents. Further, the congestion of these 4 buildings combined with the 30,000 square feet of customers and employees on the current University Park Plaza project, will cause, incredible congestion at that exit. Conversely, if 10-21 doesn't close down their current driveway foregoing the opportunity to take advantage of the median cut, there will be a median cut that is unusable and 5 buildings of employees and customers that won't have access when traveling from Texas Avenue or to Highway 6 from these locations. Further, allowing 3 driveways to serve the magnitude of traffic that will exist, be much safer than two driveways, and will not adversely affect the flow of traffic on University Drive, as there are 3 lanes plus a protected turn lane for the median cut. As such on behalf of the property owners that will be adversely affected by the October 11, 2000 ruling, we respectively request a reconsideration of said ruling. As the construction at University Park Plaza is nearing completion it would be greatly appreciated if the meeting could be held with the greatest of haste. Your assistance is greatly appreciated.
