While it is acknowledged that the applicant has taken significant steps to improve the safety of the driveway off of Texas Ave. by redesigning it to be an entry-only drive and by adding islands to increase the throat length, with the current concerns regarding access issues and since the driveway does not meet the requirements of the Driveway Ordinance, staff recommends that the question be decided by the PRC. ,1/2. Just to verify - are there any easements on the property? 3. An end island should be provided at the end of every parking row. 4. The site plan shows the west side of the enclosure to be only 8 feet, two inches in depth. This is acceptable for current service (300 gallon round plastic container) but the plan shows a metal square dumpster. If that is what is proposed you'll need to lengthen that side of the enclosure to 12 feet. 5. What is the legal description of the small sliver east of the proposed building? Our subdivision map shows that area in a slightly different configuration. If the applicant owns that piece then the setback can be 11 measured from that line. �i. The scale on page 3, site layout, is incorrect. T Signs will be permitted separately. However, please be aware that the two proposed signs do not meet the requirement of the zoning ordinance, therefore you will need to go to the ZBA for a variance. Nhl 8. Development Coordinator Thomas Vennochi, Graduate Engineer Jessica Jimmerson, Staff Planner Edwin Hard, Transportation Planner SUBJECT: Driveway Variance for property located at U -Haul — The proposal of a driveway variance for the existing commercial development located at 519 Texas Avenue at the intersection of University Drive. The PRC held a meeting on Wednesday, November 15, 2000 to review the above - mentioned project. Graduate Engineer Tom Vennochi opened the discussion and mentioned that the existing driveways don't meet the city's driveway ordinance. U- Haul currently has five driveways and is proposing only 3 driveways. To follow the driveway policy for the City of College Station, adjacent driveways must be a minimum distance of 275 feet and a minimum corner clearance of 200 feet. The project site frontage along University Drive and Texas Avenue is currently only 160 feet, which doesn't allow compliance with the driveway ordinance. U -Haul is planning to make the driveway on Texas Avenue an Entrance Only Driveway that is beneficial for the safety of the customers. They are also eliminating the one closest to the corner on University, which is also for an added safety measure. Overall, Tom along with staff agrees with U -Haul and they're proposed driveway variance. Edwin Hard continued the discussion stating this is the first case that staff was recommending approval for that has come before PRC for review. Ed mentioned that the ordinance allows flexibility within because the nature of each variance is different. Ed continued stating that his biggest concern was the driveway on Texas Avenue. U -Haul did add an additional throat link on the driveway at Texas Avenue upon request. Ed mentioned that the exiting maneuvers would cause the most difficulties. Secondly, it will increase the usage of the driveway on University. Mr. Kirkhart mentioned that in the past they have Home of TexasA&M University been creating havoc with traffic. Customers had to make the corner then come around to U -Haul. Commissioner Harris clarified that the entrance from University Drive will be a one -way exit. The two way only will be off of Popular Street. Mr. Kirkhart wants to route the customers in and out on the popular street side. Commissioner Warren said that combining the two lots would be beneficial. Mr. Kirkhart said they want to clean up the corner to make it more presentable. Commissioner Harris motioned to approve the variance. Commissioner Williams seconded it and it passed 3 -0. P.I.P. application will need to be submitted and approved prior to full approval of the site plan, since plantings in the R.O.W. are needed to meet the landscaping /streetscaping requirements. 3. The visibility triangles need to be applied consistently. It appears that approx. 28 feet exists south of the driveway on Texas that should be screened, and once the visual triangle is adjusted, 20 feet may exist north of the driveway that should be screened.
