HomeMy WebLinkAboutStaff ReportsSTAFF REVIEW COMMENTS No. 1 Project: ALLEN HONDA PRE-OWNED SALES STORE-SITE PLAN (0-176) This review has been stopped. Because some of the following comments may affect site layout and adequate fire coverage is not shown, staff has stopped this review and will perform a full site plan review of the next submittal. The following comments are not intended to reflect a complete review, but are items staff has noted thus far. PLANNING 1. In C-1, the rear setback is 15'. Please show setback lines and that the office building meets those setbacks. 2. Please show the ownership of all abutting parcels. 3. Please show the 12" water line as extending across the entire length of the property. 4. What is the line above "6" SAN SWR" indicating? 5. Please describe the line on which the water valve is at the front of the property. 6. Please show the electric lines to, through, and next to the property. 7. What does the "0" with the line through it symbolize? (See the east corner of the property and along the frontage). What is the line these symbols are on? 8. Please add the missing stripe between the two parking spaces on the southwest property line. 9. Please add a note to all handicap-accessibility related details that the item will meet ANSI standards. 10. The end island in the north corner of the property needs to be landscaped, or set with decorative pavers, stamped dyed concrete, or other decorative materials as approved. 11. To discourage use of the space as parking (which would inhibit their purpose), please reduce the depth of the turnarounds to 4'. 12. Southwest Parkway is classified as a minor arterial on the City's Thoroughfare Plan. As such, driveways with access onto it are required to have a throat length of 40'. Please make this adjustment and call the length out. 13. Will there be a gate to close off the lot after hours? If so, please show its location and a detail. 14. For safety reasons, the Southwest Parkway curb cuts radii should include the ramps and sidewalks-i.e., the plan drawing should reflect what is presented in detail #5. 15. Please call out more of the topographic lines in the area of the detention pond. 16. Only 300' of hose will be laid from a fire truck. From that point, the spray from the hose can go to 150'. The project needs to show adequate fire protection. Staff Review Comments Page 1 of 2 17. The back of the southwest parking row needs to be striped for that drive to be considered a fire lane. 18. Please show fire lane signage and striping detail. 19. Landscaping points are determined by total site area (30 points per 1000 sq. ft.). Please recalculate the required points and adjust the plan accordingly. 20. Every project must expend a minimum of 50% of its point total on canopy trees. 21. As landscaping elements are assigned points based upon their caliper or gallon sizes, the sizes need to be listed with their plantings. 22. Scientific names of plantings need to be listed with common names. 23. Three crepe myrtles along the rear property line are over a sanitary sewer line. These need to be located to one side or other of the line. 24. What is the brick pattern at the front of the property indicating? 25. On the site plan, please show the current zoning of the subject parcel. 2. Please call out the sewer line (and its size) at the back of the property. 3. Although the sidewalk shown meets standards, it seems that you have the room to move the sidewalk 6' back off the curb. Please consider this option for the safety of pedestrians along this minor arterial. 4. Please show all proposed meters. They may require landscape screening. 5. All areas to be curbed need to have gutters. Please replace the curbing detail with one that meets City of College Station standards. 6. Nine hundred additional landscaping points are needed to meet streetscape requirements [ ((180 - 30) / 50) x 300 This makes the total landscaping points required 1980. Street trees required for streetscaping may count for landscaping points. 7. Sixteen crepe myrtles are counted but only 14 are claimed in the landscaping legend. 8. By ordinance, Live Oaks are required to be separated from other Live Oaks by 35 ft. (FYI: other canopy trees have a separation requirement of 20 ft.). Also, Live Oaks must be planted a minimum of 30 ft. behind the street curb. Please make the appropriate adjustments to the site plan. 9. The Zoning Ordinance requires parking areas adjacent to a ROW to be screened using plantings, berms, structural elements, or combinations thereof at a minimum of 3 ft. above the parking lot pavement elevation.
