Also, I want to inform you that I'm going to let Greg Taggert, my engineering consultant with the Municipal Development Group (MDG), speak for me in the meeting with you concerning our revised Master Plan. However, if you have any questions that you want me to answer personally, please write them down and I will give you written answers in due time. Hopefully, this will avoid any spur-of-the-moment responses that might lead to misunderstanding. Here's a brief history of what has happened to the 149 acres that my wife, Virginia, and her brother, Mike Thiltgen, inherited in 1990 from their mom, Lydia Boriskie: In 1996, we sold 45 acres of the floodplain to neighbor Charles Jones and 22 acres (Hunter's Creek Stables) to Carl and Jeanne Kolbe. As a result, Virginia and I bought 41 acres from Mike. That left 38 1/2 acres in the Boriskie Partnership. In 1998, 25 acres ( the golf range) were sold to get us out of debt. That left 13 1/2 acres in the Partnership. We haven't splurged, but we need to sell some more of that land to pay our bills. In the last two years, we've had several people call about buying some of that land. (Darrell Grein of Raintree fame was one of them). Some of the callers were wanting to build some apartments. We had a written offer from a fellow who wanted a few acres to put a feed store on, but we decided to wait. Then, in April of this year, Kathy King called and said that Academy Sports was looking for a place to build on. By June 16th, we had a contract from Academy on 11 1/2 of the 13 1/2 acres. We believe that Academy will be a good neighbor and a valuable asset to our area. Therefore, we will greatly appreciate your support of this project. Please refer to the following definitions from the Subdivision Regulations, Chapter 9, Section 3, Definitions, College Station City Code: Master Development Plan refers to a conceptual, informal map of all contiguous property under common ownership showing potential future subdivision or development. It is of sufficient accuracy to be used for purposes of discussion and classification. It shall include information as described in Section 6-B. 1. Subdivider means any person or persons, firm, or corporation subdividing a tract or parcel of land to be sold or otherwise handled for his own personal gain or use. Additionally, the following provisions of Section 66=B, Master Development Plan, are applicable: 6-B.1 A master development plan is required for developments where there are planning issues including but not limited to street locations and sizes, public facility locations, lot layout, park and greenbelt locations, etc. - to be addressed and where there will be subsequent preliminary and or final plats occurring over a long period of time. All Master Development Plans must be reviewed and approved by the Planning & Zoning Commission. Once a Master Development Plan is approved, the applicant may submit a Master Preliminary Plat covering the entire area included on the Master Development Plan. Home of Texas A&M University 6 B.3 Processing Master Development Plans and Master Preliminary Plats 6-B. 3.1 When the master development plan or master preliminary plat is received with subdivider's application for approval and the fee, all copies received shall be dated, stamped, and signed, and one (1) copy returned to the subdivider and immediately distributed to other City departments concerned for their review. Your current submission reflects two alternate street alignments for addressing the concerns expressed by the Commission on October 25, 2000. One of the alternates proposes a street crossing Lot 2. Lot 2 is not currently under common ownership with the property owned by you, the subdivider. The owners of Lot 2 are not currently identified as being part of the subdivider's application. In order for the Commission to consider changes to the Master Plan impacting Lot 2, the owners of Lot 2 must join you as person or persons in the subdivider's application. There are also parcels reflected on your Master Plan that have been previously divided and sold without benefit of platting. The owners of these parcels should join in your application or these parcels should be more clearly identified as not being a part of your common ownership and application.
