Project: JEFFERSON AT NORTHGATE (SDSP)-SPECIAL DISTRICT SITE
PLAN (0-161)
Due to the fact that new plans were received by staff during the first review
but before comments were returned for consideration, the first set of
comments the applicant will receive is officially from the "second" review.
Three reviews are allowed for all site plans before the applicant is charged
for further review.
PLANNING
1. On the site plan, the scale near the north arrow needs to be 1 "=30'.
2. The project appears to be encroaching into the Church St. ROW. The arc
of the curve in the street needs to be continuous. The driveway's access
to the street needs to be such that the existing width is maintained. This
may require adjustments to the internal site layout.
3. Please show the ownership and current zoning of all abutting parcels.
4. Show all easements clearly designated as existing or proposed and the
type. If a proposed easement is dedicated by separate instrument, list by
volume and page.
5. Please designate between existing and proposed electric.
6. Please show the 100-year floodplain and floodway (if applicable) on or
adjacent to the proposed site or note if there is none on the site.
7. What are the circled T's in the intersection of Church and Nagle?
8. Please show the 15' rear setback line.
9. Please scale a typical garage parking space. Remember that parking
must be a minimum of 20' long unless there is room at the front of the car
fora 2' overhang, then it may be 18'. Wheelstops can only be used in 20'
parking spaces.
10. Please scale the drive aisle in the garage.
11. Please be consistent with the handicap information in the legend.
12. Provide note that handicap accessibility details will meet ANSI standards.
13. You are showing an entry/exit to the parking garage at the location of the
trash compactor.
14. Please indicate driveway throat lengths in the garage and in the site
entrances.
15. Please show the gates that will be used to control access to the garage.

16. Two sections of sidewalk are shown along Church. Please extend the
western-most section to the project driveway.
17. The curb and gutter detail needs to match the specifications of the City of
College Station.
18. With respect to the accessway in the rear of the property,:
a. In order for the portion of the driveway east of the median to be shared
with The Ramparts, a private access easement must be provided
covering this section of the driveway
b. If the portion of the driveway east of the median is shared, some form
of striping, pavement markings, or medians may be needed in order to
better delineate travel lanes.
19. For traffic safety, the median between The Ramparts and the subject
property needs to be extended all the way to the eastern property line.
The median will need to be landscaped, have decorative pavers, stamped
dyed concrete, or other material as approved. (ED)
20. Please show how the project will be receiving electricity.
21. Where is the transformer for Building #3?
22. Please show FDC signage detail. ~~:~.- ~~--~° ~ ~
23. Please show fire lane striping and signage details.
24. Please show striping identification for the loading parking area.
25. Please make sure the fire hydrant near the Church curb cut is in an
easement.
26. Is there supposed to be a fire hydrant north of Building #8?
27. Please verify that the privacy fence is at least 6' tall.
28. The plants used on the site must be those accepted by the NRB. Unless
the applicant wishes to return to the NRB at a later date with a new
landscaping plan, the landscaping proposed is what will be considered.
29. Please include a legend that shows the symbols for the different plantings.
30. To insure there will not be a location conflict, FDC's and underground
utilities need to be shown on the landscaping plan.
31. Live Oaks are required to have a 35' minimum separation. Please make
the adjustment by the trash compactor.
32. When applicable, Live Oaks need to be set back at least 30' behind the
curb.
33. The first tree by the Nagle entrance needs to be set back 20' from the
entrance to meet visibility triangle requirements.
34. Transformers need to be screened from the ROW.

35. Shrubbery used to screen parking needs to be a minimum of 3' tall.
36. Please add to the "Landscape Notes" that irrigation will be approved prior
to C.O.
37.A Private Improvement in the Public Right of Way (PIP) will be needed for
improvements along the ROW that is outside of the property line.
38. Please note: Signs are to be permitted separately.

ENGINEERING
1. Please show connections to water main for the proposed parking garage
fire system. •-
2. Please include fire flow calculations for this project. The Water demand
Table refers to meter sizes. Fire system water is NOT metered.
3. Please include a table of water demands for domestic water and irrigation
usage. The City will size the meter. r
4. Will all roofs drain to stormwater system? Dorms as well as garage?
Overland flow or direct connection?
5. Please show a public utility easement (P.U.E.) for all public lines outside of
R.O.W.; entire fire water loop and F.H.,
fire water up to building or backflow preventer,
domestic water up to meter,
irrigation water up to meter and backflow preventer.
Sanitary sewer and storm sewer are private up to City connection
or R.O.W.
6. If you so desire, a single line can come off the water main and go to the
building (in a PUE). A tee is then provided at the building for the domestic
service line and meter allowing room for a meter box. This allows the
installer to forego two large tees at the main. This is not a requirement,
just an FYI. If you choose this option, please size the single line for both
domestic and fire flows.
7. Sheet C2 shows the pavement over the detention pipe as asphalt. The
detail on sheet C8 shows the pavement over the detention pipe as
concrete.
8. On Erosion Control Sheet C10, please include erosion control measures
to prevent sediment transport along the northwest property line, from the
north corner back to the ess curve.
9. Please preclude excess drainage from site across the adjacent property to
the northwest. Include this drainage into onsite stormwater system. This
drive will not be allowed to be "open" as such. There should be some type
of traffic deterrent between the properties.

ELECTRICAL
1. Developer responsible for installing conduit per city spec and design.
2. Developer responsible for pouring transformer pad per city spec and
design.
3. Developer responsible for providing easements to cover all primary
electrical lines and equipment.
4. Note: Transformer location and sizing will be determined by The City of
College Station Electrical Division. We will need Electric Load Information
A.S.A.P.

SUBJECT: Jefferson at Northgate: request for approval of a site plan for student housing
located at 711 Church Avenue in Northgate, currentlya parkinglot. (00-16I)
The NRB Review Subcommittee held a meeting on Wednesday, October 11, 2000 to review the
above-mentioned item. Staff Planner Hitchcock opened the discussion by stating Jefferson is a
223 bed, three-story, private dormitory located at the mud lot on the corner of Nagel and
Church streets. Molly mentioned there are a few items that staff asked to be considered. The
first is that space be added against the walls in the parking garage for backing maneuvers.
Another one is that the transformer be screened with landscaping. The staff cannot require a
sidewalk along church street because the Sidewalk Master Plan does not reflect a sidewalk in
this area; however, the NRB Subcommittee has the discretion to require sidewalks where
needed. Both the NRB Subcommittee and JPI representatives agreed a sidewalk is needed.
The first item on the agenda was parking requirements. Mr. Lentz said that they have a
potential of 494 parking spaces and realize they may not need that many parking spaces.
Natalie recommend flexibility in the number of parking spaces since additional space is needed
for backing maneuvers. Commissioner Harris motioned to approve the number of parking
spaces to be a minimum of 450 spaces. Carolyn seconded it and it passed (5-0)

The next item to be considered is architectural character. Mr. Lentz said the building will be a
2 story brick, flat roof design and the air conditioners will be hidden on the roof. Mr. Lentz
also mentioned the color of brick is red and brown. The brown will be the accent color, and
the siding and stucco will be an off-white color. Commissioner Harris moved to approve the
architectural character. Commissioner Williams seconded and it passed 5-0.
There was discussion about the type of materials used for the garage and what will be visible
once the building is built. Mr. Lentz said that the siding would be on the last side where the
one-story building is currently located. NRB Member Anz made the motion to approve site
design and plans. Commissioner Harris seconded and it passed 5-0.
The next item to be discussed was landscaping. NRB Member Abbott suggested that the area in
front of the garage be dressed up with landscaping. Mr. Lentz stated that there would be a 6-
foot high fence since that they don't have a lot of space to install landscaping. After reviewing
the landscaping plans, NRB Board Member Anz made the motion to accept the landscaping and
streetscaping as is. Commissioner Williams seconded it and it passed 5-0.
The discussion began on the sidewalk issue. Mr. Lentz said that they are proposing a
traditional concrete sidewalk. Several of NRB Subcommittee members expressed a desire to see
brick pavers instead of the proposed concrete walk. NRB member Benning suggested that the
city contribute funds to pay for the sidewalk upgrade along church. He encouraged the
applicant to work with the staff to see what funds are available.
The dumpster was the next item to be discussed. Mr. Lentz showed where the dumpsters will
be located and that it will be screen with a 6-ft wooden fence surrounded by landscaping.
Commissioner Harris made the motion to approve the dumpster location and screening.
Commissioner Williams seconded and it passed 5-0.
The last item to be discussed was the bicycle parking requirements. Mr. Lentz was not sure
how many they should have but knew they would need quite of few. Mr. Lentz said they will
have a courtyard and the bike rack will be there. Commission Anz suggested setting a
maximum amount. Molly stated the ordinance provides for a maximum of 20 bicycle spaces.
NRB Member Anz made the motion to accept the maximum requirements on the bicycle racks
of 20 and for it to match the exterior of the building. Commissioner Williams seconded and it
passed 5-0.

PLANNING
1. Please show the owners of Tracts D-1 and B.
2. Please place Church Street label and ROW information on Church Street
or use arrows to designate correct location.
3. Please identify the size of the water main on Church.
4. Please ensure the curbing of the driveway ends at the ROW line and does
not extend out into the Church Street ROW. Please provide a detail of
how the driveway will tie into the street.
5. In the Church visitor parking area, "10' PARKING SPACES" needs to be
corrected to "10 PARKING SPACES".
6. One-way traffic and angled parking is preferable in a parking garage. The
proposed garage can maintain its current layout and traffic patterns, but
end spaces need to be adjusted. Spaces against the wall or a gate in the
parking garage will have great difficulty making backing maneuvers.
These spaces need at least 3 feet beside them so they may back out at an
angle.
7. The note on the landscaping plan is still a concern. It states that "Plant list
is an aid to bidders only." The planning reviewer checks Northgate
landscaping to assure compliance with the ordinance. Evaluation of
aesthetics, which includes landscaping, is under the purview of the
Northgate Review Board (NRB). Whatever the Northgate Review Board
accepts will be required for an approved site plan. If they are presented
with Live Oaks, Bald Cypresses, Crepe Myrtles, and Dwarf Burford
Hollies, that is what they will evaluate. If they accept it as it is without
comment, then Live Oaks, Bald Cypresses, etc. will be what is required.
They do have the ability to ask for different plantings.
If the note was added because of the uncertainty of requirements until
after the NRB meeting, this needs to be clarified in the note. Otherwise,
the phrase should be omitted.
8. Live Oaks are required by ordinance to be at least 30 feet behind a curb.
Please make this adjustment for the two live oaks at the Church Street
curb cut.
9. The transformers for buildings 10-12 need to be screened from the ROW.
10. What is surrounding the transformers for buildings 13, 14, 1, and 2 and the
shrubs on the landscape plan? It is not reflected on the site plan.
11. We are waiting to hear from TXU if the street trees along Nagle are too
close to the gas lines.

12. The sidewalk along Church Street is going to have to be addressed. The
NRB, in my experience, is going to want to see a walkway by which
pedestrians can go from the Northgate area to the retail establishments to
the east. That is why it was included with the last set of comments.
However, where there is no curb this presents a safety hazard. Please
consider including a curb with the sidewalk. If you desire to take out the
sidewalk, it will be left to the discretion of the Board to approve, not
approve or approve your design with provisions.
