SUBJECT: Site Changes -Western Auto Parts America; proposed changes to the exterior
paint and freestanding sign located at 204 Harvey Road within the Wolf Pen Creek
zoning district. (97-423)
A Wolf Pen Creek Design Review Board (DRB) meeting was held on Wednesday, September 18,
1997 to discuss the above mentioned site changes. Jerry Frazier of the Embree Group explained
that the site was being modified to conform with corporate image changes. Mr. Frazier explained
that the following changes:
_ The entire building will be painted grey including the bay doors on the north side of
the building. There will be red and blue stripes along the top of the building on the
north and west sides only. (The bay area on the north side of the building will not be
utilized immediately; however, there may be a need in the future for additional
signage if this section of the building is leased to another user.)
_ Along the front of the building, above the entrance, there will be a "PARTS
AMERICA" sign. The letters will be white, less than 62" with a bronze or red can
around each letter that will stick out from the building approximately 6".
_ The dumpster enclosure will be painted grey to match the building and will NOT
have the blue and red stripes.
The parking lot will be repaired and restriped.
The landscaping will be cleaned up and all dead plant material will be replaced.

Ms. Henryson moved to recommend approval of the proposed site changes. If additional attached
signage is needed on the north side of the building along Harvey Road, the applicant must submit
the necessary information for further review and approval by the DRB. The motion to
recommend approval of the site changes passed unopposed (6 - 0).
The Board was not able to review or make a recommendation on changes to the freestanding sign
because sign details and elevation drawings were not submitted. Mr. Frazier explained that a
separate sign company is handling the permitting of the freestanding sign separately; however, he
will try to work with the sign company to see if the sign changes can be submitted to the Planning
and Zoning Commission as part of the entire package.

CHANGES ON THURSDAY, OCTOBER 2, 1997 AT 7:00 P.M. IN THE CITY HALL
COUNCIL CHAMBERS AT 1101 TEXAS AVENUE SOUTH, COLLEGE STATION,
TEXAS. ANY INFORMATION TO BE INCLUDED IN THE COMMISSION PACKETS
MUST BE SUBMITTED TO STAFF BY WEDNESDAY, SEPTEMBER 24, 1997.

RE: Repainting and Sign Changes for Parts America, Formerly Western Auto

All development proposals within the Wolf Pen Creek (WPC) Zoning District are
reviewed by the Design Review Board in conjunction with the PRC and recommendation
is made to the Planning & Zoning Commission. Like the DRB/PRC the Planning &
Zoning Commission shall consider the City's land use and development codes, The WPC
master plan and standards and policies in the WPC Zoning District. Evaluation of a design
submission shall also be based on:
Logic of Design, Material Selection,
Exterior Space Utilization, Harmony and Compatibility
Architectural Character, Circulation -vehicle & pedestrian
Attractiveness, Maintenance Aspects
This particular proposal is to repaint the Western Auto building from its current orange
color to a gray building face on all sides with the two street views having the blue and red
Parts America colors painted as stripes along the top. On the blue stripe will be placed
the Parts America sign which will be composed of 62 inch white letters with a bronze or
red can around each letter. The sign will extend from the building face only 6 inches.
The DRB/PRC reviewed the proposal on 9-19-97 and recommends approval of the facade
painting and building sign changes with the conditions stated in the report. Information on
the freestanding sign was not available at the time of the DRB/PRC meeting. The
freestanding sign will have the sign face only replaced with the Parts America sign using
the same colors. A color copy of the freestanding sign face and building front is included
in the P&Z packet.
Applicable ordinance sections relating to colors and signs state that colors shall be
harmonious and shall use only compatible accents while signs shall be designed as integral
elements of the building and site, shall have good scale and proportion in relation to
buildings and surroundings, colors and materials shall be harmonious with the building, the
number of graphic elements shall be held to a minimum, and signs shall not compete with
adjacent signs on adjoining premises.
