The entrance drive relocation can be handled by an Access Driveway Permit that addresses the requirements for removal and replacement of the existing driveway along with the included provisions for this site and sidewalk. The storm sewer tie-in can also be handled as part of the Access Driveway Permit. However, since the existing runol~ in this area presently drains away from the roadway, the tie-in shall be a maximum of a 10" diameter schedule 80 PVC pipe. This size will allow partial detention for the parking lot area, but will not create overflow conditions in the existing storm sewer. Bryan Area Engineer Texas Department of Transportation 2102 Tabor Road Bryan, Texas 77803 RE: Request for an Advance Funding Agreement Ms. Hej 1: The City of College Station would like to request an Advance Funding Agreement (AFA) between Texas Department of Transportation and the City of College Station. This AFA would address a new storm sewer line in TxDOT right of way that would connect to an existing TxDOT storm drain inlet on FM 60 (University Drive). The applicant /owner, Spirit Development I, has requested to relocate a driveway on the south side of FM 60 to provide improved ingress /egress to the Quality Suites Hotel and adjacent development. The driveway relocation, which meets city approval as per ordinance, was necessitated due to the new raised medians on this section of FM 60. As part of this driveway relocation and permit process, the applicant's engineer has proposed a new storm sewer that would cross TxDOT right of way and tie into an existing TxDOT storm drain inlet. An Advance Funding Agreement is necessary to address the work within TxDOT right of way, and the general conditions of the AFA should be as follows: - The agreement is between TxDOT (the State) and the City of College Station (the City); - There is no funding required by the State nor the City, because a private developer is performing this work; however, the City does provide assurance that the work will meet all expectations by the State, including all design specifications, proper coordination and permitting, traffic control, safety, etc. Any increase in costs due to improper construction techniques will be responsibility of the City; - The City is responsible for the acts and deeds of its agents, including the developers and contractors involved with this project; Home of Texas A&M University Request for AFA - Pale 2 The State has the full authority to inspect and approve all work perfornled as part of this project; and - Upon completion, the State will assume responsibility for the maintenance of the completed project that is within State right of way. I am including with this letter a site plan and a hydraulic study submitted by the applicant's engineer, both of which address the proposed storm sewer improvements.
