Dear Rabon,
The South Hampton Phase Ioff--site sewer line was completed on August 25, 2000 and is
currently within a one year warranty period. A significant erosion problem has been noted that
requires immediate attention to prevent the line from damage. The discharge water from the
Nantucket Subdivision is flowing across the outfall of the sewer line at the south side of the creek
crossing and has exposed a considerable portion of the ductile iron pipe and poly wrap. The
erosion must be corrected along with the addition of adequate erosion protection for the sewer
line. It is also suggested that the discharge water from the lake be channeled and prevented from
discharge over the outfall of the sewer line to eliminate the possibility of future erosion. At this
time you are requested to remedy the identified warranty item within the next thirty (30) days.
There are also t<vo other issues related to the South Hampton Phase I Subdivision. Please verify
that the off-site sewer line is located within a City of College Station public utility easement as it
crosses the Nantucket Subdivision. Additionally, except for the on-site and off-site sewer lines,
the other infrastructure associated with the South Hampton Phase I Subdivision (ie. water, streets,
drainage) have not been accepted by the City of College Station. When these item are complete,
please submit the "letter of completion" as required by City Ordinance.

We have completed a review of Items 3 & 4 that were addressed in MDG's letter of July 13.
Although partial detention is indicated to be utilized for the channel flow entering the SH 6 ROW
approx. 300' south of Bay Street there is no apparent reduction in the total Q arriving at the
TxDOT 4' x 4' SBC ---- please investigate. The HWALL and HWAC-ruAL should be shown for the
upstream entrance of the 4' x 4' SBC for an indicated Q,o of 193. cfs or whatever any detention
reduced flow might be.
Also, Item 2 concerning the overtlow at the Nantucket Drive entrance for a Q,o event stilt needs
to be addressed_

dealt with the Nantucket Drive Entrance. This may have been partly due to a typo where Bay St.
was inadvertently substituted for Nantucket Dr. in Item 2 (see corrected sheet},

All Items (1- 4} have been adequately addressed. However, a P.E. seal & signature
(s required for statements and details. (O.K. ------ 6/28/00)
A. Drainage
1) Item 1 has been adequately addressed (P.E, seal required}. (O.K. ------ 6/28/00)
2} Items 2 - 4 addressed apparent discrepancies in the drainage report. It is now
indicated that the amount of runoff arriving at Nantucket Drive and the TxDOT
4' x 4' SBC located approximately 450' south of Nantucket Drive (Bay Street)
will exceed pre-development runoff amounts by approximately 50 % +.
This will not be acceptable, since structure designs will be exceeded and
flooding and ponding (detention) In the right-of-way will occur. This problem
will require mitigation before the access and drainage permits can be approved.

General Comments
A. Drainage
1) Show typical ditch section between west frontage road and right-of-way tine, and
indica#e depth and width of flow for a D ~o runoff design. Show HW anx height
allowable to edge of frontage road pavement.
2) Drainage report Indicates that area X, part of R, and an area east of areas X & R
appear to flow to entrance at Nantucket Dr. If correct, please recalculate G1~o , HW~o ,
and Vour at this site. Also, show HW,~~oW using lowest elevation where Nantucket
Drive and the west frontage road Intersect.
3) Drainage report (Section 7) shows drainage areas that flow to the existing 4' x 4' SBC.
Post development runoff for ~~o is Indicated to be 169. cfs which is 27% larger than
the TxDOT design value of 123. cfs. What about drainage areas W & Z which are
not included, but probably should be ?? Please investigate & evaluate situation.
Also, indicate HWA~~oW before runoff flows over the lowest elevation where proposed
Bay Street intersects the west frontage road.
4) Continuous mainlane structure (30° skew) ~ Sta. 913 + i1 was designed for a Qsa of
190. cfs. Since stormwater management practices 'do not appear to be utilized for
this development, please evaluate impacts to mainlane pavement elevations for a
Qso runoff event (see attached).
B. Structural:
1) Proposed 2 - 30" RCP's should enter TxDOT structure outside (west of) end of
straight wings on 4' x 4' SBC. Extend bottom of existing apron. Show new detail,
including new pipe-runner.
2) Shift proposed junction box west to accommodate relocation of 2 - 30" RCP's.
Top of proposed junction box shall be flush with finished grade.
3) Maximum backslopes at Bay Street shall be 6:1
4) Extend proposed concrete pilot channel between Rockport Drive and Windrift
Cove #o tie-in to existing flume ~ 4' x 4' SBC. Show detail.

Per your review comments, dated June 21, 2000, we have made our best attempts at mitigating flows to the
mainlane structure by means of a limiting detention pond. Below is a brief description of each change and its
corresponding affects. The supporting data for each item is attached.
Item #1: The detention pond and its weir structure will result with TxDOT ditch flows into the mainlane
structure of 86.650 cfs, 112.614 cfs and 117.599 cfs for the 10, 50, and 100-year rainfall events respectively.
These restrictive flows will result in an approximate decrease in channel flows of +/- 30% from the pre-
development rates of 123 cfs, 163 cfs, and 168 cfs. See supporting data labeled Section #4 -Channel Flow
(I.D. #4).
Item #4: With the addition of approximately 33,000 cu. ft. of detention storage, the increased flows to and
through the mainlane structure have been reduced to +/- 32%. The proposed discharge rates will be 193.251
cfs, 251.532 cfs, and 262.432 cfs for the 10, 50, and 100-year rainfall events respectively. The pre-
development discharge ra~ are 143 cfs, 190 cfs, and 196 cfs for each respective storm. As before, all
analyzed rainfall events.: o not surcharge inlet-3, but the first two inlets are. Though these inlets are
surcharged there is sufficient freeboard in the ditch and in no case is any diversion berm topped and runoff
carried downstream in the TxDOT ditches. Also, as we discussed and along with the data you faxed me, the
mainlane structure is inlet controlled so that discharge tailwater will be equal to the pipe soffit. See
supporting data labeled (TxDOT 2) for calculation results during eac1: analyzed rainfall event.

RE: Wastewater service for areas outside of the City of College Station.
Dear Phyllis:
Several weeks ago we discussed by phone your interest in wastewater services for
portions of the Nantucket Subdivision. I wanted to follow up on that conversation in the
event you still would like to seek City of College Station wastewater services for that
area.
Provision of wastewater service outside of the City's corporate limits requires Council
approval of a service agreement with each property owner seeking service. It is also our
policy that any request for service be accompanied by a petition for annexation.
Please contact me if you are still interested in seeking wastewater service for the areas
outside the City. I will be glad to assist you in the application process.
