Please indicate the owner of the 3.38-acre tract NE of the subject property. 3. I am having trouble locating the pipeline on the plat. Where is it? NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City will constitute a completely new review. Reviewed by: MOLLY HITCHCOCK Date: July 18, 2000 STAFF REPORT Item: Consideration of a Master Development Plan (00-127) and Preliminary Plat (00- 126) for the River Place Subdivision, a 48-lot subdivision off of Koppe Creek Road, partially within the City's Extraterritorial Jurisdiction. Applicant: Stewart Kling for Robo Investments, Inc. Item Summary: The proposed Master Development Plan shows a 48-lot rural subdivision. Seven of these lots are located within the City's ETJ and four are partially within the ETJ. The subdivision is to be developed in two phases with portions of both Phases I and II in the City's ETJ. The Land Use Plan shows the 184.84-acre subject tract and surrounding areas to be Rural Density. The proposed subdivision meets the minimum standards the City requires of property in the ETJ. The Thoroughfare Plan does not extend this far south of the city limits. River Place Subdivision will have access from Koppe Creek Road to the North, and will back to the Brazos River. The 100-year floodplain is shown to be on land outside of the City's jurisdiction. Since the subject property is in the ETJ, no parkland dedication or sidewalks will be required. Item Background: The River Place Subdivision Master Development Plan and Preliminary Plat were accepted by the Brazos County Commissioner's Court on February 22, 2000. The Final Plat for Phase I was passed June 13. Budgetary & Financial Summary: N/A Staff Recommendations: Staff recommends approval. Related Advisory Board Recommendations: N/A Commission Action Options: Although these items have been combined to simplify the reporting process, the Master Development Plan and Preliminary Plat may be separated for discussion and consideration at the Planning and Zoning Commission meeting. The Commission has final authority over the Master Development Plan and Preliminary Plat. The options regarding these items are approval as submitted or denial. Defer action or table only at applicant's request. INFRASTRUCTURE AND FACILITIES Water: Wellborn Special Utility District will supply water. Sewer: All lots will be served by on-site sewage disposal systems permitted by the County Health Department. Streets: No streets involved with this subdivision are shown on the Thoroughfare Plan. Off-site Easements: None. Drainage: The portion within the City's ETJ is at the end of the drainage system. The development of this area will have minimal downstream effects. Flood Plain: No part of the subdivision under the City's extraterritorial jurisdiction falls within a floodplain. Copy of Master Preliminary Plat MINUTES Planning and Zoning Commission CITY OF COLLEGE STATION, TEXAS August 3, 2000 AGENDA ITEM NO. 7: Consideration of a Master Development Plan and a Preliminary Plat for 184.8 acres in the River Place Subdivision Phase 1, a 48 residential lot subdivision in the Extraterritorial Jurisdiction near Wellborn. (00- 127), (00-126) Chairman Mooney explained that only 7 of the 48 lots are in the ETJ. Molly Hitchcock, Staff Planner, presented the staff report. Ms. Hitchcock explained that both the Master Development Plan and the Preliminary Plat meet the City's ETJ standards and were inadvertently placed on the Regular Agenda rather than the Consent Agenda. She stated that Staff recommends approval. Commissioner Floyd questioned having what will eventually become a City street within the 100 year flood plain located on a river bank rather than a creek and what will or can be done about that. Assistant City Engineer Mayo stated that a field project would need to be initiated to raise the street surface level above the flood plain. Chairman Mooney asked if the river ever overflowed its banks in that area within the last five years. Jim Callaway, Director, Development Services, told the commission that within the last five years, the river has definitely overflowed its banks. Commissioner Horlen clarified that that particular area of the roadway is outside the ETJ and asked if the commission has any authority over that area. Assistant City Attorney Nemcik stated no. She explained that the commission's authority was limited to the roadway contained within the area of the 7 lots outside the ETJ only. She stated that she believed it would be unlikely that the County would have approved the Plat and certified the floodplain area on the Plat since they have primary jurisdiction for this area. Chairman Mooney asked if there was any present that would like to speak in support of the project. The applicant, Mr. Stuart Kling, stated that the roadway is within the 100 year flood plain but said that it is elevated above the 100 year event. Mr. Rob Smith, owner and developer, stated that in the 1989 and 1991 floods when the river came out of its banks, this area of land did not flood. Commissioner Floyd motioned for the approval which was seconded by Commissioner Warren. The motion passed 7-0.
