Concerning the irrigation water service, please include note in Water Service Notes- [2] "w/ Backflow Preventer (RPZ)". This note has been added by myself to the submitted drawings after my conversation with Mr. Mike Record (8/16/00). 2. Due to the fact that the water lines on College Main are Public Infrastructure up to the meter and or backflow preventer, please submit a plan and profile sheet detailing construction and any conflicts with other utilities. Reviewed by: Spencer Thompson Date: 08/16/2000 STAFF REVIEW COMMENTS No. 2 PROJECT: COLLEGE MAIN PARKING GARAGE (SP)-SITE PLAN (0-115) PLANNING 1. Please make a note on the first page of the site plan that the site plan consists of pages Al-2, A6-7, L1-2, and C1-8. 2. On Sheet A2, please show the overhead utility lines on the west side of the building as ending at a pole. 3. Will the sidewalk that is planned for the south side of the building meet minimum clearance when it reaches the transformer pad? As discussed at the Northgate Review Board meeting: 4. Landscaping in the area of the detention pond will be reviewed after detention pond changes are made. ~ 5. Bicycle rack(s) for the parking of 20 bicycles need to be added to the plan. Standards for rack design, color, and signage are described in the ""~ Northgate Design Guidelines. Copies of relevant pages from the Guidelines are attached to these review comments. ~- 6. A change from stamped concrete to brick pavers will be requested if their use is determined to be economical. ~ 7. It need not be included on the site plan, but the addition of the Northgate Logo on the eastern facade will be required as a condition of the building permit. It will also eliminate the 2" connection of the domestic water supply to the fire line. 2. The final drainage report has not been reviewed. Development Coordinator Tammy Macik, Secretary SUBJECT: College Main Parking College -request for approval for the development of a parking garage to be located at 309 College Main in Northgate. (00-115) The NRB Review Subcommittee held a meeting on Wednesday, August 2, 2000 to review the above-mentioned item. Mike Record opened the discussion by informing the NRB Committee that a change of design would be necessary for the water detention area since the city's Economic Development Council had made an agreement to let the Traditions dormitory facility drain its runoff water on the garage site. Therefore, the landscaping and the general presentation of that area could not be considered by the NRB at this time. The NRB discussed different issues pertinent to the development of the garage. The issues discussed were landscaping, bicycle parking, sidewalks, sign types, awnings, and the architecture. Commissioner Happ motioned to approve the landscaping from College Main to a portion of Second Street. The motion was seconded by NRB Member Anz and passed 5-0. Commissioner Happ motioned for the architects to investigate the parking, rack design color and signage for 20 bicycles in the parking garage. The motion was seconded by NRB member Benning and passed 5-0. Commissioner Happ motioned to accept the design and placement of the sidewalks. The motion was seconded by NRB member Benning and passed 5-0. NRB member Benning motioned to investigate the use of brick pavers instead of stamped concrete for the sidewalks. Commissioner Harris seconded and the motion passed 5-0. NRB member Benning motioned to use the Northgate logo between the buttresses and also motioned to approve the proposed sign types and their placement. Commisioner Happ seconded and the motion passed 5-0. Commissioner Happ motioned to accept the awning as presented. NRB member Anz seconded and the motion passed 5-0. Commissioner Happ motioned to accept the architectural style, mass and scale and the building color, elements and orientation. NRB member Anz seconded and the motion passed 5-0. (00-11 S) The NRB Review Subcommittee held a meeting on Wednesday, October 11, 2000 to review the above-mentioned item. Jessica Jimmerson opened the discussion by informing the NRB Committee that this item has come before the committee previously but there were landscaping issues, bicycle racks and the type of sidewalk to be decided upon. Also, the mural needs to be voted on even though there was a consensus previously. NRB Member Benning began the discussion of how high the mural will be. Commissioner Mooney had a question about the maintenance of the mural and NRB Member Anz had questions about the cost. Mr. Gauke gave an idea of the type of mural they are planning to have and what the cost will be. NRB Member Benning seconded the motion and it passed 5-0. The next item to be considered is landscaping. Jessica mentioned some items have been approved but there were a few items left to be approved. NRB Member Anz had a question of how tall the fence was around the detention pond and how safe it was. Mr. Record stated that the fence is 4 feet tall. There was further discussion about the type of fence needed for the detention pond and for it to go with the motif of other fences in Northgate. NRB Member Anz motioned to accept the fence at 4 feet with intermittent masonry columns along Second Street. Commissioner Harris seconded and it passed 5-0. The possibility of using of brick pavers instead of stamped concrete for the sidewalks is still being investigated. Commissioner Mooney recommended that this item go before the city to find out what the standard is for sidewalks in Northgate. Commissioner Harris motioned to approve landscaping and bicycle racks with the sidewalks issue to be placed on a future agenda. Commissioner Williams seconded and it passed 5-0. NRB Member Abbott abstained from voting on this item since he is directly involved with it. Trees are evaluated by their caliper size. Please remove gallon sizes from the landscape legend and replace with caliper sizes. 15. There is a 20' separation requirement between canopy trees. Please adjust the placement of the Leyland Cypresses to meet this. i. The detention pond needs to be screened from the ROW with landscaping. A Drainage Report has not been submitted for this project. Staff has reviewed a preliminary drainage report, however, the report was not stamped and signed by a registered/ professional engineer, as is required, and some calculations were not performed as per City requirements. These calculations may affect the detention pond sizing and the outlet piping sizing. 22. A 3" domestic water meter is specified for this project. The engineer needs to tee off this line and install two separate meters; one for domestic use and one for irrigation, along with the required irrigation check valve. According to plan estimates, domestic water flow rates would require, at most, a 1" meter (PM5). Irrigation flow estimates are not provided. 23. The fire line connection to the City's water main does not appear on the plans. A 6" tap should be made onto an 8" water main to supply fire flows to the building fire system. A 2" connection is shown going to the fire pipeline (PM2). This connection should not be installed. 24. Sheet C2 shows a 6" PVC drain pipe. This pipe apparently drains the swale along the east side of the building. It is not clear whether this drain connects to the 24" storm drain or drains to the street gutter If it drains to the gutter, a 6"pipe may be too large to penetrate the curb?
