HomeMy WebLinkAboutStaff ReportsSTAFF REPORT Item: Consideration of a Final Plat of approximately 15.162 acres for the Jefferson Commons at College Station Subdivision located at 819-903 Krenek Tap Road. (0-91) Applicant: Kling Engineering for JPI Student Housing Item Summary: Item Summary: The subject tract is currently unplatted. A plat is now being submitted for future development of an apartment complex. The property is shown on the Land Use Plan as Single Family Residential -Medium Density, however, the tract was recently rezoned to R-5, Apartment Medium Density on March 9, 2000 based on higher density residential development patterns in the area. The rezoning was conditional on the future apartment complex taking primary access off of Dartmouth Drive. The proposed lot meets the zoning requirements. The parkland dedication requirement will be accomplished through fees in lieu of land dedication/development. The fee will be calculated based on the number of dwelling units proposed. The subject property is located adjacent to the forthcoming Dartmouth Drive extension. The extension is currently under design and construction is scheduled to begin in June 2000 with an estimated completion date of January 2001. The extension is to have 90 feet ofright-of--way with 74 feet of road section. Dartmouth Drive is classified as a minor arterial on the Thoroughfare Plan, the same as Harvey Road and Holleman Drive. Krenek Tap Road is classified as a minor collector. Due to the minor collector classification of Krenek Tap, any proposed development will need to take primary access from the higher designated Dartmouth extension. Staff Recommendations: Staff recommends approval of the final plat. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are approval as submitted or denial. Defer action or table only at applicant's request. Supporting Materials: 1. Location Map 2. Application 3. Infrastructure and Facilities 4. Copy of Final Plat INFRASTRUCTURE AND FACILITIES Water: An 8" water line currently exists along Krenek Tap Road. The plat also shows the extension of the 12" line that is parallel to the upcoming Dartmouth Drive extension. The plat also delineates all of the water easements that will be needed to service the proposed on-site structures. Sewer: Adequate sewer is available to the su bject property via a 12" line that currently exists along Krenek Tap Road. Streets: A 10' Public Utility Easement has been dedicated along Dartmouth. Off-site Easements: Not required. Drainage: The site will be required to meet the Drainage Ordinance at the site plan stage. Flood Plain: None. Oversize request: No oversize participation is anticipated. Impact Fees: None NOTIFICATION: Legal Notice Publication(s): None Required.
