HomeMy WebLinkAboutStaff ReportsSTAFF REPORT Item: Consideration of a Master Preliminary Plat for the Great Oaks Subdivision, a 151 Lot subdivision off of Gandy Road and southwest of Quail Run Subdivision, within the City's Extraterritorial Jurisdiction. (00-87) Applicant: Mike McClure for Indivisa Corperation Item Summary: The proposed Master Preliminary Plat shows a 151 lot rural subdivision to be constructed in three phases. The first of the phases, 62 lots, will have sole access to Gandy Road to the south. Each of the next two phases will provide an additional access point through the Quail Run Subdivision to Quail Run Street and Walnut Drive to the north. The Local Government Code prohibits the regulation by a city of land uses and densities with the city's extraterritorial jurisdiction. For informational purposes, the Land Use Plan for this area calls for rural density single family. The average lot size for this subdivision is 1.294 acres, with a minimum lot size of one acre. Infrastructure and Facilities 4. Copy of Master Preliminary Plat INFRASTRUCTURE AND FACILITIES Water: Wellborn Special Utility District will supply Water. Sewer: All lots will be served by on-site sewage disposal systems permitted by the County Health Department Streets: Gandy Road is shown as a minor arterial on the Thoroughfare Plan. No additional right-of-way is required for Gandy Road. The first phase of this subdivision will take sole access off of Gandy Road. Gandy Road has recently been improved by the County from this site eastward to Wellborn Road. The subsequent two phases will provide two access point through the existing Quail Run Subdivision to Quail Run Street and Walnut Drive. County Street Standards will be constructed throughout the subdivision. Off-site Easements: None. Drainage: n/a Flood Plain: This subdivision is located in the upper reaches of Hopes Creek. This section of Hopes Creek is not mapped by FEMA. Many of these lots are proposed to be platted to the centerline of the creek. A floodplain study will be required prior to final plat and the floodplain line must be shown on that plat. Oversize request: None. Impact Fees: The site is not located in an impact fee area. MEMORANDUM March 13, 2002 TO: Planning and Zoning Commission FROM: Spencer Thompson Email: sthompson@ci.college-station.tx.us SUBJECT: GREAT OAKS SUBDIVISION (MPP) for MASTER PRELIMINARY PLAT Item: Discussion and possible action on a MASTER PRELIMINARY PLAT for GREAT OAKS SUBDIVISION (MPP), consisting of (00-00000087) Applicant: JIM CROWELL Staff Recommendations: Staff recommends approval of the extension of the MPP. Item Summary: This item is for the consideration of an extension of the Master Preliminary plat for Great Oaks Subdivision in the City's ETJ area. According to the Subdivision Regulations, 6-8.2.1 When a master development plan is approved, the subdivider may submit a master preliminary plat covering the entire area shown on the master development plan, and indicate thereon his proposed plan of development by increments. This master preliminary plat must be reviewed and approved by the Commission. If a master preliminary plat is not submitted, then each individual preliminary plat of an area must be reviewed and approved by the Commission. Each subsequent final plat from an approved master preliminary plat or preliminary plat must be reviewed and approved by the Commission. After approval of this master preliminary plat, the subdivider may submit fractional final plats in accordance with the master preliminary plat by units or areas. Each increment or area must be adjacent to a preceding development or area. A master preliminary plat shall be effective for a period of one (1) year, and may be extended for an additional period of twelve (12) months, upon written request and approval of the Commission. The approval of each increment as a final plat will extend the approval of the master preliminary plat for twelve (12) months Great Oaks Phase 1 Final Plat was approved by the Commission 9/7/00.
