EROSION CONTROL PLAN
WELLBORN SPECIAL UTILITY DISTRICT
APPLICATION TO CITY OF COLLEGE STATION, TEXAS
FOR
CONDITIONAL USE PERMIT
The project area is a relatively flat high point area as shown on the attached plat. The front
slope to the Greens Prairie Road ditch is steep. The slope to Arrington Road is relatively mild.
There appears to be no erosion problem existing at this time.
The only disturbance of the surface that would involve erosion control will be:
1. The construction of the asphalt drive.
2. The fill for the building and ground storage tank.
3. The installation of the water lines.
4. The landscaping.
The plan for erosion control will be as follows:
1. The asphalt drive will be constructed on the existing grade. The surface will be
cleaned and then leveled with limestone base material. No erosion problems are
anticipated.
2. The fill for the building and ground storage tank will be limestone base material
fill on the existing grade. This should not cause any erosion problems.
3. The installation of the waterlines is expected to require a rock trencher. Backfill
calls for sand embedment. Compaction on the remaining calls for 90% proctor.
The ditch line will be filled in a manner where drainage will not be allowed to
drain down the ditch line.
4. Landscaping is shown to be installed on the relatively flat part of the site.
Landscaping border trim will be used around each plot to prevent drainage
from the excavated area.

Attached is the Conditional Use Permit Application for a proposed water booster plant
located at the corner of Greens Prairie Road and Arrington Road. This site will have little
anticipated traffic during operations which will rarely exceed one vehicle and two employees to
maintain the facilities. Normal operating hours would be controlled by automated equipment
without on site personnel unless emergency conditions arise.

DRAINAGE REPORT
WELLBORN SPECIAL UTILITY DISTRICT
APPLICATION TO CITY OF COLLEGE STATION, TEXAS
FOR
CONDITIONAL USE PERMIT
The total area of the tract of land involved is 0.36 acres. Only 0.15 acres will be developed
inside the chain link fenced area. The remaining area will not be changed. Most of the
existing ground condition of the area to be developed is compacted gravel base material
presently used as a drive around the existing building. At present almost 100% of any rainfall
would run-off of this site. There will be no change in the direction of the run-off. The
proposed driveway will be constructed without a culvert since the drainage along Arrington
divides at this point. The present natural drainage will not be changed. There should be no
impact to the existing drainage in the area due to the improvements planned.

No existing easement on the property except to Wellborn SUD.
A 16 ft. drive should be adequate. The plant may be visited once
a day by one person in a pick-up truck.
The water tank will be welded steel painted to blend with the City
of College Station Water Tank across the road.

Enclosed are two (2) copies of the revised site and landscape plan
for subject application.
The Staff Review Comments No. 2 have been addressed as follows:
5A. The 24 foot landscape reserve lines have been added to
the site plan.
5B. The landscaping legend showing required landscaping and
streetscaping points and the number and type of plants
proposed has been added to the site plan.
6. The building setback lines have been added to the site
plan.
8. The existing building height is 14 feet.
12. An asphalt drive has been added to the site plan.
13. The location of the centerline of the entrance on
Arrington Road is 185 feet from the edge of the payment
of Greens Prairie Road.
15. Wellborn SUD will abide by the decision of the Commission
concerning screening fencing; however, TNRCC requires the
6 foot chain link fence with barbed wire overhang.
19. The 0.036 acre tract shown on the original site plan is
the original tract obtained by Wellborn SUD. The new site
plan covers the 0.36 acres.

However, there has been no erosion control plan submitted for this project. I can address this in
"engineering comments" or you can include them in yours. Let me know.

Enclosed are 10 copies of the revised site plan for the conditional
use permit application.
The revised plan is in accordance with a request from Ms. Emily
Staples, Fire Chief of the South Brazos County Volunteer Fire
Departments, to leave the back of the fire station open to
Arrington Street. Ms. Staples is concerned that State Highway 40
may affect the ability of the fire trucks to get in and out of the
front of the building. If necessary they could put an overhead
door in the back of the building and use Arrington Road. To allow
for this, we have reduced the fenced-in area. There are no above
ground improvements proposed outside of the chain-link fenced area
except the crepe myrtle landscaping.
