Re: Fairfield at Luther Street Final Plat and Street Improvements Drainage Report
L&C Job # 124-14-06
Dear Jeff:
Attached are two set of construction plans and final plat application for the above referenced project.
The proposed final plat consists of platting a one lot subdivision in accordance with the approved
preliminary plat. The final plat is identical to the preliminary plat with the exception of internal easement
locations for utilities. The public improvements associated with the final plat include the widening and
improving of Luther Street from approximately 850' southwest of Jones Butler Road, to Harvey Mitchell
Parkway, for a total distance of 2800 lineal feet. Roadway improvements will consist of widening the
pavement section to a 36' wide section, which will match the portion along the Melrose development,
with a curb and gutter along the southeastern side, and a bar ditch along the northwestern side. Utility
improvements consist of extending a 16" water line along the subject tract frontage, approximately 875
lineal feet, and constructing internal water lines to provide fire and domestic service. Wastewater
service is still being negotiated with the City, however the developer feels confident that a solution can
be found soon. We anticipate including within these plans a lift station and force main that will be public
in nature, though privately maintained, until the City, or others, has constructed the necessary
improvements to maintain the system themselves. Lift station and force main plans are forthcoming.
Drainage improvements consist of constructing a single curb inlet and storm sewer system that will
collect runoff from the street, convey that runoff through the proposed multi-family site, an discharge it
into the waterway located within the subject tract.
The subject tract, and offsite areas affecting the subject tract, are located within the White Creek
drainage basin, at the eastern corner of Luther Street and Harvey Mitchell Parkway. The proposed
improvements include a single drainage area to the proposed curb inlet, as all other drainage areas are
relatively unchanged. A review of the plans for the Melrose development indicates that runoff from the
entire development is being collected and routed to a detention pond located on the southern corner
of that development. Therefore, a significant portion of the natural drainage area to Luther Street has
been diverted into a different drainage area. Based on this, the only drainage area to Luther Street is
the outparcels located along Luther Street, and the Luther Street ROW itself.
Drainage calculations were performed for the single area using the Rational Formula. The drainage
area is approximately 5.88 acres, with 1.30 acres of impervious cover for the 1 /2 portion of the street
located along the eastern half of the street. Due the long shape, and relative flatness of the drainage
area, the time of concentration calculated to be 38 minutes. This yielded intensities of 4.27 in/hr and
5.86 in/hr for the 10 year and 100 year storms respectively, and peak discharges of 12.8 and 17.6
respectively. As well, gutter depth and inlet depth calculations were performed, indicating that the 10

year storm is below the top of curb elevation, and the 100 year storm is 0.02 feet above the top of curb
elevation. Inlet depths for both storm frequencies are well below the top of curb elevation.
Luther Street is generally along a ridge line between the main channel of White Creek, located on the
TAMU property, and a tributary to the creek, located within the subject tract. Currently, Luther Street
consists of a rural road with bar ditches along both sides of the road. Each bar ditch drains into its
respective waterway. The proposed roadway improvements and widening will occur entirely along the
eastern side of the roadway, thus the proposed edge of pavement along the western side of the road
will not encroach beyond the existing edge of pavement significantly. This will allow the existing bar
ditch to remain intact, although the ditch will be cleaned of vegetation and debris to improve flow as a
part of this project. Flow to the bar ditch will not be significantly increased due to the lack of drainage
area to the ditch.
No other drainage improvements are proposed with these roadway improvements. We thank you for
your help with the development of this tract. If you have any questions, or need any additional
information, please do not hesitate to call.
Very Truly Yours,

Please fax a copy of a rezoning application to David Wright, Fairfield Development, (817) 640-9474.
They may be amending their PDD request to lower the parking requirement. I told them that we would
need the first page of a rezoning application, a letter explaining the amendment, $250 fee and 10 copies
of the revised concept plan. These 10 copies do not need to be distributed to the various departments.
We'll just need to review it in house and the remaining copies are for the P&Z.
Thanks!

FYI. We do not have a signed contract with the developer's engineer for plans and services for the lift
station (sewer services that would serve this development).

Good Morning Gents,
Attached is an update on the Luther Lift Station Plans from Paul Johnston of Fairfield.
Joe, can you review the second paragraph and tell me how you want to proceed with drafting our
contract with River City Engineering? It seems like it may be beneficial for you to talk to Paul directly to
work out the issues that you have concerns about. Please let me know what I can do to help move this
along.
Thanks
Brett

Here is the latest. As of this afternoon the plans are at the printers and
will be sent out tonight. Apparently, River City subbed out the electrical
portion and that consultant has been the hold up. I realize that they are
two months overdue and people are wondering whats going on as have I.
have only been able to pass along what River City has told me and I
apologize for their timetable. We understand our responsibility in our
agreement and will live up to it.
Plans are being overnighted to Brett at the City, to me, and to Danny
Miller with Longaro Clarke who did our on-site plans. As for the contract,
we have agreed to pay for the plans with the City contracting with River
City for reliance on the design and construction administration. I am open
to suggestions as our contract with River City is very loose as we knew we
would not be the ones relying on the plans.
Again, sorry for the delay.

Good morning Paul,
I need to bug you for a status on the lift station plans package. I still
have not seen anything since a copy of the geotech report. Certain folks
have become nervous since the clearing on the project started.
I also have been asked to obtain a copy of your contract with River City
Engineering for the design of the project, so our legal folks can draft our
contract to pick up where it leaves off.
If there are any problems getting me this information, please give me a
call.
Thanks for your help.
