located west of Phase 12 and south of Phase 14.The property is located
adjacent to and immediately east of Welborn Road and north of Edelweiss

Applicant: Steve Arden representing Begonia Corporation.
Item Summary: The Phase 16 final plat includes 53 single family (0.22 ac. avg.)
lots and is in compliance with the Edelweiss Master Development Plan which
was approved in September 1997.

INFRASTRUCTURE AND FACILITIES
Water: Existing infrastructure is adequate for the proposed use. New infrastructure will be
extended within this subdivision to serve the residential development.
Sewer :Existing infrastructure is adequate for the proposed use .New infrastructure will be
extended within the subdivision to serve the residential development.
Streets : Residential streets to be constructed are as follows :Phase 14-- Sophia Lane will be
extended from Edelweiss Phase 15-B west to near Welborn Road. Streets running south from
Sophia Lane starting from the east are :Salzburg Court ,Von Trapp Lane and Neuburg Court.
Phase 16--Marta Street will run from Edelweiss Avenue west to near Welborn Road. Streets
running north from Marta Street starting from the east are :Von Trapp Lane and Fredrick Court.
Hannover Street will run from Von Trapp Lane west to Wellborn Road. Hannover Street has 60'
R O W and 39' pavement. All other streets have 50' R O W and 28' pavement.
Off-site Easements : N/A
Sidewalks :Sidewalks will be constructed on the south side of Sophie Lane ,the east side of Von
Trapp Lane ,the north side of Marta Street and on both sides of Hannover Street.
Drainage : A detention facility will be constructed in the northwest corner of Phase 14 to serve
both Phase 14 and Phase 16.
Floodplain :There is no floodplain located on these properties.
Oversize Request :None
Parkland Dedication :This dedication was handled in previous phases of Edelweiss Estates.
Impact Fees :None

Ms. Jimmerson pointed out that Section 14 of the Zoning Ordinance authorizes the existence of
conditional uses. The Commission may permit a conditional use subject to appropriate conditions and
safeguards, when after public notice and hearing the Commission finds that: (Staff comments are in
italics)
"The proposed use meets all the minimum standards established in the ordinance for the type of
use proposed." Staff conducted a technical review and found general compliance with
development regulations with the exception of the items listed below in the staff recommendation.
2. "That the proposed use meets the purpose and intent of the ordinance and is in harmony with the
development policies and goals and objectives as embodied in the Comprehensive Plan for
Development of the City." The request is in compliance with the Comprehensive Plan.
3. "That the proposed use will not be detrimental to the health, welfare, and safety of the
surrounding neighborhood or its occupants, nor be substantially or permanently injurious to
neighboring property." The public hearing is an opportunity for the Commission to measure the
potential impact on surrounding land uses.
The Commission may impose additional reasonable restrictions or conditions to carry out the spirit
and intent of the ordinance and to mitigate adverse effects of the proposed use. These
requirements may include, but are not limited to, increase open space, loading and parking
requirements, additional landscaping, and additional improvements such as curbing, sidewalks and
screening." Unless the public hearing brings to light any new it formation indicating potential
negative impacts, .Staff recommends approval with Staff Review Comments.
