Item: Consideration of a Final Plat for Fairfield at Luther located on the south side of
Luther Street West at FM 2818; approximately 20.2 acres. (00-71) Also known as the
Williams Addition.

Staff Recommendations: Seeing that this submittal has met the requirements for a Final
Plat, City staff recommends approval of this item

Item Summary: The subject property is located on Luther Street West at the intersection
of Luther and Harvey Mitchell Parkway South (FM 2818). The property is currently
zoned PDD -H. The 20+ -acre development will consist of 17 multi -story apartment
buildings, a leasing office and various amenities consisting of a total of 308 dwelling
units.
The developer will be upgrading Luther Street in front of the site. However, this would
leave Luther Street with an unimproved section from this development to the Melrose
Complex to the east. The developer has agreed to upgrade this "in-between" section, as
well.
Due to the topography of the area, this property does not drain to the City's gravity sewer
system. The developer has agreed to build the necessary lift -station, which will be
located across FM 2818. Wastewater from the development will gravity sewer to the lift -
station and then be pumped to a manhole to the east on FM 2818. The newly constructed
lift -station will serve not only this property, but also the entire west utility layout as
discussed in a presentation to Council entitled "West Side Utilities Feasibility Study"
dated January 27, 2000. This study looked at serving the City north of the airport along
Raymond Stotzer Parkway. Details for the construction of the lift station will be worked
out by way of a development agreement between the City and the developer.
Comprehensive Plan Considerations: The City's Thoroughfare Plan depicts Luther
Street as a major collector. However, the street has not been constructed as such at
Marion Pugh. The Fairfield developers will improve Luther to the same standard and
cross section as that which has recently been constructed.
Parkland dedication shall be as a fee in lieu of land. The fee shall be $112 per dwelling
unit and the park development fee shall be $233 per dwelling unit for a total of $345 per
dwelling unit.

Water: Water for this development will be supplied by an existing 16"
waterline along Luther Street. The developer will continue the line to FM 2818
and end the line for future use. The line will also be extended through the site to
the property to the east. An oversize request may be made for these extensions.
Sewer: As discussed previously, a lift -station will be constructed to sewer this
property. A development agreement is being processed to accommodate the
developer and the City.
Streets: As discussed previously, the developer will improve Luther Street from
the Melrose Complex to FM 2818. Onsite pavements will be for patron usage
and not public street or parking.
Off-site Easements: Right-of-way has been granted for the construction of
Luther Street.
Drainage: This site drains to an unnamed channel onsite. This channel is a
tributary of White Creek, which drains to the Brazos River south of the airport.
The developer will make some stream improvements. All stormwater drains to a
60" culvert that crosses FM 2818. According to preliminary engineering
estimates, the 100 -year rainfall event will not over -top FM 2818.
Flood Plain: There is no FEMA established floodplain on this site. According
to preliminary engineering estimates, the 100 -year flooding event will not reach
foundation elevations.
