Please provide a letter detailing all of these improvements and discuss the relationship of when these off-site improvements must be completed with relationship to construction and opening of the dormitory project (interim water line upgrades of must be completed before ~. Also discuss the need for new waterline in Church Street from South College Avenue to this project. • HDPE is not currently approved to be installed in the city's right-of--way. • Sheet C1-S shows an existing 6" sanitary sewer under the garage. What modifications are proposed to this line? • Show or note where the swimming pool is to drain. Fire Flow Analysis: • Provide an explanation of the computer models submitted and a summary of results and conclusions. • What is the bases of the fire demand (provide the calculations). • Generally need more of the input data for the water model. • It appears that the water model assumes a constant pressure reservoir near University Towers. This pressure appears to be based upon the residual pressure resulting from a flow test of approximately 1080 gpm. With only minor loops in the system beyond this point, justify the assumption of the constant residual pressure when the flow rate is tripled, and resulting losses should increase exponentially with flow. If the residual pressure at University Towers is less than the approximate 73 psi shown in the existing model, will residual pressure in Northgate be maintained above the minimum 20 psi as specified by TNRCC with the fire flows? Home of Texas A&M University Drainage Report: • Provide a capacity analysis for the north storm drain system including the inlets and conveyance to the detention pond. The open channel flow analysis submitted for the 1X3 Box to the detention pond appears to be for a channel and not for a culvert storm drain (based on the wetted perimeter not including the top). Are entrance losses accounted for in this analysis? Are backwater conditions accounted for in the design? • Provide detailed rating curve calculations for the detention pond outlet. We have the same concerns regarding the submitted calculations which appear to be for a rectangular channel, and not for a storm drain culvert. • Provide inlet calculations for the south drainage system. • How are the roofs draining? • Provide a down stream impact analysis for any increase in runoff leaving the site, if proposed. While I don't think their plan is a very wise choice as to container sizes and collection operations, it meets our minimum standards with the requirement that Tradition staff will properly place the containers out at the point of collection. It is estimated that there would be 1,000 to 2,000 trips per day in the garage, based on the number of beds. Mr. Kirkland suggested designating a small 13-space area of the parking lot near one of these entrances as "employee parking" to cut down on the traffic in the lot. He noted that he has been talking to a security company about having the employees who park in this small section of the lot have a device similar to a garage door opener to allow access in and out of an electric arm. This would ensure no unnecessary traffic in that area. Commissioner Rife stated that if the "employee only" sign is removed from that small area of the lot, it will become open to the public. Mr. Kirkland also stated that the main lot traffic would probably be close to 100% residents. He is concerned with one of his drives being aligned with Louise Street. He does not want residents to have to drive across traffic to get in to the lot. He would prefer a turn into the lot. He also said that he wants to maximize the number of cars he can have in the garage and that, if the entrance is moved, the whole design would have to be reconfigured. Commissioner Horlen expressed concern with the two intersections only being 70 feet apart. Commissioner Floyd made a motion to approve the variance. The motion died due to lack of a 2°d. Commissioner Horlen moved to deny the request. Commissioner Rife Zna the motion. Motion carried (2-1). The variance was denied. Dear Tom, This letter is to inform you that you are in apparent violation of the City of College Station's Zoning Ordinance. According to your approved site plan, the 398 space parking garage was approved for the proposed dormitory use. The Northgate Revitalization Board lowered the total number of parking spaces required for this development based on the urban character of Northgate. I spoke with your manager Toni Bruener a few months ago concerning ads in The Battallion and The Eagle advertising parking in your garage for lease. At that time, I informed her that the parking spaces in the garage were required for the dormitory. Any public parking allowed on site must be in addition to the required spaces for the dormitory. Public parking lots are permitted in Northgate; however, you must provide parking in addition to the required spaces for the dormitory. For example, if you wanted to add another deck to the parking garage, you would be able to lease that as a public parking lot. appreciate your willingness to address this issue as soon as possible. There is a 4" DCA device on the domestic water line that will need a test report as well as a .75" RPZ device that will need a test report. There also appears to be a by-pass on the water line feeding the .75" RPZ device. It was not connected at the time of my inspection. A backflow device will need to be installed on this by-pass. The other building will have a total of 4 test reports. 2 test reports for the backflow devices on the fire sprinkler system, 1 - 6" DCA and 1 - .75" DCA on a metered by-pass on the fire system. A test report for the 4" DCA on the domestic feed and a .75" RPZ device. There will also need to be a backflow device for the pool fill lines depending on how they are fed. Lance, Please have your inspectors check into the .75" RPZ devices to the right of the domestic feed lines for both buildings. The contractor appears to be installing by- passes on these lines. Backflow devices will need to be installed on the by-pass piping. The Tradition Dormitory Garage will contain 3$2 parking Spaces for residents. This analysis was conducted to determine the storage yueue lengths that can be expected due to the: garage configuration for t<vo access alternatives. The first alternative (Alternative A) assumed that proximity card readers would be used to provide access to the garage while the second alternative (Alternative B) assumed that a radio frequency reader system would be used. The Tradition Dormitory Parking Garage will provide one access point located along Boyett Street. This access point will contain one entt•attce lane and one exit lane. The entrance and exit lanes will be equipped to handle contract parkers only. T}te proposed access point will be situated to accommodate approximately one off-street queuing space for the entrvtce lane. NOTE: A vehicle stopped at the parking coutrol equipment is considered to be in tore service position and is not counted in the queue. The assumptions used for this analysis include the following items that are documented in the appendix to this memorandum. The peak hour entry flttd exit volumes are expected to be appt•oximatcly 36°,'0 of the total number of spaces itt the gFtt~aj;e_ The design queue represents the. queue length that will be exceeded approximately 10% of the time while the average yueue. represents the queue len~*th that will be exceeded approximately ~0°ro of the time.
