Explanation of Proposed Use
For
University Lutheran Chapel Building Expansion
The building expansion being proposed is to add a multipurpose room that will be used
for worship, as a fellowship hall (i.e. for church dinners, etc), and possibly for
educational purposes. The expansion plans also include the construction of a parking lot
and internal structure remodeling to accommodate ADA restrooms.
The hours of operation at the facility should not vary much from the current schedule of
activities. There is generally something happening at the chapel on a daily basis, both
day and night, with the possible exception of certain Fridays and Saturdays. On Sunday
mornings there is Bible Class and Worship. We currently worship about 50-60 people.
We are hoping with the expansion to grow that number on Sunday morning to 120 to 150
people. On Sunday evenings, there are generally fellowship gatherings of Lutheran
students, which include meetings, choir practice, games, etc. The size of these groups is
currently in the range of 30 people, which might increase to about 50 with the expansion.
During the week, we host ESL classes for international students, as well as, various other
activities, i.e. craft classes, quilting classes, Bible classes, potluck dinners. Additionally,
international student groups from Texas A&M use our facility from time to time for
group meetings or events. The classes are generally about 10 people in size, while the
organization meetings are generally about 20-30 people.
In addition to the international student offerings during the week, ~ we have activities for
Texas A&M students. These include, but are not limited to, Tues day night Advanced
Christian Studies Class (about 15 people), Wednesday night Bibl e study (about 30
people), movie nights, game nights, dance classes, etc. The atten dance at these activities
varies, but generally not more than 30-40 people. With the expan sion, Wednesday night
Bible study might grow to about 50-60.
The anticipated traffic with these things is totally dependent upon the number of people
who attend each activity. Our highest traffic usage would be on S unday morning. We
currently have about 20-30 cars that are parked for worship in ow 8 spots and on the
street.. We are building a parking lot which will accommodate 3 3 cars. This will meet
our current need for worship and will meet our long term need fo r other activities. This
estimate is based on the average we experience of about one car f or every two people.
The long term need for Sunday morning parking we feel will be met with the
construction of the College Station parking garage in Northgate w hich, to our
understanding, will offer free parking for church-goers on Sunday morning.
We do not believe the additional traffic we will produce on Sunday mornings will be an
issue, especially as compared to the traffic flow which currently e xists in the area during
the weekdays. Nor should our weekday traffic produce any probl ems with our weekday

activities. In fact, it is our opinion, that it will be hardly noticed in comparison to the
increased traffic which will be experienced in this area upon completion of the new
parking garage which will be adjacent to our property on the south and the Traditions
dormitory which is being built across the street to our west.
There are currently two full-time employees at University Luthera n and ahusband-wife
team who serve as part-time custodians of our building and grounds. There is the
possibility of adding apart-time clerical support person in the futu re.
As far as the number of children is concerned, some of the interna tional students do bring
children with them to classes and potluck dinners. There are gene rally no more than 3-5
children at the classes and possibly 10 children at the dinners.
As you can tell from the explanation, the proposed and general us e of this facility will be
in concert with the activities normally associated with the functio n of a church, with the
particulars being driven by the uniqueness encountered in a camp us ministry setting.

As per our conversation and agreement this morning, may this letter serve as
confirmation that University Lutheran Chapel, located at 315 College Main in College
Station, will be delaying the installation of landscaping around our parking lot and
adjacent areas on our property until the completion of the Second Street (including
Louise Street) Improvement Project.
As we discussed, the reason for this delay is the imminent construction to be undertaken
by the City of College Station in the areas along Louise and Second streets which are
immediately adjacent to our property that would very likely damage any landscaping and
irrigation system we would install at this time. Additionally, with the long-term changes
being planned on Second Street, it is my understanding there is going to be a delay in
setting the water meter that is to be used for our irrigation system and that meter will not
be set until the water lines in that area have been re-routed as a part of the Second Street
project.
Upon the completion of the Second Street Improvement Project, including Louise Street,
it is our intention to proceed with the installation of our landscaping and irrigation
systems as previously planned. We intend to complete these installations within 90 days
after the completion of the Second Street Improvement Project.
