Re: Masonic Library & Museum
Dear Jeff,
We have received your comments regarding the above referenced project.
They were as follows:
1. Is the retaining wall safe? After development?
2. What are the effects to the downstream entity due to volume and
velocity of stormwater? Is there an easement?
Our Response to these comments are:
1. The retaining wall is in poor condition already. Our original design
included backfilling the wall where we were going to penetrate it with
the proposed storm drain. The wall will eventually fail whether or not
it is penetrated with utilities. We are recommending to the owner that
they remove the wall on their property and slope the ground back at a
4:1 slope. There is ample room to do this and our design had already
accommodated this change. Once the wall is removed on this property
it will need to be stabilized at the northeastern property corner where it
continues across the adjoining tract. This is necessary to prevent
further collapse the wall on the adjacent tract. We are exploring
options for further wall stabilization with the adjacent property owners.
2. As far volume of runoff onto the adjacent property, there will be an
increase in total volume but as shown in our drainage report there will
not be an increase in peak runoff. The release runoff will be distributed
over a longer period of time to keep the peak post-development runoff
from exceeding the peak pre-development runoff. The velocity leaving
the site will be greater than that which occurred as sheet flow when the
property was undeveloped. However, the entire downstream system,
including that which we are constructing (pipe, headwall, concrete
flatwork) is hard surface most of which is concrete. Our concrete
flatwork will be placed from our discharge point to the existing curb
line in an effort to avoid erosion behind the existing curb. With the
entire drainage path being impervious according to the CS Drainage Ordinance this
surface can handle velocities up to 10 feet per second. Our Design meets these
requirements.
As for easement downstream, there exists on the Ponderosa Place Section 2 Subdivision
a 20' access and utility easement platted in 1982. It appears from researching older
plats that often the term "utility" easement was used for both utilities and drainage
purposed. This easement extends from our discharge point to the TxDOT right-of--way.

Dear Mr. Mitchell:
The City of College Station Development Services staff has reviewed your professional opinions
concerning the retaining wall and Stormwater discharge issues on the Masonic Library & Museum
project. Based upon your assertion that the collapse of retaining wall surrounding this property is
imminent a plan for mitigating the wall must be developed prior to issuance of a develpoment permit and
implemented prior to the issuance of a certificate of ocupancy.
Concerning the discharge of Stormwater onto the neighboring property to the east, it is our opinion that
the energy of your stormwater discharge could result in damage to the downstream property. Therefore,
we are recommending energy disipation be implemented into your Stormwater outfall structure. We feel
this is an economical solution to the situation that will reduce the possibility of damage that could occur
due to stormwater surges from the Masonic property.
