NRB Member Abbott asked Mr. O'Brien to confirm his proposed irrigation system, and Mr. O'Brien stated that it would be a drip system. Commissioner Kaiser moved to approve the item, as the applicants have met all of their requirements. Commissioner Horlen 2"d the motion. Motion passed unanimously. They propose to enlarge and cover an outside patio, move awalk-in cooler, and relocate a portable building, as well as make landscape and sign changes Staff Planner Jimmerson pointed out that the City has a bike rack requirement in the Northgate area. There are no bike racks on the La Bodega plan at this time, although Mr. Dallis stated that he wanted to share the rack at Cafe Ecceil, a restaurant across the street. Commissioner Warren asked staff how to accommodate handicapped citizens who wish to frequent this establishment. Staff Planner Jimmerson answered the City looks to the Building Code to regulate handicap space and accessibility requirements. He asked staff if the NRB could require irrigation. Staff Planner Jimmerson acknowledged that the Board could require in-ground plantings and irrigation. There are existing planter boxes on site that the Cafe Eccell staff is currently caring for. Commissioner Warren asked the applicant to consider at least a drip irrigation system to allow consistency in the Northgate area. NRB Chairman Gribou stated that the portable building, cooler and dumpster should be screened. Mr. Dallis stated that he is willing to erect a screen that will be aesthetically pleasing to the Board. Mr. O'Brien mentioned a privacy fence with gates for access. Commissioner Floyd moved to table the item until the applicants could produce drawings of the screening and bike rack locations. He also asked for more detailed landscape drawings including irrigation. Commissioner Warren 2"~ the motion. The motion passed unanimously, 6-0.
