(b) Driveway access to arterials shall not be permitted for parking or loading areas that require backing maneuvers in a public street right -of -way. Driveway access to collector streets for commercial or multifamily developments shall not be permitted for parking or loading areas that require backing maneuvers in a public street right -of -way. (c) One curb cut shall be allowed for access to single family and duplex resi- dential tracts. More than one curb cut may be allowed upon approval by the City Engineer or his designee. (d) For comer tracts, access to residential tracts shall be taken from the lesser street. Access notes on plats shall supersede this requirement. The deter- mination as to the lesser (or greater) street shall be based on AASHTO criteria for functional street classification. (e) No cuts through a left turn reservoir of a median shall be permitted in order to provide for left turn movements to driveway approaches. (t) Driveways in right turn lane transition areas shall not be permitted. (g) When a commercial or multifamily development abuts more than one public street, access to each abutting street may be allowed only if the following criteria are met: (i) It is demonstrated that such access is required to adequately serve driveway volumes and will not be detrimental or unsafe to traffic operations on public streets. The City Engineer or his designee may require the submittal of a traffic study which demonstrates that such access is required. (ii) The minimum requirements for comer clearance for commercial or multifamily driveways are met. (3) Spacing of Driveway Access (a) Application of the driveway access location and design policy requires identification of the functional classification of the street on which access is requested and then applying the appropriate spacing requirements. The City of College Station Streets are classified as follows: 0) Major Arterial; (ii) Minor Arterial; (iii) Collector, and, r (iv) t_oc%: Street. (b) Major arterial, minor arterial, and collector streets in the City of College Station are indicated on the Thoroughfare and Transportation Improvement Plan. Nevada is classified as a residential street and Southwest Parkway s- is classified as a minor arterial. 2, The applicant, Cully Lipsey with Hoelscher Lipsey & Elmore Attorneys at Law representing University Place Housing, L.L.C., is requesting a temporary construction entrance into the existing parking lot at the rear of the property off Nevada Street. The 3 applicants attached letter of request states that the purpose of the temporary driveway is to insure the safety of the residents of the four buildings erected on the front of the property. Approximately 175 residents live in the existing buildings; and they believe that the safety of those residents and the density of their occupancy justify the temporary construction entrance. City staff, at the same time, is equally concerned for the safety of `f the residents who live in the adjacent neighborhood. V 11. Staff does not support the rear construction entrance off Nevada Street because it is a residential street and the construction traffic will traverse through this residential neighborhood. Nevada and the other residential streets in the immediate area were built g, prior to the City's present street construction standards. The City Engineer has determined, due to past experiences, that the residential street(s) cannot withstand the heavy loading of daily construction traffic. If the variance is granted, it may result in io, deterioration of the roadway requiring the city to reconstruct the subgrade and/or resurfacing. Meanwhile, Southwest Parkway is a minor arterial and is built to withstand 5, the loading of the construction vehicles. The primary purpose for bring this case to the PRC is to determine if the City should allow the temporary construction entrance off Nevada Street during the University Place Condominiums Phase II construction project. As you know, four condominium buildings have been erected on the site. My client is about to begin construction on an additional five condominium buildings to the rear of the property. Access to the construction site needs to be determined. We request a temporary construction entrance into the existing parking lot at the rear of the property off Nevada Street for the purpose of insuring the safety of the residents of the four buildings erected on the front of the property. Approximately 175 residents live in the existing buildings. We believe that the safety of those residents, and - the density of their occupancy, justifies our request of the temporary construction entrance. Of course, we will agree to close the entrance and rebuild the fence when construction is complete.
