The proposed spacing is 105 ft., more or less. The location of the proposed accesses were chosen to be at the existing curb cuts to the site. The following reasons also favor a variance rather than staying with the standard in this particular case: • There are no residential accesses directly opposite the Church parking lot, • The Church has bcen using the current accesses without any known complaints from their neighbors, • The southern access aligns itself reasonably with Columbus Street (directly opposite), and • Using the southern access as the first, the second access does not reasonably align itself with Pearce Street (not directly opposite). Drainage Report for College Hills Missionary Baptist Church 1.076 Acres in the Richard Carter League, Abstract No. 8 College Station, Texas prepared by KW Brown & Associates, Inc. Introduction A hydrologic analysis was performed on two tracts of land (0.4995 acre and 0.5765 acre respectively) located in the Richard Carter League, Abstract No. 8, College Station, Texas, consisting of a total of 1.076 acre of land. The objective of this report is to document the drainage impacts prior to and subsequent to the development of the property. This drainage report has been prepared in accordance with current City drainage design standards. A drainage map accompanying this report illustrates the configuration and topography of the site. The lot to the south (the larger tract) is currently the site of College Hills Missionary Baptist Church. The owner is proposing to develop a parking lot both tracts of land. After the parking lot is built, there will be either pavement or structures covering most of the land. The site sits in an older area of the community known as College Hills. The north tract is currently undeveloped land with native grass cover and no trees. The land slopes generally toward the southeast at 1.8 percent. The south tract is contains the church building which, when combined with the sidewalks, covers approximately 22 percent of the tract. The subject tract does not lie within a designated 100 year flood plain according to FEMA maps. Methodology The rational method was used to compute the 5, 10, 25, 50, and 100 year storm events in accordance with City drainage design standards. The rational formula is expressed as: Q =CTA (1) where Q = peak discharge in cubic feet per second (cfs) C = runoff coefficient I = rainfall intensity in inches per hour A = land area in acres that contributes stormwater runoff that passes through or at a designated design point. Table 1 presents a summary of storm runoff calculations for each area within the subject tract. Under predevelopment conditions the 100 year peak runoff rate is 4.70 cfs. With the construction of the parking lot, postdevelopment peak runoff rate will be 12.32 cfs. Refer to Table 2. Development Plan Both tracts will be re-graded somewhat in order to allow a portion of the north tract to drain onto the south tract. Outlets for stormwater will occur at the driveways as shown on the attached figure. Summary The following table summarizes the results of this analysis.
