The proposed site is behind the Grace Bible Church Annex building. Please be advised that this tower will be a stealth tower. The tower will resemble a light standard. Once Sprint has decided on the exact tower vendor, I will remit a picture of the stealth structure, along with any pertinent specifications for the structure. We have been advised that the zoning district for this property is R6. With the drawings, I include the Site Plan Review Application, along with any required fees. I also include a listing and a map of all Sprint-owned towers within Brazos County. There is a single collocation alternative to this site. That structure is the City of College Station Water Tower on Texas Avenue and Holleman. We were informed by the City that locating on this tower was not feasible because of interference with their equipment, as well as a possible removal of the structure in the future. To this end, I have included a letter from the City showing this information. I hope this addresses any issues the City may have with this proposed tower. ADDITIONAL SERVICES Assessment was performed in connection with this Phase I ESA to address environmental issues beyond the scope of ASTM E 1527-97. For each additional service, a summary of the scope of work, methodology, and results is provided below. 7.1 NEPA COMPLIANCE ISSUES The National Environmental Policy Act of 1969 (NEPA) requires federal agencies and their licensees to comply with certain environmental regulations. The Federal Communications Commission (FCC) has outlined these compliance requirements for facilities under their governance in the Code of Federal Regulations, 47 CFR §1.1307(a)(1)-(7). These issues, discussed below, correspond to the ten-point FCC Environmental Compliance Checklist and are site-specific findings for SprintCom Site HOU 299 A - Grace Bible Church-College Station. (1) The subject property is not within the boundaries of an officially designated wilderness area. (2) The subject property is not within the boundaries of an officially designated wildlife preserve. (3) No threatened or endangered species or designated critical habitats were identified in connection with the subject property. (4) The communications facility on the subject property will not jeopardize the continued existence of proposed endangered or threatened species or will likely result in the destruction or adverse modification of proposed critical habitats. (5) The subject property is not a site, building, structure or object, or within a district significant in American history, architecture, archaeology, engineering, or culture which is listed or eligible for listing in the National Register of Historic Places. (6) The subject property is not a known Indian religious site. (7) The subject property is not located within the boundaries of a 100-year floodplain. (8) The SprintCom equipment will not significantly change the surface features of the subject property. (9) The subject property is located near a residential area but will not require installation of high-intensity white lights. A review of data maintained by the Federal Emergency Management Agency, US Fish and Wildlife Service, Texas Historical Commission, and National Parks Service indicates that the proposed communications facility will not require the preparation of an Environmental Assessment or further FCC environmental processing. Copies of letters indicating "no significant impact" issued by the Texas Historical Commission, the U.S. Fish and Wildlife Service, and the Texas Parks and Wildlife Department will be issued to the Client upon receipt. The shock levels received by each unit depend on their mountings, packaging configurations, and shipping weight. Airborne contamination The maximum operable airborne contamination specified for the 1900 MHz Outdoor BTS is 50 micro-grams per cubic meter. Electrical specifications This section contains the following electrical specifications: • BTS power requirements • Grounding and bonding • Electromagnetic and electrical safety • ESD requirements • Other power related requirements BTS power requirements The BTS equipment is designed to meet the nominal performance specifications when supplied input voltages are between +20 and +30 VDC. The grounding requirements for the BTS system are divided into external and internal sections. The demarcation point is at the main grounding plate inside the interface module on the side of the main cabinet. • The grounding system shall comply with the following standards: • Nortel's corporate standard CS4122 "Grounding of Communication Systems" • CEC Section 10, Grounding and Bonding • Applicable local electrical and safety codes Internal The BTS main grounding plate shall have the capacity to terminate numerous solid or stranded 6 AWG copper wires associated with internal metallic cables and external cable shields and ground wires. The ground plate provides electrical continuity between all bonds and ground wires with a current carrying capacity equal to or exceeding that of a 6 AWG copper wire. CDMA 1900 MHz Outdoor BTS Maintenance and Troubleshooting Guide NBSS7.0 10-6 Specifications The DC power system battery return is referenced to ground via a No. 2 AWG sire from the main battery return bus bar at the power system shelves to a main grounding plate. All metallic rack rails shall have ground straps connecting them directly to the enclosure. The ground straps are flexible copper braid or other means equivalent to a 6 AWG copper wire minimum. The cabinet frame shall be bonded to the ground plate by a No. 6 AWG copper wire. The doors of the enclosure are grounded by bonding each door to the main cabinet using a flexible copper braid or other means equivalent to a 6 AWG copper wire minimum. External The main ground plate shall be bonded to the cell-site network using No. 2 AWG solid tinned topper conductor and a 2-hold lug connection. The resistance to earth shall be 25 ohms or less. The AC power grounding for each installation shall meet the requirements of all applicable and national codes on lighting protection such as ANSI/NFPA 78 or CAN/CSA-B72-M87. Other industry recognized standards also apply, such as ANSI/T1Y1.4/90-068. The shield of all external coaxial connections including GPS antenna cables and T 1 backhaul cables shall be bonded to the main ground plate. The shield of each coaxial cable connected to the RFM shall be bonded to the RFM chassis. Additionally, the RFM chassis shall be bonded to the external ground system using No. 2 AWG solid tinned copper conductor. Provision shall be made on the RFM cable bulkhead for termination of a No. 2 AWG, 2- hole lug connector. Electromagnetic and electrical safety Refer to Bellcore technical reference TR-NWT-001090 for electromagnetic and electrical safety. The BTS in its normal operating state, shall function correctly and meet the following GR-1089-CORE, Section 3.3.1 and TAD 8465 RF immunity requirements for the following frequency bands: • 10 KHz-1 GHz when the interfering RF is an 80% AM 1 KHz tone. Requirement and objective are 5 and 10 V/m of E-field strength, respectively. • 1 GHz-10 GHz when the interfering RF pulse modulated (with 1 us pulse- width and 1 KHz repetition). The requirement and objective are 5 and 10 Win of E-field strength, respectively. 411-2133-500 Standard 04.04 September 1998 Specifications 10-7 • The BTS shall function correctly and meet the TAD 8465 narrowband immunity to radiated H-field. • 60 Hz-100 Khz, when the interfering RF is an H-field. Requirements are 141.1 dBuA/m at 60 Hz, 141.1 to 95.1 dBuA/m from 60 Hz to 12 KHz and 95.1 dBuA/m from 12 KHz to 100 KHz, unmodulated below 10 KHz and modulated with 80% 1 KHz tone above 10 KHz. The radiated immunity requirements and objectives do not apply to the tuned receive RF frequency. In addition, the requirements and objectives apply to the doors closed configuration and do not apply to the doors open configuration. The BTS shall be immune to conducted RF interference on AC and DC power intersystem 1/0 signal leads when the interfering RF is an 80% AM 1 KHz tone in the following frequency bands: • 10 KHz-30 MHz for GR-1089-CORE • 10 KHz-100 MHz for TAD 8465 Under all operating conditions, the fully equipped BTS shall not produce an audio sound level above 65 dBA. The BTS meets customer expectations for flammability as defined in Bellcore TR-NWT-000063, issue 4, section 4.3, which includes: • UL94.V-1 with all printed circuit boards having a minimum of 94.V-0 rating • ASTM D2863-77, oxygen index of 28% • UL94. VW-1 for cables ESD requirements All BTS racks have provisions for attaching an ESD grounding strap. The BTS shall be immune to direct, indirect and conducted electrostatic discharges which it may experience during its operation and handling. The BTS shall withstand ESD up to 15 KV air discharge or 8 KV direct discharge with no dropped calls, latchup, reset or need for operator interaction. ESD up to 20 KV air discharge should not result in any hardware damage during operation or handling. The BTS is also immune to Electrically Fast Transients (EFT) on all power and inter-system signal cables. Battery backup The DC power supply shall have a battery backup to provide power in the event of an AC power outage. The requirements for the storage batteries are as follows: • Minimum backup storage time: no less than 30 minutes • Maximum storage time: up to four hours • Battery type: 100 amp hour, 12 volt, sealed, lead acid, absolute, four in series • Discharge voltage: 1.75 volts per cell at end of discharge • Charge voltage: 2.27 volts per cell constant float, temperature compensated • Recharge time: 24 hours maximum after full discharge • Battery life: depends upon the operating temperature and charge/ discharge cycling For more than two battery strings, the expansion cabinet is required. The calculated backup times will be reduced for ambient temperatures below 15 degrees centigrade for old batteries or batteries which are not fully charged. If the actual system loads are less than the maximum values, the backup time will increase. BTS grade objectives are summarized in the following table: Grade of service Objective Frame error rate 1% Probability of call blocking 2% Probability of call dropping <0.2% Processor capacity The BTS processor capacity is estimated as 24 simultaneous calls per sector per frequency. Delay Forward delay The forward delay through the BTS shall be less than 5 ms. The forward end- to-end delay is measured for traffic channel frames from the arrival time of the last bit of the received packet from the BSC at the BIU network interface port to the departure time of the first symbol of the frame from the output of the RFM. Reverse delay The reverse delay through the BTS shall be less than 22 ms. The reverse end- to-end delay is measured for traffic channel frames from the time the last symbol of a receive frame reaches the antenna port of the RFM to the time the last bit of the frame leaves the BIU network interface port. This measurement is taken with the shortest possible RF round trip propagation delay. BTS group delay The forward and reverse link group delays appear in Table 10-11. The forward group delay is measured from the zero-to-one transition (after 15 consecutive zeros) of the pilot channel at the input of the baseband D/A converter to the same transition point at the antenna. The reverse group delay is measured from the antenna to the input of the baseband A/D converter. Reliability Mean time to repair The Mean Time to Repair (MTTR) is specified as 4 hours. Outage The outage objective for the BTS should be no more than 3 minutes per year. Table 10-11 Group delay specifications Function Maximum Comments Forward group delay 7 ms Includes analog and FIF delays Total round trip delay The BTS supports up to 350 ms of RF round-trip propagation delay between the RFU front ends (transmitting and receiving) and the mobile station. Maximum transmit power The BTS has a transmit output power of 3.9 watts (Pilot only) at the RFFE (average maximum into a 2.0:1 VSWR). Maximum radius The BTS supports a maximum cell radius of 30 miles, based on round-trip delay. Capacity When fully configured, a 3-sector BTS supports up to 63 traffic channels per CDMA channel simultaneously. However, there are several factors which limit this capacity. BTS end-to-end delay The BTS forward and reverse link end-to-end delays are shown in Table 10-12 and Table 10-13, respectively. The forward link end-to-end delay is measured for traffic channel frames from the arrival of the last bit in a frame packet (from the BSC at the BIU network interface port), to the time the first symbol of the frame is transmitted at the output of the RFUs TxFE. The reverse link delay is measured for traffic frames from the time the last symbol of a receive frame reaches the antenna port of the RFU RxFE, to the time the last bit of the frame leaves the BIU network interface port. Equipment connected to power sources other than a direct connection to a public utility meets the safety requirements of Bellcore TR- NWT-001089. FCC type acceptance All equipment meets the requirements of both the FCC part 15 and the International Special Committee on Radio Interference (CISPR) 22. The limits specified in Bellcore TR-NWT-001089 are also met. For transmitter requirements, the FCC part 15 is met and the receiver meets the FCC part 2 and the 22K 22.930. Exportability All BTS equipment is exportable under the U.S. Export Administration Regulations published by the U.S. Department of Commerce. Serialization Each unit of BTS equipment is identified by its serial number. Nortel maintains traceability of all serialized units.
