If sign is planned for project, site plan should include sign elevation and details. If sign details are not
included on plans submitted with this application, any future sign may have to be considered as a separate
conditional use permit and all of the above requirements must be repeated.

State how the following issues will be addressed:
1. Parking. Developer will meet with city staff when preparations for site plan
are being made.
2 Screening of offensive areas (trash, loading areas, transformers, utility connections, detention ponds, etc.).
These items will be minimal with this project and mote likely be handled in the
design process

3. Traffic impacts.
Primary consideration will be given to ingress and egress to and from the facility
Once a preliminary site plan is designed, the developer will meet with the city
staff to gain any suggestions in this matter. Preliminary plans are for a 5 -6 wash
bay facility including vacums. Plans for a one-bay automatic wash if the design can
meet site plan requirements.
4. Protection of neighborhoods.
The location of this project willbenifit the immediate neighborhood. The number of
multi-family projects (most of which do not allow on site car washing) in the area
indicate the need for this project. The modernized equipment is designed to minimize
noise levels (less than 65 decibals @ 25 feet). Lighting can be directed and shielded
to eliminate distractions to adjacent properties.

Dear Members of the Commission:
Included with this letter is a completed Conditional Use Permit application for the below referenced
property. The accompanying application is for proposed use approval at this time. Upon approval of the
proposed use, the developer will proceed to the site plan approval process.
The subject site contains approximately 30,187 square feet and is located along the north line of Dominik
Drive between George Bush East (formerly Kyle St.) and Puryear Drive. The site is currently zoned C-N
(Commercial - Neighborhood) which allows for a variety of uses to be determined by the Planning and
Zoning Commission.
The applicant / developer plans to improve the site with a self-serve car wash facility. In a pre-
development meeting on April 23, 1999, the developer and myself met with several members of the city
staff to discuss the site plan requirements and the planned George Bush East widening project. The
staff members suggested two items to address regarding the proposed use approval. These items are
noted in the application. We believe the proposed use can be designed in a way which will compliment
and enhance the neighborhood commercial uses, while also conforming to city requirements. It is our
opinion that the proposed use is a viable and feasible use for the site.
