These comments have been addressed on the revised plan that is included with the Commissioners' packets. Site Plan o: \group\deve_serlsffipt\99- 700oLdoc STAFF REPORT Item: Public hearing and consideration of a Conditional Use Permit to permit an addition to the Saint Thomas Episcopal Church site. (99 -700) Applicant: David Woodcock for St. Thomas Episcopal Church Item Summary: The request is for approval of the and associated site plan. The proposal changes somewhat the additions to the site that were approved in 1992 by the Commission. The previously approved changes included a new sanctuary to seat 238 people, a 1200 square foot addition to the south end of the existing parish hall, a bell tower, a new 1800 square foot classroom building with a future 5400 square foot expansion to its south and west, required detention facilities, and paving as required of the existing gravel parking lot. The sanctuary, 1800 square foot classroom building, detention pond, and gravel parking lot were constructed shortly after approval. The revised plans for the remaining facilities include replacement of the existing parish hall for with a larger, two story hall to total 12,360 square feet. A future office addition will replace the existing learning center. The plans to add 5400 square feet of classroom building have been replaced with a proposal to add a second 1800 square foot classroom building. Item Background: A similar use and site plan were approved in 1992 by the Commission on the subject tract. Staff Recommendations: Section 14 of the Zoning Ordinance authorizes the existence of conditional uses. The Commission may permit a conditional use subject to appropriate conditions and safeguards, when after public notice and hearing the Commission finds that: (Staff comments are in italics) 1. "The proposed use meets all the minimum standards established in the ordinance for the type of use proposed." The proposed site plan meets all of the minimum ordinance requirements. 2. "That the proposed use meets the purpose and intent of the ordinance and is in harmony with the development policies and goals and objectives as embodied in the Comprehensive Plan for Development of the City." This use is not in conflict with the Land Use Plan. 3. "That the proposed use will not be detrimental to the health, welfare, and safety of the surrounding neighborhood or its occupants, nor be substantially or permanently injurious to neighboring property." The public hearing is an opportunity for the Commission to measure the potential impact on surrounding land uses. "The Commission may impose additional reasonable restrictions or conditions to carry out the spirit and intent of the ordinance and to mitigate adverse effects of the proposed use. These requirements may include, but are not limited to, increased open space, loading and parking requirements, additional landscaping, and additional improvements such as curbing, sidewalks and screening."
