Dear Mr. Woodcock:
I am in receipt of your letter dated Dec, 15, 1999, requesting an extension of the
conditional use permit granted to Saint Thomas Episcopal *Church on Jan. 21, 1999.
Your extension is granted through June 20, 2000. I understand from your letter that there
will be an interim period where there will be no construction activity during the spring of
2001. As long as the construction activity for the project starts during this next six -month
extension period, there is no problem with the schedule you have indicated.
I have also spoken with Lance Simms, the Building Official regarding this schedule.
Technically the Building Code calls for a permit to expire if work is not done for a six -
month period. However, under the circumstances, Mr. Simms has no problem with your
schedule either. I will forward a copy of your letter to him for the permit file.
If you have any questions or need any assistance during this project please do hesitate
to call.

Dear Ms. Kee:
RE: Conditional Use Permit (99 -700) January 21, 1999
At the Planning and Zoning Board meeting on 21 January 1999, Saint Thomas Episcopal
Church received approval for an addition to the church buildings at 906 George Bush
Drive.
The conditions included proper provision for rainwater collection, particularly along the
east boundary (adjacent to the Vessali property), limitation of the ridge height to 35 feet
above the generally existing grade, and proper maintenance of fences along the church
property.
Architect Chartier Newton, FAIA, of Austin, is completing designs that follow the
approved Site Plan, and met with City Building Officials on 8 December 1999 to finalize
code issues prior to submitting the drawings for issuance of a Building Permit.
A negotiated contract and preliminary bids will be developed in early spring 2000.
Since the first part of the building program will be adjacent to the day- school facility on
the Saint Thomas site, it is the intention of Parish to delay the start of construction until
the end of the school year, on or about 22 May 2000.
This letter is a formal Request for a Six -Month Extension of the Conditional Use
Permit issued on 21 January 1999.
As Chair of the Building Implementation Committee, I will be pleased to respond to any
questions you may have. Otherwise, we will anticipate that the extension will be granted
automatically, and that the new expiry date will be 20 June 2000. I assume that we will
receive written notification of the Extension of CUP 99 -700.
You will be aware that the Site Plan approved under CUP 99 -700 includes a Classroom
Building and a Parish Hall.
Once the next Classroom is complete, estimated for December 2000, we will move the
classes from older buildings and demolish them and the old parish hall facility to make
way for the new Parish Hall. We are again faced with the need to delay this work until
the day school completes its 2000 -2001 academic year.
We anticipate that work will start on demolition on or about 22 May 2001.
It is our understanding that a CUP covers work that is begun within twelve months, plus a
six -month extension based on a written request, and that the project is intended to be
completed in a continuous work program.
Please can you advise what steps we might take to accommodate the City's normal
expectations, without placing the young people who use the church facilities in danger.
A start date of 22 May 2001 will allow for all demolition and heavy construction to be
finished during the summer months, leaving only the finishing trades for Fall 2001.
Thank you for your consideration of this matter. I look forward to hearing from you on
the six -month extension in near future.

I, the undersigned, Parviz Vessali, owner and resident of the property located at 110 Pershing
Avenue, am very concerned about the planned expansion of the St Thomas Episcopal church.
I also own the vacant lot (IA) at the corner of Pershing Avenue and George Bush drive, plus
the rental properties next door known as 104/106 Pershing Avenue.
Within the past six years the church has already undergone considerable expansion. Big
buildings, and large ugly parking lot, has resulted in us enduring increased traffic in a
neighborhood considered residential.
In six years, what used to be a quaint neighborhood church surrounded by nice greenery is
now nothing but big brick buildings with a large concrete parking lot in the middle. I am
very concerned about drainage (there are already problems). We used to have only one
transformer on the electric pole in the backyard, now that pole has three large transformers.
I am concerned that more construction will compound the problem. I am very concerned
about the school enrollment of over 130 (one hundred thirty) which plans to expand yet further.
For the above reasons, and the adverse effect that the expansions will have on the value of
my property, I would like to go on record as being opposed to the above proposed expansion.
We have begun a series of meetings with the city of College Station Planning and Zoning
Staff to explore the possibility of creating an Historic Residential Overlay Zone. And yet on
the other hand, a non residential facility invades the neighborhood and is allowed to grow.
Is it because they are a church under the non profit organization umbrella that they have the
right to expand their business? For a school is a business. When can we say to the church
that enough is enough; that now you are going too far; that you are affecting the sheer fabric
of a residential neighborhood and you need to look elsewhere for your growth needs?
Saint Michael's Academy has an established campus, is ten minutes away and is also an
Episcopal School and is more than equipped to handle new students.

apprehensive about the planned expansion of the Parish Hall of the

In reply to your notice of January 8, 1999, I would like to go on
record as opposed to this expansion for the following reasons:
1. This two -story expansion would bring in more people which

drainage was supposed to be fixed behind my home. Nothing has
ever been done to fix this problem and with more building this
problem will only become worse.
3. This is the only "Historical Area" in College Station and

If this proposal passes despite our strong objections, there are
several things that must be done.
1. Build a masonry wall around the Parish buildings to muffle
the loud noises in the neighborhood.
2. The drainage problems must be corrected. Currently the
water runs under the current fence and goes under my home
causing damage to the foundation. The water has also eroded
the sand under my patio bricks making it unusable. I cannot
even use the entrance into the house from the patio.

I, the undersigned Ohannes Eknoyan owner and resident of the property at 202 Suffolk
Avenue in College Station, am very much concerned about the planned expansion of the
Parish Hall at St. Thomas Episcopal Church for the following reasons:
1. Rise in noise level as attendance and activities increase.
2. Spread of activities to late hours, and sporadic weekends noisy functions.
3. Rain water drainage problems.
4. Parking and traffic congestion.
If the Planning and Zoning Commission decides to issue a permit for the proposed
expansion, I urge that the members of the commission give serious consideration to these
factors and grant a permit on the condition that these issues are dealt with properly. For
example:
• A noise barrier wall be constructed around the Church property adjacent to
residential areas.
• No late hours functions and activities.
• Proper sloping of the grounds for rain water drainage, and the addition of plants and
shrubs at an elevated level from the main ground along the peripheries that separates
the Church property from residential areas.
• Enforce strict parking regulations.

which were discussed at the meeting with other staff members at your offices on Tuesday, November 17,
1998. For the reviewers' convenience, I have marked on the application checklist the items, which are

Since there are only a few trees which must be removed, the tree point computation shows the number of
points previously approved and installed, the number removed, and the number of new trees for all of the
