SUBJECT: Cherry Street Townhomes - proposal for the addition of some
townhomes to be located in Northgate at 306 Cherry Street. (Case file
#99 -504)
An NRB Review Subcommittee meeting was held on April 21, 1999, to review the
above - mentioned item. The subcommittee reviewed the site plans and drawings
provided by Mr. Szabuniewicz.
The subcommittee inquired about the bike racks located at the front of the townhomes.
They stated that it appeared that they would interfere with the front doors. Karen
Irwin stated that they would switch the doors and windows so that the racks wold not
interfere with the doors.
Leslie Randolf inquired about storm water runoff onto neighbors' property. Sabine
McCully stated that staff would address that concern when the building construction
documents were submitted. Ms. Randolf also asked about Mr. Szabuniewicz building
to the property line. Ms. McCully stated that he could build to the property line and
that staff would address the issue, limiting openings and requiring sufficient firewalls.
Ms. Irwin stated that they currently have windows above the kitchen sink that may
have to be removed if openings are limited because of building up to the property line.
Commissioner Rife voiced his concern about the handicap space that was designated
on the plan. He stated that parking would be a problem in the area, and putting in a
handicap space limits who can park there. Mr. Szabuniewicz stated that he would like
to change the handicap parking space to a regular one, if the handicap space is not
required.
Commissioner Mooney agreed with Commissioner Rife, stating that by not creating
sufficient on -site parking, safety hazards could arise.
Cheryl Ariz inquired about making the driveway access smaller, allowing more green
space near the street.
Mr. Szabuniewiez stated that the air conditioning units would be located at the rear of
the buildings.
Ms. McCully informed Mr. Szabuniewicz that he would have to set a fire hydrant if
one was not located within 300' of the townhomes.
Cheryl Ariz motioned to accept the plan as submitted. There was no second to the
motion. The motion died.
Karl Mooney motioned to accept the plan with the following conditions:
f Add shrubbery in front of the buildings;
,X Change the handicap parking space to a compact car parking space;
�Y Add an additional compact car
p parking space at the end of the parking row
towards the street (making 6 total parking spaces);
Move trashcans to the 12' line.
The motion was seconded by Commissioner Rife. Cheryl Ariz motioned to amend the
motion by adding the following:
Narrow the driveway access to 12 '1- increasing the green space.
The amendment was seconded by Commissioner Rife and passed 5 -0. The motion
passed 5 -0.

Cherry Street Townhomes

Staff Concerns:
P /A _ Are the live oaks proposed on top of the berm? Staff is concerned that the live oaks
should be placed either in front of or behind the berm and not on top of it.
V / _ Staff is concerned with the location of the handicap parking space and the narrow
circulation aisle. (The Zoning Ordinance requires a 23' circulation aisle.) With the
location of the dumpster area and the narrow circulation aisle, the vehicle in the handicap
parking space will have difficulty getting out of the site. If the parking space remains, a
wheel stop must be installed so that the car does not overhang into the 4' sidewalk and
bike rack area.
Ordinance Requirements:
X _ How many bikes will each rack hold? (The NG -3 zoning district requires one bike space
per dwelling unit.) Will the placement of the bike racks interfere with the doorways of
units A & C?
Show the three residential sanitation containers and the proposed screening. Staff is
concerned that the three containers will not fit in the space provided.
J/A _ Show the grading of the 3' berm along Cherry Street. Assure that it has maximum 3:1
side slopes and a 2' wide flat top so that the berm is maintainable.
Is there enough parking for this development? There was no parking impact study
provided as per the Zoning Ordinance. (Also, this development is removing parking
currently used for lot 3. Will lot 3 continue to u se this lot too? Move to on street
parking? Or build their own parking lot ?) Cherry Street upgrades are currently being
designed which will add curb and gutter which will reduce the area for parking on the
street.
✓ _ Where is the closest fire hydrant? Will the proposed building be sprinkled?
X _ Where is the sanitary sewer for this site? Show the connection to the building.
X _ Provide a drainage report and proposed grading plan.
✓ _ Show the opposite and adjacent driveways and streets along Cherry.
