RE: Site plan for the Midtown Apartments to be located on Holleman Drive.
Staff reviewed the above mentioned site plan as requested. Attached is a copy of the site plan
submitted with staff review comments that need to be addressed prior to further review of the
project. Please address all of the items listed on the attached drawing and submit the following
for additional review:
— 3 complete sets of building construction documents for the proposed
apartments with the revised site and landscaping plans attached;
— drainage report addressing the existing and proposed conditions;
— Development Permit application and $100 application fee;
_ public infrastructure inspection fee of $300; and,
— the attached redlined site plan with staff comments.
As you are aware, there is limited sanitary sewer capacity in this area. Currently there is not
sufficient sewer capacity for your proposed development. A development agreement between
yourself and the City will be required to address the off -site sanitary sewer improvements that will
be necessary to serve this property. The final plat cannot be filed for record and a building permit
cannot be issued until this agreement is approved by the City Council and executed.
If there are comments that you are not addressing with the revised site plan, please attach a letter
explaining the details. If you have any questions or need additional information, please call me at

C. O. Checklist:
In addition to the C.O. Inspection Checklist, the following items must be completed before C.O.:
_ Letter of credit/bond in the amount of $39,750 for the landscaping in Phase I.
(Frank Varisco with Compass Bank provided a letter that stated their construction
line of credit will cover this amount in landscaping. I called Frank back on 8/16 to
let him know that we will need a letter of credit or bond and cannot accept the
letter. He said that it will take a few days; but, he will get it to us asap.)
Final plat filed for record.
Go through planning case files to determine other items that may be required as part
of the C.O.
Check with the following staff members prior to issuance of a C.O.:
— X — Tony Michalsky, Electrical (Legal has the temporary blanket easement.)
Jerry Jones, Engineering (777 -4594 mobile) (Last time I spoke with Jerry, he still
had some minor grading around the new manholes, fire hydrants and along the
existing sidewalk in the Holleman ROW.)
— X — Lisa Hughes/Jan Schwartz, Legal (Ok per Lisa re: temp. blanket easement.)
Jim Smith, Sanitation
Raymond Olson, Fire Department (The contractor has been cited for allowing
students to move furniture in without a C.O.)

C.O.'s have been requested for 1602 and 1612. (Students are currently in hotels awaiting C.O.'s
for these two buildings.) 1600 & 1604 should be finished late this week or early next week.
INSPECTION CHECKLIST
FOR CERTIFICATE OF OCCUPANCY
MULTI- FAMILYAND COMMERCIAL PROJECTS
PLANNING & DEVELOPMENT ENGINEERING ITEMS (EXTERIOR)
• All pavement must be in - especially around perimeter.
All curbing must be installed, including edges of future phases.
�(• All parking spaces must be striped, including handicap spaces.
` • Spot check dimensions of spaces and circulation aisles. (9'x 18' with 2' overhang or 9'x 20'
without overhang; 2 -way circulation aisles must be 23' wide; 1 -way can be 20' wide.)
• All islands must be curbed, raised, and either planted or bricked (decorative pavers, stamped colored
concrete o.k.) and located as shown on approved plans.
�(• The dumpster screening must be installed as shown on approved plans.
The landscaping must be installed and appear to be similar to approved plan.
• The site must be clean and free of construction debris, equipment, job shacks, sand, dirt,
etc.
The development, construction and finance signs must be removed.
y • The adjacent lots disturbed during construction must be returned to original condition
(graded, seeded or sodded, debris removed). i u 075
Handicap ramps must be installed.
• Handicap signs must be installed.
• Fire lanes must be painted in locations shown on approved plan. i�G� ��✓� pcve �
• Detention with groundcover must be installed and located as shown on approved plan. Look to see if
water can get into and out of the pond per the approved plans.
• If grass is the ground cover to be used for general landscape and detention requirements,
� the sod must be installed or there must be evidence that the area has been seeded or
hydromulched.
