Project: Satchels Addition - Site Plan
This is submittal will be a considered an attachment to the site plan
approved in Dec. 1998, Case File #98-414.
We will need to see additional drainage/grading information. IN
Have we received the irrigation plan yet?

Are the utility demands shown on this submittal just the additional demands
of the new expansion? The original site plan shows two water meters, one
for irrigation and one for the building. What will the overall demand be for
each meter?
,/5. There is a 15-foot rear setback requirement in NG-1. The rear of the
property was set at the time of the original site plan as the southwest
property line, perpendicular to Church St. The new kitchen addition
encroaches the 15-foot setback. Either the kitchen addition needs to be
reconfigured or a variance will need to be granted by ZBA. Please be aware
that in the past ZBA has granted variances to protect trees. It will be noted in
the staff report to ZBA that granting a variance to this setback will endanger
the elm tree that is located in the back corner of the property.

SUBJECT: Satchels Restaurant - a request for the addition of a kitchen and storage shed at an
existing restaurant located at 303 Boyett. (99-458)
Mr. Grauke stated that there are some staff comments that have not been addressed with the initial
construction: landscaping, fence, bicycle rack, and the landscaping at the parking lot across the street.
He also addressed the 15' building rear setback requirement and said that that cannot be met
anywhere on the site. He stated that the kitchen addition extends into the setback in order to save the
tree in the courtyard area. The existing buildings extend 2-3' into the setback and the future extension
will encroach 7-8' into the setbacks.
Jessica informed Mr. Grauke that he could request a setback variance through the Zoning Board of
Adjustment (ZBA) if they wished to encroach into the rear setback. He stated that they do not want to
prolong the process by having to go to another Board for further approval.
The subcommittee voiced their concern about the tree surviving the construction of the kitchen
addition even if the encroachment was allowed. Mr. Grauke stated that he believes the tree will
survive the construction because it does not go beyond the drip line.
Some discussion took place regarding the parking lot across the street and the lack of compliance
regarding the landscaping. Mr. Grauke mentioned that the owner will not be given a Certificate of
Occupancy for Satchel's until he complies with the landscaping requirements for that parking lot.

Commissioner Mooney motioned to approve the addition subject to addressing staff comments and
meeting the required setbacks or getting a variance from ZBA. NRB Member Benning seconded and
the motion passed 5-0.

Church Avenue Rehabilitation Project
Date: June 28, 2000 - 1:00 P.M.

The meeting began with a short description of the project by Kim Foutz. Basically, a
twenty-eight foot back of curb section with two six foot sidewalks of stamped colored
concrete between College Main and Wellborn Road. She indicated that there did not
appear to be any issues with the parking lot located at the corner of First and Church.
However, there were some issues concerning sidewalks and the Satchel's property. Kim
described two options for the sidewalk on the Satchel's property. One, put in a six-foot
sidewalk behind the back of curb and tie-in to the existing sidewalk. This would require
removal of some existing sidewalk in the r.o.w. and the addition of suitable ramps. This
option would also possibly endanger some existing trees. Two, Mr. Ganter could agree to
a sidewalk easement, which would allow public use of the existing sidewalk, and forego
the sidewalk at the back of curb.
Mr. Ganter expressed his concern over the possible loss of trees. He indicated he would
be agreeable to option two, or, option one if the trees would not be damaged. Mr. Ganter
expressed his concern about the landscaping requirements for the parking lot and Satchel's
and the timing of this project. The landscaping was tied to the C.O. on Satchel's, and
consequently would be established before this project. The landscaping would be in close
proximity to the new sidewalk construction and may be damaged. He inquired as to
whether the landscaping around the parking lot,and any around Satchel's close to the
street, could be delayed until after the project without impacting the C.O. Kim Foutz
indicated she would look into that issue with Development Services and get back with Mr.
Ganter.
Discussion followed with Jo Carroll and Mr. Ganter concerning possible Northgate fagade
improvements.
The meeting adjourned.
