Attached are the staff review comments that we discussed. We are still
working on the minutes from that meeting and will forward a copy once
available As mentioned in the meeting., the Project Review Committee
(three rotating members of the Planning and Zoning Commission) will need
to approve the driveway variance request. Before that meeting can be
scheduled, we will need something in writing requesting the variance and
outlining- the reasons that you're not complying with the driveway

Subject: The Tradition @ Northgate
Natalie, my client is gathering information for an appraisal of the dorm
project in Northgate. One of the things he has been asked to provide is
"development approval". Would it be possible for him to obtain a letter from
the City or the NRB stating that the applicant has met with the appropriate
boards or reviewing agencies, and the project has been approved in concept
subject to compliance with City ordinances and the Northgate Design
Guidelines.
If possible, he would like to submit that letter along with other requested
information including the survey, soils report, plans, cost estimates,
market analysis, and project scheduling.
I'm not sure if other developers have requested similar documentation.
Please let me know if this is possible. Thanks.

Re: The Tradition Dormitory development in Northgate.
Dear Debbie,
This letter is to confirm that the Northgate Revitalization Board (NRB) has reviewed the above-
mentioned dormitory project in concept. On November 17, 1999, the Board recommended
approval of the height variance for the proposed building and granted approval of the number of
parking spaces proposed in the garage. The NRB had several concerns about the appearance of
the building; however, they approved of the overall concept.
As you know, the project must comply with all City codes and ordinances and the final design
approved by the NRB. Please contact me if you have any questions or need additional

Engineering Comments
April 7th Submittal
Dear Ms. Keating,
The following is in response to your submittal of construction plans, fire flow analysis, and
drainage report for the Traditions at Northgate dormitory project submitted on April 7, 2000.
Construction Plans:
• Plan sheets Cl-S, C-3, C-4 refers to infrastructure improvements "by others." Please
provide a letter detailing all of these improvements and discuss the relationship of
when these off-site improvements must be completed with relationship to
construction and opening of the dormitory project (interim water line upgrades of
must be completed before . Also discuss the need for new waterline
in Church Street from South College Avenue to this project.
• HDPE is not currently approved to be installed in the city's right-of-way.
• Sheet C1-S shows an existing 6" sanitary sewer under the garage. What
modifications are proposed to this line?
• Show or note where the swimming pool is to drain.
Fire Flow Analysis:
• Provide an explanation of the computer models submitted and a summary of results
and conclusions.
• What is the bases of the fire demand (provide the calculations).
• Generally need more of the input data for the water model.
• It appears that the water model assumes a constant pressure reservoir near
University Towers. This pressure appears to be based upon the residual pressure
resulting from a flow test of approximately 1080 gpm. With only minor loops in the
system beyond this point, justify the assumption of the constant residual pressure
when the flow rate is tripled, and resulting losses should increase exponentially with
flow. If the residual pressure at University Towers is less than the approximate 73
psi shown in the existing model, will residual pressure in Northgate be maintained
above the minimum 20 psi as specified by TNRCC with the fire flows?

Drainage Report:
• Provide a capacity analysis for the north storm drain system including the inlets and
conveyance to the detention pond. The open channel flow analysis submitted for the
1 X3 Box to the detention pond appears to be for a channel and not for a
culvert/storm drain (based on the wetted perimeter not including the top). Are
entrance losses accounted for in this analysis? Are backwater conditions accounted
for in the design?
• Provide detailed rating curve calculations for the detention pond outlet. We have the
same concerns regarding the submitted calculations which appear to be for a
rectangular channel, and not for a storm drain/culvert.
• Provide inlet calculations for the south drainage system.
• How are the roofs draining?
• Provide a down stream impact analysis for any increase in runoff leaving the site, if
proposed.

As a condition for the issuance of a Permanent Certificate of Occupancy for Building
"A", on the above project, C.D. Henderson, Inc., is required to remove all storage
containers and temporary structures from the site.
It is necessary for C.D. Henderson, Inc., to maintain some offsite storage for a period of
approximately sixty days from the date of this letter. This storage yard is located on
private property on the west side of Boyett Street adjacent to the Tradition project.
C.D. Henderson, Inc. respectfully requests that this need not be a condition for the Final
Certificate of Occupancy. We will remove these containers and construction materials
upon completion of the landscaping and street repairs for which the City of College
Station has payment bonds.

I spoke with Debbie Keating this morning. The City will be installing the sidewalk along Church as part of
the Church street project. I don't know if they will be waiting to put in any of the other side walks, but if
they do want to wait, it is my understanding that they will need to work through that issue with the
development services department in order to get a c.o.

Bridgette and I met with the engineers for Traditions last week and they have a question about #4 under
Traditions' responsibilities. They want to know which sidewalks are being referenced, and what exactly is
to be reconciled with the City. Please let me know.

Dear Tom,
After meeting with your team and meeting internally with the public works department, our finance
department and the economic development department we have come to final terms regarding the 2nd
street plaza.
The City will construct the following as per the overall layout of the 2nd Street Promenade Project
developed by Mitchell & Morgan and plotted on 12/29/00 and approved by the Northgate Review Board
on February 7, 2001. (subject to bids coming in on budget for the project and final approval by City
Council):
1) Plaza development up to Tradition Dormitory's property line and in City owned right-of-way
2) Planter Boxes and irrigation per design by Mitchell & Morgan in the overall layout
3)City will also develop sidewalks along Church between 2nd street and boyett street.
Tradition Dormitory will develop the following as per the overall layout of the 2nd Street Promenade
Project developed by Mitchell & Morgan and plotted on 12/29/00 and approved by the Northgate Review
Board on February 7, 2001:
1) Tradition Dormitory's landscape/street scape development (per the above referenced layout) up to the
Tradition Dormitory's property line and on Tradition Dormitory's property.
2) Provide and plant trees in the planter boxes constructed by City - Tradition will need to get a PIPP
(private improvements in public right-of-way permit) from development services department.
3) Install electrical conduit and light foundations per City of College Station specifications as shown on
the plan
4) Reconcile with City's development services department that the sidewalks will not be constructed by
the originally agreed upon time.
It is important to note that if any changes are made to the landscape plan for the Tradition Dorm you will
need approval by the NRB.
