AAF Architects, about the required parking dimensions in the proposed garage are as foliows:
1. Mr. I ]ester suggested that AAF could use a parking depth of I R'-6" min. to IT-O", and that
this would be acceptable to the City of College Station.
2, Mr. I tester reviewed a previous parking garage and found that it used 24'-0" wide drive
aisles, and 9'-0" x 18'-R" parking spaces.

Purpose: Preliminary Project Review for Code and Municipal Compliance
Location: City of College Station, City Hall Conference Room
Discussion:
A general and cursory review of the building was given by several departments
within the City of College Station Department of Public Works. The following
are comments made by those in attendance.
A. Electrical
1. Currently electrical service cuts across the interior property line of this
project. The aerial lines are not on the property line and must be
relocated.
2. The developer will provide the conduit and the City will run the lines
below grade. From the interior corners of the site, below grade lines
can be run to the new transformers adjacent to the truck docks on each
side of the proiect. All electrical service will need to be contained in a
dedicated easement.
If the project is serviced by two transformers, one on each side of the
building, a connecting electrical line in a conduit is requested to create a
loop condition. This connecting conduit and line may not be required to

be installed in an easement. Mr. Michalsky will verify this requirement
as soon as the design of the electrical service is submitted.
4. Meters are proposed to be installed at the transformers. If the retail
portion of the building is desired to be served by it's own meter, an
additional transformer will be required for that tenant, or the retail
tenant can be privately metered by the building.
5. AAE will also investigate the need for a separate meter/transformer for
the garage.
6. 30 ft. tall, 8 ft., reach typical street lights are proposed for this project.
The city anticipates upgrading the strcct lighting ?.brig 'Second Street to
match the street lighting at Church Street. The Church Street lighting is
ornamental and more pedestrian in scale. The Tradition will want a
uniformity of fixtures around the entire site. The Tradition developer
may be able to pay an up-charge cost for the nicer pedestrian scale
fixtures if the City cannot provide them on all sides of the site. AAE,
will design around the upgraded street light fixtures and perform a
lighting analysis to locate the fixtures.
7. As soon at the electrical loads and transformer locations are known, the
City can order the transformers. Currently, there is a 6-month wait for
transformers.
8. As soon at the site design is finalized, AAE will send an electronic file
of the site plan to the Electrical department for use in developing plans
for this project.
B. Building Inspection and Fire Department
1. AAE will revise the stairs at the garage to exit directly outside. A
vestibule may be desired at these shared stairs to prevent carbon
monoxide from entering the dorm corridor.
2. Half of the exit stairs must exit directly outside. The remaining exits
stairs may exit through a lobby.
3. At the dorm room area, provide one hour corridors with 20 minute
doors.
4. Provide two-hour shafts and provide a two hour separation between the
dock area and the remaining building.
5. Provide a stair to each roof area or provide access to each roof through
the center stairs.
6. Provide alarms in each room that provide a 70db level at the pillow.
AAE will review the requirements for strobes and alarms in rooms
legislated by the Fair Housing Act and the ADA. Review chapter I I of
the 94 SBC for other accessibility requirements.
7. We may request a variance to not sprinkler the garage. Two similar
requests have been recently approved in College Station. The variance
should state that a wet standpipe will be provided and increased fire

extinguisher coverage will be designed. A variance will take
approximately 30 days and will not be required to be reviewed by the
NRC.
8. AAE is suggested to look at the exiting at all conference rooms and
theaters to assure the required number and separation of exit doors are
provided.
9. AAE will separate the Game Rooms from the dorm corridors with a one
hour rated wall.
10. Windows on the first and second floors must be operable and allow a

second floor are not required to be operable by code.
11. Laundry Rooms (we need to get one) will be separated from the
adjacent area by a one-hour wall. Review the design location of the
laundry room with the maximum dryer vent discharge distances.
12. Doors separating the dorm corridor area from the central space will be
designed with hold-open devices. Door swings for this door should be
into the corridor toward the end exit stairs.
13. If the building is designed with two fire sprinkler systems and two
Siamese connections, the two systems should be tied together to allow
the system to be activated or charged from either Siamese.
14. A fire pump will be required for the sprinkler system and an emergency
generator will be required for the fire pump. The emergency generator
may be natural gas fed or a fuel storage tank will be required. The
minimum size of the emergency should handle the fire pump. If made
larger, emergency lighting could also be accomplished in this manner.
15. AAE will review Section 10.04.3 of the building code regarding Areas
of Refuge if the elevators are not connected to the emergency generator.
16. The building will be designed to be "Fire Resistive Construction".
17. Urban Design Group is working with the water pressure/capacity at this
site and we may need to tie into the TAMU water svstem to be able to
adequately combat a full fire alarm situation. The full emergency
demand for this site is currently calculated at 3250 gpm.
18. Elevator vestibules are not required for the elevators at this project.
C. Engineering
1. No comments at this time
D. Sanitary and Traffic.
1. AAE should talk to Mr. Pete Caler regarding trash service at this
project. This same department will address paving construction in the
R.O.W. AAE will contact Mr. Caler at 409-764-3690.
E. Planning
1. Ms. McCully will work with AAE and our Landscape consultants in the
design of the site issues of this project. AAE will schedule another

meeting with Ms. McCully after the site plan has been more completely
thought through.
2. The goals for the sidewalks and site landscaping are to make the project
less formal and have a good human scale.
3. AAE was provided a rendering of a new development in the Northgate
area as an example of exterior finishes and pedestrian scale.
II. Other items:
A. Permitting.
1. The permitting process will not take too long but tlcrc is a lot to do
between now and the start of construction in March.
2. Phased permits are allowed but not encouraged. We may perform site
demolition and excavation prior to full permitting and even foundations
may occur prior full permitting but only if the pre-coordination of the
project is fairly thorough.
B. AAE will work with Ms. Ruiz to schedule additional meetings as the project
progresses.

Chairman Gribou called the meeting to order and welcomed those in attendance.
1. Approval of minutes from April 27, 1999 and June 15, 1999
Bill Boyett moved for approval of the minutes, with a second by Cheryl Anz. The
minutes were approved unanimously.
II. Presentation concerning speed limits throughout Northgate
Edwin Hard gave a general presentation concerning a study of speed limits in the
Northgate area and associated recommendations. He stated that he will propose to City
Council that speed limits should be lowered from 30 mph to 25 mph on all streets in
Northgate except College Main and Nagle (See Attached Map). Bill Boyett moved to
submit a recommendation to City Council that the Council accept recommendations as
proposed by city staff with additional speed limits to be lowered from 30 mph to 25 mph
on the other streets in Northgate (College Main and Nagle) in order to keep the speed
limit continuous throughout Northgate. The motion was seconded by Elton Abbott and
the Board unanimously agreed. The Board also requested that it be stated at the City
Council meeting that a study was not conducted for College Main or Nagle. Ron Silvia
suggested that a NRB representative be present at the July 8, City Council meeting.
III. Presentation and Discussion concerning the Northgate Parking Garage and The
Tradition Private Dormitory
Elton Abbott abstained from participation in the parking garage discussions. Chad
Grauke with Arkitex Studio made a brief presentation on the parking garage primarily
regarding aesthetics. Tom Brymer introduced Tom Kirkland of Spirit Development and
provided an overview on the terms of a proposed memorandum of understanding
concerning the leasing of parking spaces in the garage by Spirit Development. AAE
Architects presented The Tradition, a Texas A & M University Off Campus Student
Private Residence Center (See Handouts). The board carried on a discussion regarding
the parking requirements of the development and its relation to the parking garage and
agreed to further discussion regarding both parking and height requirements of the
proposed Dormitory. Richard Benning made a request for pro/con sheet concerning the
project be prepared by city staff. Ron Silvia recommended that a representative of the
NRB be present at the July 8, City Council meeting.
IV. Upcoming Agenda Items
Density, signs and restrooms are items to be discussed during the next Northgate
Revitalization Board meeting.
V. Adjourn
The Board set the next meeting for Tuesday, July 13, and adjourned at 2:00 p.m.

1. Combine garage entrances/exits to create one curb cut opposite Louise.
2. Show throat length of garage entryway measured from the point when
vehicles will have to stop. There is a 2-car queue minimum.
3. What type of control will be used for driveway entry, if any (e.g., automatic
ticket dispenser)?
4. Provide for 2 exiting lanes, if possible.
5. What is the purpose of the curb cut on Second St.?
6. Wheelstops in the garage need to be removed.
7. Guardrails indicated to be on page C3 are not shown.
8. Security fence and gate details need to be shown (swing path and design
specs with colors).
9. Fire department connections must be shown if the building is sprinkled.
10. The total number of multi-family buildings and units to be constructed and the
density of dwelling units per acre must be stated on the site plan.
11. Meters, transformers, and fire hydrants need to be shown on landscape plan.
12. The symbol for trash receptacles is too similar to that for landscaping. Please
distinguish more clearly between the trash receptacles and plant material.

Project: TRADITION AT NORTHGATE (SP)-SITE PLAN (0-66)
PLANNING
No new plan was submitted, but these notes are provided as a reminder of the
items discussed at the February 7, 2001 NRB meeting:
1. Please clarify on the plans that all retaining walls will be brick.
2. Please identify all sidewalks to be stamped, dyed concrete.
3. Please clarify that the bands across Second Street will be brick pavers.
4. Please note that the tables and light standards will be installed by the City in
conjunction with the Second Street Promenade.

NOTE: Any changes made to the plans, that have not been requested by the
City of College Station, must be explained in your next transmittal letter and
"bubbled" on your plans. Any additional changes on these plans that have not
