Rock Prairie Texaco
(Wellborn Rd. @ Rock Prairie)
*A full check list review was done on this site in light of the changes that were
made from the original site plan. In addition, the previous review was done prior
to TXDOT's plan to acquire right-of-way and widen Wellborn Road.
1. Update information in title block area.
2. Update surrounding ownership information.
3. Call TXDOT's Chad Bohne at 778-2165 for more information regarding the
potential impacts to this site due to TXDOT's right-of-way acquisition for their
planned widening of Wellborn Road. At this time, TXDOT does not know how
much right-of-way they will be acquiring. At their last public hearing for the
Wellborn widening project, TXDOT showed their "study area" for the project
to be an additional 100 feet behind their existing right-of-way line.
4. If the electrical transformer is to be installed with the Texaco site, label it and
show screening.
5. It appears the detention pond shown in the previous drainage study will be
located in future TXDOT right-of-way and possibly in the future roadway
section of Wellborn Road. Staff suggests that the applicant talk with staff and
TXDOT about the potential impacts of TXDOT's plans on the detention.
Depending on what the potential impacts are, the applicant may want to look
at alternative detention areas on site that would be out of the way of any
future TXDOT improvements. (Note that the City can not require this,
however.) Also, how will the detention pond be screened?
6. Update parking calculations/information.
7. Provide curb and pavement detail.
8. As with the detention area, these parking spaces may be impacted by the
Wellborn Road widening and right-of-way acquisition. TXDOT will not allow
parking in their ROW. Although the site exceeds its required number of
parking spaces, the applicant may want to place the parking spaces
elsewhere in the event they are lost as part of TXDOT improvements.
9. Shrubs need to be 5 gallon plants; not 1 gallon.
10. Provide parking screening for parking along Rock Prairie Road.
11. In light of the TXDOT's ROW acquisition and widening of Wellborn Road,
staff suggests that the general row of land sca p i ng/streetscap i ng along
Wellborn Road be moved into the site site by about 15-20 feet. While TXDOT
has not determined what they are going to do yet, staff estimates that if the

road is widening to a 6 lane urban arterial, moving the landscaping by 15 -
20 feet may allow the landscaping to remain.
TXDOT's immediate plan is to widen the roadway to 4 lanes with a median. If
the landscaping/streetscaping remains in its current location, it may still not
be far enough behind Wellborn Road to not be impacted by the immediate
plan to widen 4 to lanes. If the landscaping is moved back as suggested it
should keep it from being impacted by the 4-lane widening and possibly
prevent the site from becoming legally non-conforming from a landscaping
standpoint.
12. Provide more plant screening material in the vegetative buffer between this
commercial site and the residential to the north.
13. Show barricading for existing trees to remain and counted towards landscape
points.

15. Note that irrigation plan must be submitted and approved as part of building
plans.
16. Show easement electrical transformer is contained within.
17. Submit TXDOT permit for driveway on Wellborn Road.
18. This driveway does not meet the spacing requirements in the City's driveway
ordinance and can therefore not be allowed. In order for the driveway to be
permitted, a variance would be needed from the City's Project Review
Committee (PRC). Staff could not support a variance for the proposed
driveway.
19. Show the private access and drainage easement as it connects with the
site's driveway on Rock Prairie. (This easement runs parallel to Rock Prairie
Road.)
20. Show parking for All Pets site in the area of the driveway.
21. Provide notation that all fire lanes must be constructed using 6" reinforced
concrete.
22. Add fire lane in the area of driveway such that it connects with the fire lane
markings planned for the All Pets site.
23. An emergency pump shut off switch must be no closer than 15 feet and no
further than 75 feet from each pump. This will require the installation of two
emergency pump switches.
24. If the site$ takes gravity sewer to the lines that were built as part of the sewer
impact fee area, the site will be required to pay the sewer impact fee.
