We understand that in your opinion the Hope Pregnancy Centers of Brazos Valley qualifies as office under the zoning ordinance and as a result, we are required to pro- vide one meriting space per 250 sq. feet of building. At the time we met, I did inform you that one free sonogram will be offered to our clients with positive pregnancy teats, but beyond that, no other medical services will be rendered. I iA-C vy- n MEMO: Predevelopment Meeting Notes Page 2 Hope Pregnancy Center IF (SM) Indicated that the facility, being located on Brentwood, would be classified as "Major Collector." Therefore, the requirements for landscaping would be: 500 pts. minimum + 450 pts. streetscape (optional- PRC to decide) (VM) Noted that the screening requirement for the parking lot could be met by using the Right of Way (R.O.W) as long as this part of the required area flows contiguously into the R.O.W. (VM) Pointed out that the radius of the curbs are tighter than they need to be and that the right radius could be increased to a (15') turning radius and that the left radius could be decreased in horizontal width to a (5) flare. It was noted by all that the (15') rear setback was mislabeled but drawn correctly. • p Curb Cut/Fire Hydrant Location (CG) Questioned whether the curb cut that was indicated on the drawings would have to conform to any other proposed curb cuts that might have already received approval (i.e.. Aggie Credit Union). (NR) stated that she would check on whether the Credit Union had already received approval or to cut the curb at a particular location. Later in a telephone conversation, (CG) was notified that no other curb cuts had been approved. (NR) Indicated that the distance to any existing curb cuts and would have to be noted on the drawings. Also, the distance to the nearest fire hydrant must be shown on the drawings, according to (NR). The fire hydrant on Brentwood was indicated by (NR) to be northeast from the site and that there would be no internal firelanes required on the site because of the close proximity to the existing fire hydrant. • Utilities The existing utilities were located and sized by (VM): 6" water along Brentwood (our side) 8" sanitary sewer on Brentwood (opposite side) -verify existing service connection with Waste Water Division Sanitation: curbside residential pick-up to be verified • Possible Acquisition of Additional Lot (SP) Stated that the Center would look into whether or not the adjacent lot (Lot 28) is owned by the same property owner as the existing adjacent business. If so, (SP) will attempt either obtain an easement to build additional required parking spaces or determine if the property could be bought. (SM) Indicated that the shared parking spaces would be compliant with the city as long as an easement was granted to the Center for the additional parking from the property owner. (CG) Stated that if the City categorized this new facility 's usage as "Office Building" that the parking requirements listed would require 1 parking space per 250 square feet. (CG) Further explained that the new proposed facility is approximately 4,000 square feet and would then require 16 parking spaces. This would create a parking difficulty since the site does not support the required number of spaces, as stated by (CG). Therefore, (CG) wanted to know how the representatives from the City would classify this unique usage. (SM) Indicated that the facility would probably be classified as General Office since the main usage is counseling and no real medical activities take place at the center. Two options were offered by (NR) to decrease the number of required parking spaces. The first option was for the owner to submit to the Planning and Zoning (P&Z) Board to show their reasoning and to substantiate the uniqueness of the usage for this facility to obtain a new usage classification. The second option was to apply for a variance from the Board of Appeals, but it was indicated by (SM) that this would most likely not be successful because the Board usually only grants these variances due to unforeseen or extreme site restrictions (ex.- creek running through site). If the P&Z Board approved the new usage classification, then any future use of the facility would be restricted to the same classification (i.e. counseling facility). (SM) Indicated that this would probably be the reason that the P&Z Board would reject the owner's request for a new usage classification. • Electrical (RH) Confirmed the location of an overhead power pole at the rear of the site and indicated that the electrical service from the pole to the new facility would be underground. According to (RH), the task of installing the electrical conduit from the building and up the pole would be the job of the Electrical Sub-Contractor but, the City of College Station would pull the wire.
