RE: Covenant Family Church parking lot revisions
In the near future, you may notice that there will be a new parking lot installed at the
Covenant Family Church located at 4010 Harvey Road, at the intersection with Marcy
Lane. Ordinarily, Staff would have required review by the Planning and Zoning
Commission as the parking lot would have constituted a significant site change to a
conditional use. However, due to some misunderstandings, the site plan was inadvertently
approved without Commission action.
The site plan for the parking lot was submitted in April of this year as a site plan only, not
as a Conditional Use Permit. The reviewing Staff therefore assumed that the parking lot
was simply a requested improvement to an existing parking lot, which would not require
the Commission's approval.
In July, Staff became aware of the fact that the proposed parking lot would actually
expand the existing development and was not just a replacement of a gravel lot for an
improved lot. Due to the fact that the site plan had conditional approval, and thus any
Commission review would have been retroactive, we did not forward the plan.
We apologize for this oversight and will strive to assure that there will be no recurrence of
such an incident.

SUBJECT: Covenant Family Church Site Plan
Staff reviewed the above-mentioned site plan as requested. The following is a list of
items that need to be addressed:
The required number of parking spaces is 155.1 (470 person sanctuary
x.33);
Show or note whether the driveway to the east is residential or
commercial.
Submit a TXDOT permit;
Create an end island for the new parking row (shown on the attached
page); and
Clarify the throat length dimension.
Please address the above-mentioned items and submit the following information by
Tuesday, April 13, 1999 for further staff review.
Drainage Plan and Report (letter) due to the increase in impervious
surface;
Landscape/Streetscape Plan;
Irrigation system plan and irrigation demands.
Two (2) copies of the revised site plan.
If there are comments that you are not addressing with the revised site plan, please
attach a letter explaining the details. If you have any questions or need additional

Two (2) copies of the revised drainage report; and,
Tt e (3) copies of the revised TxDOT driveway permit to be forwarded to TxDOT for
treview and approval.
The attached redlined site plans, drainage report and TxDOT driveway permit with staff
comments.
