SUBJECT: McDonald's Restaurant - request to approve the proposed awning to be located
in the front of the restaurant located at 801 University Drive. (Case file no. 99-
414)
The NRB Review Subcommittee held a meeting on Wednesday, June 16, 1999 to review the
above--mentioned item. Ron Blatchley provided some sketches detailing the awning to be
erected in front of the restaurant. He stated that the fabric will be vinyl like the one at the
George Bush location. It has a 10-year warranty with an expected 15-year life. He said that
there has been no fading on the existing one since its erection three years ago. The support
poles will be aluminum painted white and maroon. The structure is constructed to withstand
110-mile per hour winds and will be core drilled. Mr. Blatchley stated that where the awning
attaches to the building, there will be a gutter to control water flow.
Julius suggested not attaching the awning to the building, but adding an additional walkway
awning.
Commissioner Rife motioned to approve the awning as presented. The motion was seconded
by Commissioner Parker, and passed 7-0.

SUBJECT: McDonald's Restaurant - the current building will be demolished and
rebuilt at the existing location at 801 University Drive. (Case file no. 99-
414)
The NRB Review Subcommittee held a meeting on Wednesday, March 31, 1999 to
review the above-mentioned item.
Cheryl Anz inquired about the two parallel spaces located just past the drive-through. Mr.
Blatchley stated that they were for temporary parking for order changes.
Mr. Blatchley stated that the largest freestanding sign will be refurbished but will be left
virtually the same. He stated that he appreciates the "grandfather" clause and does not
intend to lower the height of the sign even though it exceeds the height restrictions for the
district. The subcommittee encouraged Mr. Blatchey to reconsider that and asked him to
think about it further. Mr. Gribou stated that the existing sign is more for highway status
and asked Mr. Blatchley to reconsider lowering it, if it wouldn't affect visibility.

Elton Abbott stated that the McDonald's has a certain clientele and that lowering the sign
wouldn't alter their patronage to the restaurant. Mr. Blatchley commented that a lot of
business, 30-35% is impulse buying and that the sign helps with that.
Mr. Blatchley informed the subcommittee that the fascia sign letters are and will be
approximately 27 '/2 inches high. Julius Gribou stated that the size is okay with him since
the size of the letters will be in proportion to the building. The smaller size normally
required is more for pedestrian-oriented traffic.
Some discussion took place regarding the manager's parking space. It was included in the
plan because of the required spaces needed. Mr. Blatchley stated that he would rather
eliminate the space and move the dumpster. The subcommittee requested that it be
eliminated.
Mr. Blatchley stated that the sidewalk along University Drive will match the existing
adjacent sidewalk and will back up to the curb.
David Brochu stated that the islands at the rear of the building with protected trees will
not be disturbed during construction. He will construct steel edging around the protected
trees and put river rock around the trees to protect them. He will also plant plants on the
outer of the islands.
Mr. Blatchley inquired about moving the drive down, which would cause him to lose one
parking space. Mr. Gribou stated that wouldn't be a problem.
Mr. Blatchley stated that he preferred leaving the existing brick wall towards the rear of
the building, rather than constructing a wood fence. The subcommittee concurred.
Mr. Blatchley stated that the colors of the building will be much like the other McDonald's
building located on George Bush and Wellborn, which incorporate the color maroon.
In the front of the building Mr. Blatchley will be constructing an area with concrete forms
that can be used for sitting and eating. They will be varying sizes. The area can also be
used for small events. He stated that they will be putting an awning up over the area.
The following are staff technical comments:
Include address in the title block;
Show the ownership and zoning of abutting tracts;
The main building needs to be labeled as a restaurant;
A FEL compactor is recommended for this site;
Clarify what the 106/98 dimension is on the building;
Why is there barbed wire there? Is it on McDonald's property?

Dear Bridgette,
Per your letter of April 15, 1999 concerning the above referenced site, the following
hopefully addresses your comments:
1. The entire property to the east of the McDonald's site is zoned NG-2 and is owned by
Dabbs Univ. Inc. This is noted on the site plan just to the right of the trash corral. A
second note has been added closer to University Ave.
2. A front load compactor will be installed. A note has been added to C-1 stating this.
3. The requested illustrated water and demand legend has been added to drawing C-3
4. The legend designated as "--x--x" 6WB is actually an existing six (6) foot wooden
board fence.
5. Landscape point chart has been corrected as requested. A barricade plan is included.
6. The manager's parking space has been removed as shown on the revised C-1.
7. Presently we have elected to remove the two drive-thru waiting spaces.
8. It us understood that any awning/cover over the seating area will need the approval of
the NRB and issuance of the building permit will not include the awning/cover.

Electrical comments
1. It is understood that McDonald's Corporation is responsible for items I thru 4. Notes
have been added on C-3 addressing this.
2. It is understood the an easement will need to be granted for all electrical infrastructure.
A 30' X 10' easement has been added to drawing C-3. If an additional easement is
required, please inform me. The Electrical Service Request and Easement Information
Sheet are attached.
The revised site plans are included. Comments from Carl Warren, Plans Examiner, are
addressed on the attached. If you have any questions or need additional information,

5. Exit doors shall be provide with panic type hardware or the requirement of section 1019.7 of the
Standard Building Code shall be met.

8.Need to install a main electrical disconnect on the exterior of building per City of College Station
ordinance

Staff reviewed the above-mentioned revised site plan and had the following comments:
Provide sewer demands in gallons per day, instead of gallons per minute;
Manager's Space: we were under the impression that when this was
removed, the dumpster/storage area would be changed. If not, we
would like a wheel stop provided to block access to the space;
For "protected tree status" you need to be able to barricade one foot out
from the trunks for every inch of diameter.

I recently sent you a letter outlining some possible solutions to reducing the height of the
road sign at my University Drive McDonald's restaurant. (Unfortunately, my secretary
failed to include the pictures I intended to present). However, I have decided to put a
hold on any refurbishment of that sign at this time other than to replace a broken panel
and repaint the structure. After completing the rebuilding project, if I determine a need
for additional work on the road sign, I will submit my proposal again through the
Northgate Revitalization Board.
Currently, I am reviewing proposals for the front canopy/awning and I will ask your
Board for approval before proceeding. I anticipate doing something similar to what we
have done at the George Bush at Wellborn Road location. I should have something to
you within a month or so.

Please accept these rough drawings as my proposal on the awning over our
seating/display patio on the front of the McDonald's restaurant at 801
University Drive in College Station. I understand that the Northgate
Revitalization Board is scheduled to meet on Wednesday, June 16 and I
would like to be on the agenda with this project so I can firm up our plans.
As you recall, the Board asked me to submit my awning plan prior to
proceeding with that area in front of the restaurant. I have also included
information on a small awning over the drive-thru ordering station in the
rear of the building.
Please communicate my request to Mr. Julius Gribou and let me know at
your earliest convenience whether I can be on the agenda for the June 16
meeting. I will be out of town from June 1 thru June 14 but will be checking
in with my office on a daily basis. Incidentally, we have moved our
company office to our Training Center at 101 Grove Street in College

The following are staff technical comments.
1. Include address in title block.
2. Show the ownership and zoning of abutting tracts.
3. The main building needs to be labeled as a restaurant.
4. A FEL compactor is recommended for this site.
5. Clarify what the 106/98 dimension is on the building.
6. Why is there barbed wire there? Is it on McDonald's property?
7. The sidewalk along University needs to either be flush with the back of curb and 6 feet wide or
6 feet off of the back of curb and 4 feet wide (and possibly meandering vs. straight).
8. Need a plant chart with points calculated, for landscaping and streetscaping, and an irrigation
plan. Streetscaping trees need to be within 50 feet of the front property line.
9. Show site max./min./avg. water demand in GPM for domestic and irrigation. We will size the
water taps. Show site max./min./avg. sewer demand in GPD.
10. More clearly show that the meters will be within easement.
11. More clearly show where 1 1/2 in. waterline leader is pointing.
The following are discretionary items for NRB to address.

I recently sent you a letter outlining some possible solutions to reducing the height of the
road sign at my University Drive McDonald's restaurant. (Unfortunately, my secretary
failed to include the pictures I intended to present). However, I have decided to put a
hold on any refurbishment of that sign at this time other than to replace a broken panel
and repaint the structure. After completing the rebuilding project, if I determine a need
for additional work on the road sign, I will submit my proposal again through the
Northgate Revitalization Board.
Currently, I am reviewing proposals for the front canopy/awning and I will ask your
Board for approval before proceeding. I anticipate doing something similar to what we
have done at the George Bush at Wellborn Road location. I should have something to
you within a month or so.

Re: Expiration of Temporary Certificate of Occupancy for the McDonald's Restaurant.
Dear Mr. Ganucheau,
Attached is a copy of the above referenced Temporary Certificate of Occupancy (T.C.O.) for the
McDonald's Restaurant located at 801 University Drive. The T.C.O. was issued on Wednesday,
August 18, 1999 in an effort to expedite the opening of the restaurant while the few remaining
site issues were being addressed. At that time, we agreed to allow you thirty (30) days to resolve
the three items listed on the T.C.O. Unfortunately, the T.C.O. expired on Saturday, September
18, 1999 without items 1 and 3 being addressed.
These items must be resolved immediately to prevent further code enforcement action by the
City of College Station. Violations to the City's Zoning Ordinance can be costly and we would
prefer to work with you on a solution instead of pursuing remedies through the Municipal Court
System.
Please contact me as soon as possible so that we can establish a schedule for compliance. If you
need additional information or further clarification, please contact me at (409) 764-3570.

one foot out from the trunks for every inch of diameter.

you today by the General Contractor.
