I 11 Conclusions Given the size of this site and the existing developed condition, the use of detention on this project provides no real benefit to the City or adjacent land owners. However, it also does no harm to the public. Although the calculations provided are numerically correct in the application of the principles of hydraulics and hydrology, the actual numbers are below the limits of what is considered the accuracy of the underlying methodology. Calculating discharges to the .01 cfs, .1 cfs, or even 1 cfs, is false accuracy when using any hydrologic method. This site originally discharged about 3 - 6 cfs over the range of design storms considered. If no detention is provided it will only discharge 4 - 8 cfs from the same storms when ultimately developed. The detention provided will reduce that discharge to 2 - 4 cfs. Within the accuracy of existing hydrologic methods, these numbers are the same. That having been said, the proposed project meets the drainage requirements of the City ' of College Station. It looks like we finally are going to close on the above property. When I met with you, and Shirley last October we anticipated closing in November, but it just didn't happen. Additionally the owner just this week completed the survey of the property. I have attached a copy of the property survey, and my proposed site plan for your review. When I met with you, and Shirley both of you indicated that you liked the parking plan that ran down along side of the building, but since receiving the survey I discovered we simply do not have enough room to do that,(because of the angle of the property lines to the buildings' location, etc.) so that I would like to propose one of the site plans with the parking out front and to the east side of the property. I really want to enhance this property's visual appeal, but with the way the building is situated on the site I am extremely limited in what I can do with the parking. I want to get rid of the old paving with the drive all the way across the front, but as you can see from my proposed sketch I would need some variance to the parking set back in order to do this. I know we can make this property look great by doing something similar to my proposal, with the City's help in not having to follow the parking setback/greenspace requirements along the front property line/ROW. Additionally I would allow for future expansion with additional parking as shown. Also since we don't have city sewer out there we will have to install a septic system, so allowance for this is critical also because of the area it will take up. Another problem that I have in back of the building is the existing grading. This property is very flat, so my location for the future addition, and parking work very well in helping to alleviate this drainage problem. I will be out of town Thursday, and Friday this week, but if you have a chance to look at this and have time to give me a call I would be very appreciative. As I discussed over the phone with you, I am not requesting to do anything different than what the City Staff (yourself, Shirley, and Jon) agreed too, and told me I could do in the future with the property should I purchase it. Sabina, I would not have purchased the property knowing I could not use the back of the property as a storage area for my company. I have invested a great amount of money, and time in renovating the building, and building a new parking lot. I even spent money to have an engineer do a drainage study on the back area, worst case scenario, as requested. Thank you for your time, and efforts in resolving this matter. The following items were discussed, and decided at that meeting regarding the development of this property with an existing builiding, and existing pavement. Items Decision B1 Q Staff RegardingDeyelowent 1. gttina - Not required because building was built before 1968; therefore it is Grand6ther under the development for as built conditions. 2%-/ Fire Protwion - Fire Marshall, Mr. Jon Mies said the existing building would not have to be fire sprinklered, nor would a fire hydrant have to be installed. 3. Dr`ain' Study Requiremeet - No study would be required as long as the sum total of new impervious cover does not exceed the existing impervious cover to be removed. 4. Trash Cniledinn - By residential roll out container. Property ISO' west is residential with rollout unit. S. Future Storage AL - If future storage area is developed in back of existing building, area may be covered with gravel (caliche type) rock. Area must be screened with landscaping along front facing Raymond Stozer Parkway, and a gate must be installed to keep the public from entering the storage yard. ,eUditionally since this project has no sanitary sewer lines available, we will need to renovate the current septic system in accordance with Brazos County Health Department Standards. Please issue the required notices to that agency so that we may apply for the required permits. Should you need further information please let me know. As you will recall, your property is notmoned for the office use that was proposed in March of this year. However, due to the fact that a nonconforming convenience store had existed in the building on the site in question, the City permitted the remodeling of that structure into. a less intense use of the site under the nonconforming status. The upgrade of the existing gravel parking lot did not constitute an expansion of the nonconforming use, and was thus also pamitted without a change to the status of the nonconformity. However, it is my determination that the addition of any storage area to the site would constitute an expansion of the nonconforming use. In order to be permitted td cacpand the use, you would either need to rezone the property to a C-1 or G2 designation, or request a. special exception of the Zoning Board of Adjustments. The Board may grant up to,a Z3% expansion udder special circumstances. I am including both a rezoning and a special exception application with this letter, and am including a deadline sheet. Until the storage areas have been duly approved on a site plan pursuant to one of the above- mentioned processes, we are unable to approve the submitted drainage report. On 10/5/98 I spoke with Mr. Steven Cast, the manager of Brushy Water Supply. He informed me that when Hwy. 60 was upgraded to the divided hwy. several years ago, they removed the 6" water line along the feeder road, and installed a 2" line up to the above described property ( the old U-Pak-em store). Because of this information, we will not be able to install a fire hydrant, nor install a fire sprinkler service inside the building. What would your recommendation be? The project consists of modification to an existing building and site for a 1.06 acre tract. (See Figure 1 for the site plan.) No portion of the project lies within the current boundaries of the regulatory 100-year Floodplain for the City of College Station. The project lies within the White Creek Main Channel drainage basin. Existing Drainage Patterns The site and adjacent land areas are partially developed at this time. Existing land cover consists of natural grasslands, buildings, landscaped areas, and parking areas. The site is virtually at a ridge of the drainage basin, therefore off-site flows are effectively none. The site ' discharges stormwater flows to the south into a roadside ditch along FM 60 (Raymond Stotzer Parkway) and north to an irregular swale on the north side of the property. Proposed Drainage Patterns The proposed drainage patterns and improvements are depicted in Figure 2. Detailed calculations for the improvements are contained in Appendices A - B. The plans for this project depict the detailed construction necessary to accomplish the proposed drainage improvements and are made a part of this report. The south area will discharge into the side ditch along FM 60. No detention is needed on the south area, as the new construction will result in a net reduction of impervious areas, which will result in lower discharges to the south. Detention is provided on the site utilizing a portion of the proposed landscaped area on the north side. A earth berm will be built across the existing drainage swale with a 2 foot width concrete outlet weir. The detention basin will collect all waters from the north area and will discharge directly into the existing swale. The detention area is designed to limit the discharge for the 2-year to 100-year storms from the proposed project to less than the discharge that existed prior to construction. Emergency overflow of the detention area will occur over the berm. The detention basin will pond water to a maximum elevation of 331.85 feet during the 100-year storm.
