What will the materials be? It must either be screened or match building materials. Where will the dumpsters be for the pad sites? Either show a location now if they are on the main site or make a note that dumpsters will be provided on the pad sites themselves. (11) C-2 Add fire lanes as suggested or propose alternative lanes that will adequately cover all buildings. 12. The 3 detention areas on the grading plan do not seem to match the landscape plan (for instance, there is a berm shown on one plan where another plan shows a detention area). Landscaping in these areas should not be planted in depressions because it needs to be high enough to adequately screen the rear of the buildings, the loading dock and other loading areas, and any outside storage areas. 13. How many of these buildings will be sprinkled? We will need to see their Fire Dep't connections - they need to be between 150' to 300' from the nearest hydrant with a clear path in front of them. (14) AS 1 Please provide an alternative design for this area showing no direct north-south connection with a note that the alternate will be built if a median is not installed in Rock Prairie Road. (15) AS 1 Provide a 180 square foot end island here. (16) AS 1 We have concerns regarding sight clearance and traffic maneuverability around this corner. Our sanitation trucks will barely make this corner and will be forced into the lane of opposing traffic - when this happens, it should be visible to oncoming traffic. Any delivery vehicles that are larger than the City's service vehicles might not make this turn at all. Modify this area to give more open visibility and circulation. (We have similar concerns at pad sites C, D, and E at these comers - at this point, perhaps a note will suffice until we receive final site plans for these pad sites.) (17) AS1 How do delivery vehicles get around the front of Building A? Vehicles that are larger than passenger cars might not make this turn. (18) AS 1 Show a striping plan and turning arrows to delineate left and right exit lanes. (19) AS 1 Show a striping plan and exit signs to ensure this will be an "exit only" drive. Reduce the drive width to 24'. (20) MEP It seems as though there is both a tree and a transformer in the same location - resolve this discrepancy but make sure the transformer is screened from Birmingham. (21) MEP Where is this transformer in relation to the proposed landscaping? It should be screened from Longmire. (22) C-2 This fire hydrant should be in a protected area (like an island). 23. Please review the following comments regarding may review: ■ The information that was provided for review did not contain any engineer's estimate for the portions of the job that will be public infrastructure. There are no plan and profile drawings for the sewer lines ( public portions). The water line plans that are contained in the Architect's plans are not signed or sealed and neither is the drainage report. (I believe this to be a violation of the state regulations and should be pointed out to them.) ■ The drainage report lacks the following information: • Hydrologic Criteria • Hydraulic Criteria • Drainage Facility Design • There is no statement by the engineer of compliance of the DPDS. • Hydrologic and/or Hydraulic computations. ■ The plans reference City of Houston Specs which is inappropriate. ■ The cross slopes on sidewalks does not meet T.A.S. and A.D.A. requirements for handicap access routes ■ It was requested that they provide a fire flow analysis. In response to the analysis, we received is a listing of the needs of the different retail areas on the site. The engineer should understand that this means a calculation of his designed system to see if it meets the needs stated in the information from SAFE, Inc. Preliminary documents released shall identify the purpose of the document, the engineer of record and the engineer license number, and the release date by placing the following text or similar wording instead of a seal. Said document is released for the purpose of interim review, under the authority of the engineer with license number and date of release shown. An initial evaluation of the submittal did reveal that most of the standard information that is typically included in drainage reports (and required by the City of College Station) was not included The City's Drainage Policies and Design Standards Manual (DPDS), pages 91-94, lists items that should be included in drainage reports. Attached is a copy of those pages from the DPDS. Of these items, the most pressing is the certification sheet, which states that the drainage design is in accordance with the provisions of the City of College Station Drainage Policy and Design Standards. I reviewed the calculations submitted, and have found that the information submitted is not complete. With the exception of outlet works design and sizing calculations, the report would be complete for a site with a single detention pond. This is based upon the triangular hydrograph method described in the Drainage Policy and Design Standards (DPDS). However, the design appears to incorporate eight ponding areas, which may be hydraulically inter-connected. The outlet works design, which limits discharge flows to no more than pre-developed flows must be included in the report. Supporting documentation, which should include the effect of inter-basin flow if necessary, should be included in the report. Final design plans incorporating the detention design and addressing water line comments, will be required prior to issuance of a development permit. As you were previously informed, all work proceeding on the site is at the developer's risk. Box 9960 1101 Texas Avenue College Station, TX 77842 Tel: 409 764 3500 MEMORANDUM TO: Project Review Committee FROM: Ed Hard, Transportation Planne~ DATE: January 21, 1999 RE: Driveway Variances for the Rock Prairie Kroger Center This item is for PRC'S consideration of driveway variances for the Kroger Shopping Center, a proposed 12.55 acre development to be located generally on the southwest comer of the intersection of the SH 6 West Frontage Road and Rock Prairie Road immediately south and west of First American Bank. The applicant is Municipal Development Group for Centre America Developers. See attached letter of request and site plan. Frontage Road Driveways. Per the City's Driveway Ordinance, access points to the SH 6 Frontage Roads are required to be 275 feet apart and at least 100 feet away from SH 6 entrance ramps. Under these requirements, the Kroger site would only be allowed one driveway to the Frontage Road. The applicant is requesting variances to allow for two access points on to the Frontage Road. The site's south driveway on the Frontage Road is located approximately 170 feet away from Birmingham Road and 225 feet from the site's north driveway on the Frontage Road. Both of these distances are required to be 275 feet, thus variances of 105 and 50 feet would be needed, respectively. The north driveway is located approximately 70 feet south of the SH 6 entrance ramp. Under both City and State regulations, this distance is required to be 100 feet. A variance of 30 feet would be needed to meet the City's requirement relative to the entrance ramp. It is not known at this time if the State (TY.DOT) would approve of the driveway at this loot-bin. A variance would also be needed for the throat lengths of the driveway(s) on the Frontage Road. The City's ordinance requires driveways on the Frontage Road to have a throat length of 55 feet. The preliminary site plan submitted as part of this request shows throat lengths of only 30 feet for these driveways. At the time of the writing of this staff report, the applicant had not requested a variance to the throat length requirement. Home of Texas A&M University Kroger Variance, Page 2 The developer has indicated that the two access points on to the Frontage Road are very important because they have already been included as part of a lease agreement with Krogers. Unfortunately, this agreement was developed prior to any city review of the site plan. The West Frontage Road is the primary means of access to the city for the new residential areas in the south being developed in the Shenandoah and Barron Road areas. It will continue to serve this important function until Longmire is extended to Barron Road in the future. The additional driveway being requested would add more conflict and delay to a section of the Frontage Road that will experience significant increases in traffic in the next 5 to 10 years. Staff recommends denial of the variances to allow for two access points onto the Frontage Road. There does not appear to be any undue hardship or overly compelling reason from an accessibility or circulation standpoint to justify these variances. Without undue hardship, staff has a concern for the precedence that could be set by granting the variances. Staff would also recommend denial of a variance to the throat length requirements Longmire Extension Driveways. While the location of the driveways on Longmire meet minimum ordinance requirements, staff still has a concern for how they will function and the impact they will have to Longmire Drive. The City's Driveway Ordinance allows engineering judgement to override the spacing requirements if warranted by specific traffic conditions. Under the current layout of the site's internal circulation system, the driveway nearest Rock Prairie Road will serve as the primary driveway to the site and experience the highest traffic volumes. As a result, vehicles on Longmire attempting to turn left into this proposed driveway could be blocked by vehicles on Longmire waiting to turn left at the future signal. Changes to the site parking layout and internal circulation system should be made to decrease the incidence of conflict on Longmire caused by the site's driveways. Staff recommends approval of the locations of the driveways on Longmire with the conditions as discussed below: Driveway on Longmire Nearest Rock Prairie: 1. Incorporate the access easement between the Bank and Longmire into the site design such that no backing maneuvers will occur into the easement. 2. Change circulation of parking lot layout such that this driveway is a less accessible means of entry into the shopping center's main parking lot. The function of this driveway should be to primarily serve traffic associated with the bank and the comer retail immediately west of the bank. 3. Caterina Lane is classified as a residential street and Edelweiss Avenue is classified as a minor collector. The City's driveway ordinance calls for access to comer lots to be taken from the lesser street, in this case Caterina Lane. The applicant, Lary Marion of Mariott Homes, Inc., is requesting that access to the lot be allowed from Edelweiss Avenue. His attached letter of request cites two similar variances for access on to Edelweiss Avenue that have already been granted. The first of these variances involved a case at 3216 Sunflower Trail where the P&Z granted a variance to allow a driveway to Edelweiss Avenue which was already under construction. The second case was a variance at 3201 Innsbruck which was subsequently approved by a former staff member in light of the variance granted at 3216 Sunflower. The subject lot is located across from Westchester Paris approximately 1000 feet from the Welsh Avenue/Edelweiss Avenue intersection and 1100 feet from the intersection of Edelweiss Avenue and Rock Prairie Road. The width of this section of the Longmire main driveway appears to have a reduction in width instead of an increase. Driveway needs to be widened to allow for separate right and left turns at the intersection of the interior travel aisle. 4. In the 2/8/99 meeting this area of parking was to be removed (1-2 spaces) to insure site distance. 5. The curb cut indicates a 35-foot opening. The width of the throat is approximately 25 feet. To allow for one entry and separate left and right exit maneuvers, this throat width needs to be wider. 6. As per the 2/8/99 meeting, this was to have an access point into the bank parking area. 7. This area was to remain open allowing direct access into the Kroger parking lot only if Rock Prairie were to have a median installed between the Frontage Road and Longmire. Without a median, it needs to be redesigned showing it closed. 8. End island required. 9. Width of exit lane should be widened to allow for separate left and right turn exit maneuvers. Width of entrance lane should be narrowed since only a single lane is needed. 10. Calculations show about 6,000 S.F. of interior islands needs to be provided in the interior of the parking lot - this number could change because the new layout may show a different number of interior spaces. So far, only these two strips qualify as "interior islands." 11. Well need to see good evidence upon submittal that this area will be substantially screened; especially in the areas where loading docks, recycling storage, dumpsters, etc., will be located. 12. I feel that this is contrary to the negotiations that you and I have had over the last 6 months or so. Based on the Board's decision I am withdrawing CenterAmerica Property Trust's offer to modify any driveway access between our two properties. By plat the bank has the right to access our property. Box 9960 1101 Texas Avenue College Station, TX 77842 Tel: 409 764 3500 99'ya4 MEMORANDUM TO: Project Review Committee FROM: Ed Hard, Transportation Plannea- DATE: January 21, 1999 RE: Driveway Variances for the Rock Prairie Kroger Center This item is for PRC'S consideration of driveway variances for the Kroger Shopping Center, a proposed 12.55 acre development to be located generally on the southwest comer of the intersection of the SH 6 West Frontage Road and Rock Prairie Road immediately south and west of First American Bank. The applicant is Municipal Development Group for Centre America Developers. See attached letter of request and site plan. Frontage Road Driveways. Per the City's Driveway Ordinance, access points to the SH 6 Frontage Roads are required to be 275 feet apart and at least 100 feet away from SH 6 entrance ramps. Under these requirements, the Kroger site would only be allowed one driveway to the Frontage Road. The applicant is requesting variances to allow for two access points on to the Frontage Road. The site's south driveway on the Frontage Road is located approximately 170 feet away from Birmingham Road and 225 feet from the site's north driveway on the Frontage Road. Both of these distances are required to be 275 feet, thus variances of 105 and 50 feet would be needed, respectively. The north driveway is located approximately 70 feet south of the SH 6 entrance ramp. Under both City and State regulations, this distance is required to be 100 feet. A variance of 30 feet would be needed to meet the City's requirement relative to the entrance ramp. It is not known at this time if the State (TXDOT) would approve of the driveway at this locztion. A variance would also be needed for the throat lengths of the driveway(s) on the Frontage Road. The City's ordinance requires driveways on the Frontage Road to have a throat length of 55 feet. The preliminary site plan submitted as part of this request shows throat lengths of only 30 feet for these driveways. At the time of the writing of this staff report, the applicant had not requested a variance to the throat length requirement. Home of Texas A&M University Kroger Variance, Page 2 The developer has indicated that the two access points on to the Frontage Road are very important because they have already been included as part of a lease agreement with Krogers. Unfortunately, this agreement was developed prior to any city review of the site plan. The West Frontage Road is the primary means of access to the city for the new residential areas in the south being developed in the Shenandoah and Barron Road areas. It will continue to serve this important function until Longmire is extended to Barron Road in the future. The additional driveway being requested would add more conflict and delay to a section of the Frontage Road that will experience significant increases in traffic in the next 5 to 10 years. Staff recommends denial of the variances to allow for two access points onto the Frontage Road. There does not appear to be any undue hardship or overly compelling reason from an accessibility or circulation standpoint to justify these variances. Without undue hardship, staff has a concern for the precedence that could be set by granting the variances. Staff would also recommend denial of a variance to the throat length requirements Longmire Extension Driveways. While the location of the driveways on Longmire meet minimum ordinance requirements, staff still has a concern for how they will function and the impact they will have to Longmire Drive. The City's Driveway Ordinance allows engineering judgement to override the spacing requirements if warranted by specific traffic conditions. Under the current layout of the site's internal circulation system, the driveway nearest Rock Prairie Road will serve as the primary driveway to the site and experience the highest traffic volumes. As a result, vehicles on Longmire attempting to turn left into this proposed driveway could be blocked by vehicles on Longmire waiting to turn left at the future signal. Changes to the site parking layout and internal circulation system should be made to decrease the incidence of conflict on Longmire caused by the site's driveways. Staff recommends approval of the locations of the driveways on Longmire with the conditions as discussed below. Driveway on Longmire Nearest Rock Prairie: 1. Incorporate the access easement between the Bank and Longmire into the site design such that no backing maneuvers will occur into the easement. 2. Change circulation of parking lot layout such that this driveway is a less accessible means of entry into the shopping center's main parking lot. The function of this driveway should be to primarily serve traffic associated with the bank and the comer retail immediately west of the bank. 3. Change or remove the access easement located immediately opposite of this driveway on Longmire to either only serve Lot 4 or to serve Lots 4 and 5. This will help in reducing congestion in the area near the Longmire/Rock Prairie traffic signal. Kroger Variance, Page 3 Middle Driveway on Longmire: 1. Increase the width of the travelway between the two buildings to match that of the driveway's width at Longmire. 2. Change internal parking layout such that a parking circulation aisle is located directly opposite of the travelway between the two buildings. This will facilitate traffic flow to the primary parking area thus increasing the use of the middle driveway. 3. Design the travelway from Longmire to the front of the buildings to include no backing maneuvers Staff does not have any concerns for the driveway on Longmire nearest Birmingham. Birmingham Road Driveways. The site shows two proposed driveways on Birmingham Road. The west driveway is located 160 feet from the future Longmire extension. Per the driveway ordinance, this distance is required to be 185 feet. Since this will be a low volume driveway and it is located so as to facilitate service vehicles, staff recommends approval of a variance of 25 feet for this driveway.
