SUBJECT: St. Matthew's Baptist Church Site and CradinS Plan
Staff has reviewed the revised site and grading plan submitted and the following items
still need to be addressed as shown on the attached site plan:
Include the parking island (a note can reflect a change if the variance is
granted);
Note distances from the center of the church drive to the edge of the opposite
and adjacent drives;
Include a 6" raised curb;
Recalculate the landscape/streetscape analysis based on corrected site area;
Show the number of streetseape trees required;
Include the required automatic irrigation system;
If changes are made to the existing sidewalk, show additional landscape and
other requirements;
Note existing utility line locations and connections;
Include shrubbery to screen parking;
Correct the ownership and current zoning information of surrounding tracts;
Increase the driveway throat width to a minimum of 23 feet;
Parking Analysis needs to reflect the affect of the island and the Foss ible change
if variance is granted; and
Handicap ramp elevation detail needs to comply with ANSI Al 17.1-1992.
Please address all of the staff comments/concerns as mentioned above and submit the
following for further review:
Two (2) copies of the revised site plan.
The attached redlined site plan with staff comments.

SUBJECT: St. Matthew's Baptist Church Site and Grading Plan
Staff has reviewed the revised site and grading plan submitted and the following items
need to be addressed:
Draw in the appropriate phase line, calculate site area for landscaping
and streetscaping from that phase line;
Need to see the irrigation plan including water demand (maximum,
minimum, and average) in GPM. Irrigation system will need to be
installed and operational before parking lot is complete and open for use;
If the sidewalk in front of the church is going to be changed, then the
phase line will need to be 20 feet from the change, resulting in an "L"
shaped phase line for the parking lot and sidewalk changes. Also, any
additional impervious cover created by sidewalk changes would need to
be accounted for;
There needs to be a note to the effect that the throat width is never less
than 23 feet; and
Show paving details.
Please address all of the items listed above and submit the following for final approval:
Three (3) copies of the revised site plan; and
Development Permit application and $100 application fee.

SUBJECT: St. Matthew's Baptist Church - Revised Site and Grading Plan
Staff has reviewed the revised site and grading plan submitted and the following items
still need to be addressed as shown on the attached site plan:
Is the parking lot going to be asphalt or concrete?
One gallon containers do not count for landscaping points, unless clearly
labeled as miniature varieties.
The Streetscape analysis (for the number of trees required) needs to use 100'
frontage.
The proposed Asian and star jasmine are ground cover and vines, not shrubs
and will not count as shrub points. Select approved shrubs from the City of
College Station's recommended plant list to replace the ground cover with
shrubs within the phase line.
Please address all of the staff comments/concerns as mentioned above and submit the
following for further review:
Two (2) copies of the revised site plan.
The attached redlined site plan with staff comments.
$100 site plan review fee. Staff has reviewed this site plan five times and the
next submittal will be the sixth review. The original $100 site plan review fee
only covers the first three reviews.

Yesterday we received a plan for an existing gravel parking lot at St. Matthews Baptist Church on
Holleman to be paved. I looked up the original CUP number for this church, and it's 76-87. I've given
the new file (99-402) to Deborah to log in and to put in the plans check room for your review.
I checked on how we handled the parking lot under construction for the College Station Baptist Church,
and it was handled as a regular parking lot plan and not a CUP.
Also submitted today was drainage reports for both Johnny Carino's and Kona's Steakhouse (2 copies
each).
Deborah, as I understand it, you will be logging in each of these items as of today. Thanks.

TYPE OF DEVELOPMENT: SITE CONSTRUCTION AS PER APPROVED PLANS OF MAY 28,1999.
The required irrigation system is to be installed and operational concurrent with the completion and opening of the
parking lot.
The Contractor shall take all necessary precautions to prevent silt and debris from leaving the immediate
construction site in accordance with the approved erosion control plan as well as the City of College Station
Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed areas are sodden
and establishment of vegetation occurs prior to removal of any silt fencing or hay bales used for temporary erosion
control. The Owner and/or Contractor shall also insure that any disturbed vegetation be returned to its original
condition, placement and state. The Owner and/or Contractor shall be responsible for any damage to adjacent
properties, city streets or infrastructure due to heavy machinery and/or equipment as well as erosion, siltation or
sedimentation resulting from the permitted work.
Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced before
any operations of this permit can begin.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to
insure that debris from construction, erosion, and sedimentation shall not be deposited in city streets, or existing
drainage facilities.
