However, there are several major issues that need to be resolved before we can process this phase of Emerald Forest. The following is a list of these issues: (1) The property under the same ownership located to the northeast of the proposed Phase 11 needs to be addressed with this phase. (There is also a bike path that will be required in this area as shown on the City's Thoroughfare Plan.) (2) It appears that the Spring Creek connection shown on the approved Preliminary Plat in 1989 should be extended to provide access as well as utilities (water) to remaining properties between Emerald Forest and the creek. (This may require the proposed 6" water line in Spring Creek to be increased in size.) There were also a few minor comments concerning the preliminary plat that are listed on the following page. However, staff will perform a formal review once the revised preliminary plat is resubmitted. Please address all comments and submit ten (10) copies of the revised preliminary plat on a future deadline date to be placed on the next available Planning and Zoning Commission meeting: The rezoning request associated with this phase will continue to the Planning and Zoning Commission on Thursday, October 21, 1999 and the City Council on Thursday, November 11, 1999 as originally scheduled.
