Provide a copy of the metes and bounds description. 3. Is Townplace Drive a 50' right-of-way? It needs to be. 4. Submit the revised utility master plan. If some of the lots are to have private utility lines, submit a revised application with supporting arguments for a variance for PNZ consideration. 5. Show where the drainage easements will be that will carry water to the detention pond. 6. Clarify that the "common area" will be used for detention. OK 3. Townplace Drive was called out as a 50' right-of-way section in the PDD-H rezoning and was not specifically approved to be less than the required standard. Either reflect the right-of-way as 50' or be prepared to request a variance. 4. Clarify sewer service to Lot 13. 5. Clarify how lots 13-16 will drain to the detention area. 6. OK 4. Lot 13 needs to have a public sewer line unless a variance is granted for a private line (the preliminary plat will need to return to PNZ for consideration of the variance). A public line will need to be at least a 6", not a 4" line. 5. The drainage plan shows the need for private drainage easements in the areas shown on the redlines rather than in the areas shown on the last revision. You will need to size these according to your calculations. 6. (99-123) Applicant: Blake Cathey Item Summary: The applicant is preparing the subject property for development as high density single family. The 4.13 acres were shown as a reserve tract on the Holleman & Welsh Addition preliminary plat. It has frontage both on Holleman and on Welsh and wraps around the two commercial lots located at the intersection of these two streets. The Land Use Plan shows the tract as high density single family at a density of 7-9 dwelling units per acre, and the proposal is in compliance, showing townhomes at a density of 6.7 units per acre. The preliminary plat is in compliance with the City's Subdivision Regulations with the exception of the minor comments listed in the Staff Review Comments No. 2 and with a exception of a requirement to extend public water to all new lots. The applicant is requesting a variance to allow private rather than public waterlines to serve the interior lots. The private system would allow water meters to be consolidated in the public rights-of-way and would result in decreased city maintenance costs. The request is also in compliance with the zoning on the property, which requires compliance with the development plan that accompanied the rezoning. Item Background: The subject property was rezoned to PDD-H in July of this year. The PDD- H zoning required submittal of a development plan that was tied to the ordinance that rezoned the property. The approved development plan shows 28 townhomes on individually platted lots with parking at a ratio of 3.5 spaces per unit. This parking and the landscaping shown on the development plan exceed the City's minimum requirements for apartment style development. The development plan and project specifications call for brick wall exteriors along the street elevations with either vinyl siding or painted masonry on the rear elevations. The development plan shows flexible lot and building layouts in exchange for exceeding typical ordinance standards. Budgetary & Financial Summary: No OP requested at this time. Staff Recommendations: Staff recommends approval with the condition that Staff Review Comments No. 2 are addressed and recommends approval of the waterline variance. Related Advisory Board Recommendations: N/A Commission Action Options: The Commission has final authority over the preliminary plat. J: MEXTW02061DOC INFRASTRUCTURE AND FACILITIES Water: Will be extended to and through this development with the final platting process. The applicant is requesting a variance to extend private rather than public water lines to each interior lot. Sewer: Will be extended to and through this development with the final platting process. Streets: Welsh is a major collector and Holleman is a minor arterial. The Development Plan includes a residential cul-de-sac that will provide access to 16 of the future lots. A private access easement with one driveway off of Holleman and one driveway off of Welsh will provide access to the remaining 12 lots. Off-site Easements: N/A Drainage: The final plat and site plans will be required to meet the City's Drainage Ordinance. The development plan shows a detention area in the southeast quadrant of the subject property. This preliminary plat shows future drainage easements that will lead to the detention ponds. Flood Plain: None on site. Oversize request: None at this time. The proposed street will not be eligible for OP. Impact Fees: The site is not in an impact fee area. Parkland: Parkland dedication will be required and will likely be made by way of a fee in lieu of land dedication.
