Project: Super B Subdivision - Preliminary Plat
1. Must preliminary plat the entire parent tract.
2. Southeastern line does not show entire meters & bounds description.
3. Corners need to have rods set.
4. This is a water valve and water meter? They do not appear to be attached to a
water line? (Near the were the southern property line intersects with SH30.)
5. Setbacks are not required on plats, please remove them.
6. Buffer must be along the entire length of the northwest and southwest property
lines. Buffer does not appear to meet the requirements of the rezoning. Refer to
Section 7.23D of the zoning ordinance, regarding buffers. The rezoning specifically
refers to the requirements of this section. What is the current land use of the
property to the northwest and southwest?
7. The intent of your phase line is unclear. Phase lines shown on plats are drawn
along lot lines. A lot line is not shown. Do you intend to subdivide the property into
two lots? Even if you do, you will still need to preliminary plat the entire parent tract.
Then you can final plat one lot at a time. If your intent is to maintain the tract as
one lot, then the type of phase you are interested in would only appear on the site
plan. A site plan phase line will be required to be drawn at a minimum of 20 feet
from any area where the earth will be disturbed, including drainage and detention
areas.
8. After further discussion with staff, it is requested that you remove the proposed
driveway onto F.M.158 from the plat, and the proposed access easement and drive
onto SH30, need only be shown if the property is going to be subdivided into two
lots.
9. Show a private drainage easement over the detention facility and channel areas.
Remove the detention facility specs.
10. This is labeled as a sanitary sewer manhole and a water manhole. (In the middle
of the gravel drive that is shown to be removed.)
11. Waterline dead-ends into an electric line? (Near intersection of FM158 & SH30.)
12. There is a water valve on an electric line? (Same as #11.)
13. Is this just a typo? The others are labeled R.C.P. (First drive on southside of SH30)
14. The proposed water line appears to just end? (Same as #11.)
15. If you intend to request oversize participation on the proposed 12-inch waterline,
then we need the supporting calculations to begin processing that request.

1. Ok - heavy line around entire tract.

3. Physical objects are shown on first submittal.
4. Yes - this is a water valve and water meter, apparently marking a 4" Wickson
Waterline.
5. At your request / add note to plat.
6. 1 was relying on comments made by staff on August 4th pre-development
meeting which indicated a 20' buffer not acceptable - copy of notes attached.
7. The tract will be platted as 2 lots with Lot 1 being platted now and Lot 2 in the
future.
8. At your request, the property will be divided into 2 lots.
9. Complete.
10. This is an existing water manhole which must remain.

Item: Consideration of a Preliminary Plat for Super B Subdivision located at 2000 F.M. 158; the
northwest comer of F.M. 158 and Highway 30. (99-116)
Applicant: Kling Engineering
Item Summary: The subject property is located at the intersection of Highway 158 and Highway
30, both of which are considered major arterials. The preliminary plat shows two future lots - one
at the immediate intersection that is proposed as a convenience store/service station and one that is
a reserve commercial tract to the west of the corner tract.
Driveway access generally comes under review at the time of site plan. However, joint access
drives and cross access easements are typically reviewed at the time of platting. In this particular
case, Staff has worked with the applicant to assure a joint access drive between the two future lots
on Highway 30. Additional access drives will be considered at the time of site plan approval and
will be required to meet the City's Driveway Ordinance.
Item Background: The subject property was divided prior to the time that it became subject to
the City's Subdivision Regulations. However, due to the applicant's intent to further subdivide the
property, the tract is now required to comply with the Subdivision Regulations.
The property was annexed into the City limits in 1980 and was zoned A-O until earlier this year,
when it was rezoned to C-B.
Budgetary & Financial Summary: The City's Subdivision Regulations require public water and
sewer extensions to and through properties and that they be sized such that future development can
tie on to the lines. Oversize participation requests are anticipated with the final plats.
Staff Recommendations: Staff recommends approval of the preliminary plat with the conditions
as listed in the Staff Review Comments No. 2 (attached).

Commission Action Options: The Commission has final authority over the preliminary plat.
The options are approval as submitted, approval with conditions, or denial. Defer action or table
only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water: A 12" waterline exists along Highway 30. It will need to be extended along
F.M. 158 with the final plat of Lot 1.
Sewer: An 8" sewerline exists across Highway 30 and will need to be extended under
Highway 30 into the subdivision with the final plats.
Streets: Highway 30 and F.M. 158 are major arterials which have the capacity to serve
the full build-out of the zoning. These roadways are maintained by TXDot; there will be
a widening project along F.M. 158 in the near future.
Off-site Easements: N/A
Drainage: The preliminary plat shows a regional detention facility that will serve both
future lots that is wholly contained on future Lot 2.
Flood Plain: N/A
Impact Fees: N/A
