OVERSIZE PARTICIPATION REQUEST
HONORABLE MAYOR AND CITY COUNCIL,
MR. ALTON OFCZARZAK, THE OWNER OF OAKWOOD CUSTOM HOMES, INC., IS PROPOSING TO
DEVELOP A 21.1 ACRE TRACT OF LAND APPROXIMATELY 600 FEET SOUTH OF GRAHAM ROAD. MR.
OFCZARZAK PLANS TO DEVELOP 19.7 ACRES OF THE LAND INTO 53 SINGLE FAMILY RESIDENTIAL
HOMES AND 1.4 ACRES INTO AN OFFICE SITE FOR OAKWOOD CUSTOM HOMES. MR. OFCZARZAK
WOULD LIKE TO REQUEST YOUR CONSIDERATION OF PROVIDING CITY PARTICIPATION FOR THE
CONSTRUCTION OF BRIDLE GATE DRIVE.
THE MASTER DEVELOPMENT PLAN FOR THIS DEVELOPMENT WAS RECENTLY APPROVED AND
THE DEVELOPMENT SERVICES DEPARTMENT STAFF REQUIRED THAT BRIDLE GATE DRIVE BE
CONSTRUCTED AS A MINOR COLLECTOR. THE ESTIMATED NUMBER OF VEHICLES PER DAY
GENERATED BY A DEVELOPMENT OF THIS SIZE IS 851 AND A LOCAL STREET SECTION WOULD BE
SUFFICIENT FOR THIS ROADWAY. THIS IS BASED ON THE COLLEGE STATION DEVELOPMENT
SERVICES SUBDIVISION REGULATIONS, TABLE I, PAGE 9-18 WHICH STATES THE VOLUME RANGE
GUIDELINE IS 200 TO 1000 (VEHICLES/DAY) FOR LOCAL STREET SECTIONS.

USING THE INSTITUTE OF TRANSPORTATION ENGINEERS, "TRIP GENERATION", JANUARY
1991 CHART FOR "SINGLE-FAMILY DETACHED HOUSING, PAGE 257:
-THE AVERAGE TRIP GENERATION FOR SINGLE FAMILY RESIDENTIAL DWELLING UNITS IS
9.55 AND 53 UNITS WILL GENERATE 507 VEHICLES PER DAY.

DEAR COMMISSIONERS,
MR. ALTON OFCZARZAK, THE OWNER OF OAKWOOD CUSTOM HOMES, INC., IS PROPOSING TO DEVELOP A 19.2
ACRE TRACT OF LAND APPROXIMATELY 600 FEET SOUTH OF GRAHAM ROAD. MR. OFCZARZAK PLANS TO DEVELOP 17.6
ACRES OF THE LAND INTO 53 SINGLE FAMILY RESIDENTIAL HOMES AND 1.4 ACRES INTO AN OFFICE SITE FOR
OAKWOOD CUSTOM HOMES.
THE MASTER DEVELOPMENT PLAN FOR THIS DEVELOPMENT WAS RECENTLY APPROVED BY THE CITY COUNCIL
AND THE PRELIMINARY PLAT WAS SUBMITTED FOR THE DEVELOPMENT SERVICES DEPARTMENT REVIEW. MR.
OFCZARZAK IS REQUESTING YOUR CONSIDERATION OF WAIVING ITEM No. 2 LISTED IN THE STAFF REVIEW COMMENTS.
ITEM No. 2 PERTAINS TO THE 30 FOOT WIDE LANDSCAPE BUFFER ALONG BLOCK 2, LOTS 1-8 WHICH WAS
SHOWN ON THE MASTER DEVELOPMENT PLAN LOCATED ON THE RESIDENTIAL AREA. THE PRIMARY REASON IT WAS
LOCATED IN THE RESIDENTIAL AREA WAS BECAUSE A DRAINAGE EASEMENT WAS COMBINED WITH IT. SINCE THAT TIME
IT HAS BEEN DETERMINED THAT THE DRAINAGE EASEMENT CAN BE ELIMINATED AND THE STORM RUNOFF HANDLED IN
THE DRAINAGE SYSTEM LOCATED ALONG BRIDLE TRAILS COURT.
MR. OFCZARZAK WOULD APPRECIATE YOUR CONSIDERATION TO MOVE THE BUFFER TO THE COMMERCIAL AREA
ALONG BLOCK 2, LOTS 1-8. BY ORDINANCE THE BUFFER REQUIREMENT IS FOR COMMERCIAL SITES NOT RESIDENTIAL
SITES. MR. OFCZARZAK DOES NOT OWN NOR HAVE AN INTEREST IN THIS ADJACENT COMMERCIAL AREA.
THE PRIMARY REASON FOR THIS REQUEST IS MAINTENANCE OF THE BUFFER. A FENCE WILL BE CONSTRUCTED
ALONG THE REAR LOT LINES OF THE RESIDENTIAL LOTS AND THE INDIVIDUAL HOME OWNERS WILL NOT VOLUNTARILY
MAINTAIN THE BUFFER. THE BEST SOLUTION TO THIS POTENTIAL MAINTENANCE AND AESTHETIC PROBLEM IS TO MOVE
THE BUFFER TO THE COMMERCIAL SITE FOR THEIR MAINTENANCE.
WE HAVE COMPLIED WITH THE OTHER STAFF REQUIREMENTS AND WOULD APPRECIATE YOUR CONSIDERATION OF
THIS REQUEST.
