All new and relocated line will need to be done using underground electric. Developer will be responsible for the installation of electrical conduit per city spec and design. When we receive an approved site plan we will do the electrical layout for conduit installation and provide developer with a copy. Developer will need to provide the city with a temporary blanket easement for construction purposes. Upon completion of the project meets and bounds descriptive easement will be necessary to release the temporary blanket easement. Lighting perfor- mance characteristics are an equally important part of any specification and the use of distribution and cutoff stipulations as a luminaire requirement is highly recommended. Concise performance specifications for each model and lamp combination are provided in the "Large and Intermediate Contra/Cline Technical Manual" in this section of the catalog. OPTICAL SYSTEM Shall consist of a multi-tiered assembly of specular Alzak reflectors. The inner and outer reflecting surfaces of each tier are to be separately contoured so as to produce a series of single and dual reflections which provide (1) high peak candlepower (2) "sharp cutoff' control of glare and light trespass and (3) uniform illumination. (For complete performance specifications see Contra/ Cline Technical Manual.) ENCLOSURE Shall be fabricated of impact resistant, U.V. stabilized clear acrylic with a fixed, overlapping aluminum top cover and a removable lamp access cover. Enclosure material shall be extruded to form a continuous vertical pattern of sinusoidal wave prisms which obscure the inner assemblies and provide a softly luminous nighttime appearance without affecting the vertical distribution and sharp cutoff of the optical system. The enclosure shall be fully gasketed for bugtight, weathertight operation. An internal steel support cage shall connect the luminaire neck with the top cover to support and strengthen the enclosure. The support cage shall be so designed as to be completely concealed from outside view and shall cast no shadows in the illumination of the ground. LAMP (By others) See selection chart on facing page. Ballasts shall be integrally mounted on easily removable racks for convenient servicing. The neck section shall have a captive held, gasketed side cover which provides full access to the ballast mounted within on an easily removable tray Intermediate Contra/Clines: Shall consist of an extruded aluminum neck section with an internally welded cast aluminum slipfitter designed to accom modate a 2.375" (6.Ocm) O.D. by 4" (10.2cm) high tenon. The neck section shall be welded at the top to a cast aluminum plate which supports the enclosure and the internal cage and holds the ballast rack in position for servicing through the top access opening. MULTI-LUMINAIRE ARM ASSEMBLIES Large Contra/Cline: Shall consist of rectangular tube, structural steel arms welded to a steel pipe slipfitter designed to accommodate a 2.375" (6.0cm) O.D. by 4" (10.2cm) high tenon. The arm shall be secured to a steel reinforcing plate within the luminaire neck by means of (4) 3/8-16 hex head bolts. Intermediate Contra/Cline: Shall consist of rectangular arms of extruded aluminum and a (round or square) extruded aluminum center post. A cast aluminum slipfitter internally welded to the center post shall be designed to accommodate 2.375" (6.Ocm) O.D. by 4" (10.2cm) high tenon. All fastening bolts connecting the arms to the luminaires and center post shall be concealed within the arms. FINISH Luminaire necks and multiple-luminaire arm assemblies shall be finished with an electrostatically applied and oven cured polyester powder coating. (See facing page for color selection.) Enclosure top covers shall be finished in a bright silver polyester powder coating. ASYMMETRIC DISTRIBUTION REFLECTOR (Optional. Not available with 1000W HPS units. See facing page for ordering information.) Shall be of specular Alzak and shall be designed to capture house- side light and redirect it toward the street side of the luminaire. The asymmetric reflector shall be readily mountable to the optical system and shall be fully concealed from view. HOUSE SIDE CUTOFF SHIELD (Optional. Must be ordered with the Asymmetric Distribution reflector for all models except 1000W HPS. See facing page for ordering information.) Shall be designed to trap light normally emitted on the house side of the luminaire. The shield shall mount to the optical system and be fully concealed from view. In general, items discussed were as follows: • The new road to the east of the site will be called Kyle Road. City Council recently authorized the installation of the road and bridge. Kyle Road will require a 70' setback requiring 35' from both adjoining property owners. costs were discussed with Kevin and Kent estimating $125/linear foot plus the cost of the bridge. • For the City of College Station - it is important that Kyle goes in to reduce the load on Texas Avenue. • Ed Hard advised the the state is scheduled to begin widening Texas Avenue in the fall - but that it is a long term endeavor with little or no effect in the short terns. Recommended we contact the Texas Department of Transportation, Pat Williams - 778-2165, for additional information and coordination of proposed median cuts. Kevin is to follow up. • Ed indcated that to his knowledge - there is to be no ROW dedication for Texas. But we need to follow through with Pat Williams. • Ed also advised that entrances to the project arc too close together and need to be a minimum of 275' apart. Should we be unable to comply, we would need to consider the appeals process which can piggyback the site plan and plat approval process. My clients object to the inclusion of only a thirty-five foot right of way on the Preliminary Plat along the boundary that adjoins my client's tract of land (formerly the Dale tract). This objection is based on several reasons, including the following: The thirty-five foot right of way would misalign the extension of Kyle South from Harvey Road to the existing right of way on the LaCour tract, which has previously been approved by the City. 2. The Noonan tract is of less value as multifamily residential property, whereas the adjoining tract owned by Pooh's Park Development, Ltd. is commercial property. The acquisition of a right of way from the commercial tract will be much more costly for the citizens of the city than from the owners of the Noonan tract. 3. The future taking of additional right of way from the Pooh's Park Development tract will negatively affect it's development and value for commercial development, which is currently being contemplated, and thus the city's tax base. 4. The city had a prior right to an easement across the Noonan tract for an extension of Lassie Lane, which the city did not want when offered by the Dales. Also, the Dales previously gave the city the right of way for Holleman. I request consideration that the seventy feet right of way for the Kyle Extension be taken entirely from the Noonan Tract to align the road with the existing right of way, and to keep the right of way acquisition costs to a minimum for the citizens of College Station. Pooh's Park Development, Ltd. currently is in negotiations with and has a contract pending for the development of its property and the approval of the Noonan tract as shown in the preliminary plat may hinder commercial development of the 14.7412 acre Pooh's Park Development tract, to the detriment of the City of College Station and the property owners.. I provided them general comments and told them that I would consider their access points as part of their site plan submittal. Natalie, Chris Reisinger with Kimley-Hom will be calling you about this. Also, he said that they were revising the site (for the third time) ...this time to incorporate the ?Eckerds? at the Holleman/Texas intersection as part of the site. I have also talked with TXDOT about this site and right now it doesn't appear that the Pooh's site will have an access point on Texas that will be able to make us of any median opening as part of the Texas Ph 11 widening project. Important to note the submission for plat requires impact statements for traffic, utilities, etc. • Likewise, the Architect must submit site plan and proposed building elevations to the Design Review Board (DRC) simultaneously with plat approval. DRC is a separate entity from the Planning and Zoning review. Elevations studies should be in color accompanied by a finish color board. • We will also be required to submit landscaping plans with irrigation drawings. Sabine intimated that more than the minimum by ordinance will be required. Wolf Nursery was required to submit a landscape design four finies more involved than ordinance requirements. • Ray Havens noted that they are planning to install a utility bridge at the intersetion of Holleman and Texas. A 20' utility easement runs along the front of the site. The developer is responsible for running conduit for power lines bringing power to the project. The developer pays 20% of the installed cost of the lines up to the meter. All buildings require outside disconnects. all power lines along Holleman will be buried. • The city wants to sec proposed solutions for erosion along Wolf Creek. There is an existing sanitary sewer line running parrallel to Wolf Creek. • Sabine indicated the City of College Station is providing incentives for dedicating floodway to the City. This includes but is not limited to setback relief and additional signage/advertising (second project sign). • Size allowed for the second sign: Th x 16sf x C long. • Pole signs maximum allowable height is 1/2 of the distance from the face of curb along Texas Avenue to the location of the sign. Max height is 35". Max area is 225 sf. • Edwin advised minimum entrance drive throats is 55' with acceptable curb radii of 15' or 30'. • Internal signage - 3 sf for small directional signs at the entrances is okay. • Eric Seitz advised the official name of the project is "WOLF CREEK CROSSINGS". • Mr. Seitz proposed to prospect of a second pole sign located offsite at Kyle and Holleman. Sabine indicated off site signage is prohibited. • Shirley Volk recommended a follow up predevelopment to review the issues of traffic and design more closely prior to submissions. • Wlien the schedule was raised - Eric Seitz indicated it is necessary to be under coIisti-uchoIi to beable to delivery the buildings to the tenants in time for the spring season. • Sabine and Shirley indicated the City would like to sec what amenities are being offered with the site landcaping such as interlocking pavers, etc., such as the pink stones for retaining walls used along Wolf Pen Creek to the east of the project.
