SUBJECT: Campus Park Ph. 2 - Final Plat
Staff reviewed the above-mentioned final plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please ddress
the comments and submit the following information by Wednesday, Decembe66 10:00
a.m. to be placed on the next available Planning and Zoning Commission meeting
scheduled for December 16, 6:30 p.m. in the City Hall Council Chambers, 1101 Texas
Avenue.
Ten (10) copies of the revised final plat; and
The Mylar original of the revised final plat with the owner's signature.

1. Comply with Subdivision Regulation Section 8-V, Monuments and Corner
Markers. (Attachment A)
2. The "cross access parking & public utility easements" should be "private
cross access parking & public utility easements."
3. The construction documents are still under review.
4. The common detention area in Phase 1A will need to be constructed prior to
any construction in Phase 2.

8-U.3. The Subdivider shall dedicate easements upon forms approved by City for the
installation of utilities, including electric. All liens and other ownership interests shall
be subordinated to the easement use.
8-U.4. Where the electric service is placed underground, all street lighting and site lighting
equipment shall be placed underground except for the poles on which the lights are
to be affixed.
8-U.5. The Subdivider shall be responsible for furnishing and installing, and the expenses
related thereto, of conduit for the installation of all on-site underground development
feeder, lateral and service lines utilized to provide electric utility service to the
subdivision. The specifications for the conduit shall be approved by the Electrical
Department prior to installation.
8-U.6. Where electric service is placed underground, all auxiliary equipment for such
service, including but not limited to transformers, junction enclosures and switching
devices, shall be pad-mounted on grade or shall be placed underground.
8-U.7. Temporary utility service may be provided via overhead line extension.

8-V Monuments and Comer Markers
8-V.1 All block comers, angle points and points of curves, and all comers of boundary lines of
subdivisions shall be marked with a one-half inch (1/2") steel rod, two feet (2) in length,
set in the center of a concrete monument six inches (6') in diameter and thirty inches
(30") deep, with the top flush with the finished ground surface.
8-V.2 Where, due to topographic conditions, permanent structures or other conditions, the view
is obstructed between any two (2) adjacent monuments, intermediate monuments shall
be set as to assure a clear view between adjacent monuments.
8-V.3 Comer markers, consisting of a one-half inch (1/2") steel rod or three-fourths inch (3/4")
pipe, two feet (2) in length, shall be driven flush with the ground surface to mark the
comers of all lots.

8-W Gating of Roadways
PURPOSE: To achieve orderly development of a secured (GATED) community. To protect
and promote the health, safety, and general welfare of the City.
DEFINITION: Gated Community: A residential area requiring mandatory membership in a
Homeowners Association (HOA) and having its primary means of access controlled by an
electric or manual gate administered by the HOA.
8-W.1 General Requirements
(a) Gating of a public roadway is prohibited.
(b) Driveways are considered roadways for the purpose of these gating
requirements.
(c) The gate shall not block area-wide through routes or block access for
roadways to serve future development.
(d) Access shall be provided at all times for police, fire, city inspection, mail
delivery, garbage pickup, dial-a-rides, utility, school buses, and other
health and safety related vehicles. Access must not require drivers to
exit their vehicle.

Item: Consideration of a Final Plat for Campus Park Phase 2, consisting of 4.102 acres,
located near the intersection of Holleman and Welsh Roads. (99-186/99-258)
Applicant: Blake Cathey
Item Summary: The subject property is the last of three phases in the Campus Park
PDD, which was rezoned in the summer of this year. The preliminary plat was approved
by PNZ on October 21 with a variance to allow individual lots to have private rather than
public waterlines.
The final plat is in compliance with the development plan, with the preliminary plat, and
with all Subdivision Regulations. Staff recommends approval of the plat as revised and
submitted 12-8-99.

❑ Storm drainage system plan with contours, street profile, inlets, storm sewer and drainage
channels, with profiles and sections. Drainage and runoff areas, and runoff based on 5, 10, 25, 50
and 100 year rain intensity. Detailed drainage structure design, channel lining design & detention
if used. One sheet must show the overall drainage layout of the subdivision.
❑ Detailed cost estimates for all public infrastructure listed above sealed by Texas P.E.
