Project: Super "B" Subdivision - Final Plat #99-246
1. Show the buffer along the entire northern boundary (include the 603.71"
section of the Future Lot 1 as well as the 215.38" western boundary). The
R&D Buffer must be 25', 30', or 40' (you do not need to choose at this time -
a note to this effect will suffice).
2. Provide the volume and page number (separate instrument easements must
be filed prior to or concurrently with the Final Plat).
3. Add Lot 1, Block 1 to the title block.
4. Provide a paid tax certificate.

1. Change the title block to include entire 3.09 acre parent tract and include
phase 2 in the preliminary plat (we understand that the two lots do not have
to be final platted at the same time).

Project: Super B Subdivision #99-246
1. The previous 20 feet easement located between Lots 1 and 2 was entirely on
Lot 2. The new location has a 10 feet wide section on both Lots 1 and 2
evenly dividing the P.U.E. between both lots. The applicant must provide the
volume and page numbers for the 10 feet section of the PUE located on Lot 2
before the final plat is filed for record.
2. Please remove the word PROPOSED from all the easements within Lot 1,
Block 1, because that area (1.21 acres) is what is being platted.

Item: Consideration of a Final Plat for the Super B Subdivision, Lot 1, Block 1, located at 2000 F.M. 159;
the northwestern corner of F.M. 158 and Highway 30.
Applicant: Kling Engineering
Item Summary: A final plat of the Super B Subdivision property, Phase One, Lot 1, Block l;
approximately 1.21 acres located on the immediate northwest corner of the intersection at F.M. 158 and
Highway 30. The final plat is in compliance with the approved preliminary plat.
The proposed development on the subject property is a convenience store/service station. Driveway access
generally comes under review at the time of site plan. However, joint access drives and cross access
easements are typically reviewed at the time of platting. In this case, Staff has worked with the applicant to
assure a joint access drive between Lot 1 and the future Lot 2 on Highway 30. Additional access drives
will be considered at the time of site plan approval and will be required to meet the City's Driveway
Ordinance.
Item Background: The P&Z Commission approved the rezoning of this site from AO to CB with
conditions at its meeting on June 3, 1999. The conditions are that there be a buffer easement along the
northern and western property lines that meet the R&D (Research and Development) requirements, and a
height restriction of R1 (height not to exceed 35'). The City Council also approved the rezoning on June
24, 1999.
The P&Z Commission approved the preliminary plat with the same two conditions, the buffer that meets
the R&D requirements to the northern and western property lines and a height restriction of R1, on
September 16, 1999.
Budgetary & Financial Summary: The City's Subdivision Regulations require public water and sewer
extensions to and through properties and that they be sized that future development can connect on to the
lines. The applicant is requesting oversize participation with the final plat for the extension of the 12"
waterline.
Staff Recommendations: Staff recommends approval of the Final Plat with one condition; the applicant
must provide the volume and page numbers on the final plat for the 20 feet public utility easement located
between Lot 1 and the future Lot 2 prior to the plat being filed for record as stated in the attached Staff
Review Comments No. 2.

Commission Action Options: The Commission has final authority over the final plat. The options
regarding the final plat are approval as submitted, approval with conditions, or denial. Defer action or
table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water: A 12" waterline exists along Highway 30. It will need to be extended along F.M. 158
with the final plat of Lot 1.
Sewer: An 8" sewerline exists across Highway 30 and will need to be extended under Highway
30 into the subdivision with the final plats.
Streets: Highway 30 and F.M. 158 are major arterials, which have the capacity to serve the full
build-out of the zoning. TxDOT maintains these roadways; there will be a widening project
along F.M. 158 in the near future.
Off-site Easements: N/A
Drainage: The preliminary plat shows a regional detention facility that will serve both lots and
is wholly contained within Future Lot 2.
Flood Plain: N/A

AGENDA ITEM NO. 1: Hear visitors
Benito Flores-Meath, 901 Val Verde, commented that he attended the joint workshop with P&Z and
the City Council and he said that he appreciated the work that was done during the meeting. He said
that he made suggestions to the Council during their "Hear Visitor" sections regarding neighborhood
problems. He wanted the ordinance changed that reflects no more than 4 non-related residents living in
a single family home. He wanted this changed to no more than 2 or 3 people. He also requested some
sort of fee or licensing procedure for rental of residential or single family homes that are not owner
occupied. He read through examples from other cities with similar ordinances.
