STAFF PRESENT: Senior Planner McCully, Staff Assistant Charanza, Staff Planner Jimmerson, Staff Planner Anderson, Assistant Development Coordinator George, Acting Assistant City Engineer Tondre, Transportation Analyst Hester, and Assistant City Attorneys Nemcik and Ladd. AGENDA ITEM NO. 1: Hear visitors There was no one present wishing to address the Commission. The following items were approved by common consent. AGENDA ITEM NO. 2: Consent Agenda. Agenda Item No. 2.1: Approved the minutes from the Regular Meeting held on September 2, 1999. Agenda Item No. 2.2: Approved the Final Plat of 0.955 acres for Edelweiss Business Center, Lot 2, Block 2 located on Rock Prairie Road east of Wellborn Road. (99-240) Agenda Item No. 23: Approved the Replat of Lot 10A, Lake View Acres, a 4.67 acre lot located on the northeast corner of Texas Avenue and Morgans Lane. (99-243) REGULAR AGENDA AGENDA ITEM NO. 3: Consideration of a Preliminary Plat for Super B Subdivision located at 2000 F.M. 158 the northwest corner of F.M. 158 and Highway 30. (99-312) Senior Planner McCully presented the staff report and stated that the subject property was rezoned from A-O (Agricultural Open) to C-B (Business Commercial). The rezoning was approved with two conditions: P&Z Minutes September 16, 1999 Page 1 of 9 STAFF REPORT Item: Consideration of a Replat of Lot 10A, Lake View Acres, a 4.67 acre lot located on the northeast corner of Texas Avenue and Morgans Lane. (99-243) Applicant: Rabon Metcalf, Municipal Development Group. Item Summary: Lot l0A is being divided into two lots for the purpose of development. Lot 10A1 will be 3.72 acres and the smaller lot 10A2 will be .95 acres. The property is zoned C-1 general commercial and is shown for retail development on the land use plan. Access will be shared between the two lots created with this replat and there will be 834 feet of public sewer line extension associated with the plat. There is an existing overhead electrical line that crosses this property to provide service to a residence adjacent to the U- Haul property. Item Background: Lakeview Acres was originally platted some 20 years ago. Since then there have been several replats and several vacating plats. This particular lot l0A was platted into its present configuration in the early 1980s. It contains 4.67 acres and has frontage along both Texas and Morgans Lane. Staff' Recommendations: Staff recommends approval with the addition of an electrical easement to cover the existing line serving the existing residence to the north. Commission Action Options: The Commission has final authority over this replat. The options regarding the replat are approval as submitted, approval with conditions, or denial. Copy of Final Plat INFRASTRUCTURE AND FACILITIES Water: Is available along Texas and Morgans Lane. Sewer: Will be extended (834 feet) to serve the lots. Streets: This tract has frontage on Texas and Morgans Lane. Driveway access points both along Texas and Morgans are shown to be shared between lot 10A2 and lot 10AL The access point on Texas was part of the original plat and is not being changed. Staff is comfortable with this location. The access point on Morgans Lane is being shifted westward from the original plat. It meets the driveway ordinance for adjacent drive spacing, but does not meet it for opposite drive spacing. However, staff is comfortable with this because Morgans Lane is a residential street and the opposite drive spacings are intended for roads with center two-way left turn lanes. This is not the design of Morgans. Sidewalks: This portion of Texas Avenue is shown on the City's Sidewalk Master Plan. However, at present the street has open ditch sections so no sidewalk is being required. This was the same approach taken with the nearby U-Haul. When this phase of the Texas Avenue widening occurs, sidewalks will be incorporated. Easements: There is an existing overhead electrical line that crosses this property to provide service to a residence adjacent to the U-Haul property. An easement is needed to cover this existing line. If the line needs to be relocated the City will work with the property owner on a new location. Drainage: Will be addressed at the time of site development. Flood Plain: Notes on the plat indicate that there is no floodplain on this property. Oversize request: None Impact Fees: NA
