COMMISSIONERS PRESENT: Chairman Rife, Commissioners Warren, Parker, Floyd, Horlen and Mooney. COMMISSIONERS ABSENT: Commissioner Kaiser COUNCIL MEMBERS PRESENT: Council Member Maloney. STAFF PRESENT: Senior Planner McCully, Staff Assistant Charanza, Staff Planner Jimmerson, Staff Planner Anderson, Assistant Development Coordinator George, Acting Assistant City Engineer Tondre, Transportation Analyst Hester, and Assistant City Attorneys Nemcik and Ladd. AGENDA ITEM NO. 1: Hear visitors There was no one present wishing to address the Commission. The following items were approved by common consent. AGENDA ITEM NO. 2: Consent Agenda. Agenda Item No. 2.1: Approved the minutes from the Regular Meeting held on September 2, 1999. Agenda Item No. 2.2: Approved the Final Plat of 0.955 acres for Edelweiss Business Center, Lot 2, Block 2 located on Rock Prairie Road east of Wellborn Road. (99-240) Agenda Item No. 2.3: Approved the Replat of Lot 10A, Lake View Acres, a 4.67 acre lot located on the northeast corner of Texas Avenue and Morgans Lane. (99-243) REGULAR AGENDA AGENDA ITEM NO. 3: Consideration of a Preliminary Plat for Super B Subdivision located at 2000 F.M. 158 the northwest corner of F.M. 158 and Highway 30. (99-312) Senior Planner McCully presented the staff report and stated that the subject property was rezoned from A-O (Agricultural Open) to C-B (Business Commercial). The rezoning was approved with two conditions: P&Z Minutes September 16, 1999 Page 1 of 9 STAFF REPORT Item: Consideration of a Final Plat of.955 acres for Edelweiss Business Center, Lot 2, Block 2 located on Rock Prairie Road east of Wellborn Road. (99-107, 99-240) Applicant: Garrett Engineering for Robbie Sells Item Summary: This lot is being final platted for development. Access is being shared with the adjacent property. A detention pond will be placed at the front of the property in a private drainage easement which will be maintained by the property owner. The lot is zoned for commercial development and is shown for retail land use on the land use plan. Sidewalks exist along Rock Prairie. Item Background: The master plan for Edelweiss was approved in the early nineties and this plat complies with that plan. Staff Recommendations: Staff recommends approval as submitted. Commission Action Options: The Commission has final authority over this final plat. The options regarding the final plat are approval as submitted, approval with conditions, or denial. Defer action or table only at applicant's request. Supporting Materials: 1. Location Map 2. Application 4. Copy of Final Plat Infrastructure and Facilities: Water: Is available and adequate. Sewer: This property will tie into a sewer impact fee line. Streets: Lot will take access from Rock Prairie via a shared access easement. Drainage: Site plan shows detention on site placed at the front of the property. Flood Plain: None Oversize request: None Impact Fees: Will be paid at the time of building permit when the sewer tap is sized. STAFF REVIEW COMMENTS No. 1 Project: 99-240 Edelweis Business Center - Lot 2, Block 2 1. Supply the property owner phone and fax numbers on the application. 2. Spell out what the PAE's, PUE's, and PDE's are. The PAE needs to be private and the PDE and PUE's need to be public. 3. Remove the zoning information. 4. Remove the City Planner certification. 5. We need the signature of the owner before the PNZ meeting. 6. NOTE: There will be impact fees for the sewer impact line that will be due at the time of site plan review.
