The service availability remains unchanged. We have previously been instructed, by Staff, to not depict zoning based information (such as building lines) on a final plat, as something like t1m can change as the ordinance is changed. Is changing the zoning based requirements on a final plat a new policy of the City? If so, please send written confirmation of that matter, so we can inform our client If there is a policy change, we will be pleased to add a note as requested- Why was this note not originally requited or discussed in Staff Review Comments No. 1? If Ut 12 has sewer service, the Lot 11R must have sewer service according to the Official Sewer Map. Lot I OR physically abuts the sewer line. It is reasonable that no easement will be required. Hi Bridgette, I talked to Greg Tagged of MDG last night. He said Veronica wanted the utility service lines for each lot sited in. Apparently this is quit unusual in that the siting company only sites major lines and the City water and sewer department does not know were they are exactly either. Apparently, the person Greg talked to at City water and sewer said that the individual lines would not be found or installed until the plumbing company hooks up to the main sewer and water line. I also looked on the Final Plat Checklist I was given at our original meeting. It says, " Utility Services. (Water & Sanitary Sewer) All existing and proposed utilities of sufficient size/depth to meet the utility master plan and any future growth areas. " I do believe that Greg has indicated the main lines that are "sufficient in size to meet the utility master plan." I do not see in the application were individual utility services are required to be shown. If this is more of a problem than I think it is, and if we will need to go to the P& Z could Veronica call me explaining the problem and then explain what exactly will need to be done at that point? We have added a north arrow to the vicinity map and increased the line weights to make it easier to discern. 2. Areas have been calculated for each lots, even though the original plat does not give lot areas. 3. Client name and address have been added to the title block. Typically the owner's names are not printed in the ownership and dedication certificate, but are hand written at the time of plat approval. 4. There are no improvements on Lots 4R, I OR and 11 R. The Becker's residence sites on Lot 6R. Enclosed is a land survey that shows the existing house. 5. We have added July 2, 1992, to our FEMA- MAP citation. Is there any other FEMA-MAP 48041 C018 with a different issue date? 6. We have added a dimension arrow to the east property line of Lot 4R to clarify the distance. 7. Each of the existing lots is served by utility lines, according to the City Water and Sewer Map, althoug the water map does not depict the service lines to the cul-de-sac area. There is water there, as our client does have utilities. As for location of the actual services, we were not previously aware of the requirement for this information and cannot check find such a requirement on the checklist. We will attempt to develop that information. 8. The PUD-2 Zoning calculations for this plat apply to Regency South as a whole. Since we have, in fact, gone from 5 Lots to 4, if the originals 5 Lot configuration was legal, then the 4 Lot configuration must be in terms of the DU/ Acre requirements. As depicted on included the Land Use Intensity Ratio table, the Floor Space, Open Spare, Livibility Space, Recreation Space, numbers become more favorable, because we have deleted 1 DU by this replat. Occupant and Total car ratios drop as well. It should be obvious that by deleting 1 DU, we have made the numbers for Regency South better. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by Tuesday, July 27, 1999, 8:00 a.m. to be placed on the next available Planning and Zoning Commission meeting scheduled for Thursday, August 5, 1999, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Ten (10) copies of the revised final plat; The attached redlined final plat; and, The Mylar original of the revised final plat. This final plat may be an amending plat and not require approval by the Planning and Zoning Commission. However, staff could not make that determination without the existing water and sewer services shown. If all lots have access to public utilities, this final plat may qualify as a minor plat under the City's Subdivision Regulations. If public utilities have to be extended, construction documents must be provided and the signature blocks on the final plat revised to include the Planning and Zoning Commission. Previous questions about the water and sewer services to lots 10 & 11 still need to be addressed. 2. To comply with the PUD-2 zoning, add notes on the plat stating that there will be a minimum of 2 parking spaces per dwelling unit and that the minimum dwelling unit size will be 1000 square feet. 3. According to the Subdivision Regulations, staff has 20 days to determine if a minor plat can be approved at the staff level. If it cannot be approved at the staff level, the applicant is to be notified that the plat will be forwarded to the Commission for their consideration. The Commission has 30 days from the notification of the applicant to disapprove, approve or conditionally approve the plat. As you are aware, until it has been determined whether a sewer easement is required, this plat cannot be deemed a minor plat. Therefore, staff cannot approve the plat and must refer it on to the Commission. The plat is scheduled for the Sept. 2nd Commission meeting. Submit additional information addressing the above staff comments by Aug. 23 at 10am. If additional information is not submitted by that time, staff will not be able to recommend approval. Obviously, once additional information is submitted, it will be reviewed, and if staff can determine that this is a minor plat, and that it can be approved at the staff level, it will not need to go on to the Commission.
