HomeMy WebLinkAboutStaff Reports/MinutesSTAFF REPORT Item: Consideration of a Replat of Lot 2, Block 1 of Cornerstone Commercial consisting of 8.062 acres located at the intersection of Woodcreek Drive and the Highway 6 Feeder Road into three lots. (99-75/99-231) Applicant: C.F. Jordan Item Summary: The applicant is proposing to subdivide the 8.062 acres of Lot 2, Block 1 of the Cornerstone Commercial Plat into 3 lots of 4.328 acres, 1.931 acres and 1.803 acres. The property is zoned C-1, and this area is shown on the Land Use Plan as mixed use and regional retail. This subdivision will result in three developable commercial lots, with each having access to the frontage road and to Woodcreek Drive. However, staff wants all parties to be aware that if in the future an access connection from this property through to Rock Prairie Road is proposed, staff will recommend denial of any access that is in direct alignment with an existing or planned median opening in Rock Prairie Road. The intent is to prevent an eastbound or left-hand turn onto Rock Prairie Road that would further congest a major intersection. Item Background: In April 1984, the Planning and Zoning Commission and the City Council approved the final plat for Cornerstone Commercial. At that time, the Water Distribution Master Plan did not require the extension of a waterline along the Highway 6 frontage road. In October 1998, an amending plat was approved by staff. Utility extension could not be required at that time. However, the applicant's current submittal of a replat, which subdivides the property does require utility extension in compliance with the masterplan. The applicant has chosen to request oversize participation for the difference between the 12-inch water line that is needed by the proposed development and the 18-inch water line that is called for in the Water Distribution Master Plan. Budgetary & Financial Summary: An OP request will be heard by Council on January 27, 2000 to upsize the waterline along Rock Prairie Road from a 12-inch to an 18-inch. Staff Recommendations: Staff recommends approval of the final plat with the condition that the attached Staff Review Comments are addressed. Related Advisory Board Recommendations: N/A Commission Action Options: The Commission has final authority over the final plat. INFRASTRUCTURE AND FACILITIES Water: Water will be extended to all three lots, by the extension of a water line along the frontage road. An OP request will be heard by Council on January 27, 2000 to upsize the line from a 12-inch to an 18-inch. Sewer: An 8-inch sewer line will be extended along Woodcreek Drive to service Lot 2B. Sewer is currently available to the other two lots. Streets: The subject property is at the corner of Woodcreek Drive and the Highway 6 Frontage Road. Staff is requesting that a note be added to the plat to assure that all three lots will have access to the frontage road by means of the 80-feet of access easements between Lots 2B and 2C, as well as, access to Woodcreek Drive through the 25-feet of access easements that run through the center of the tract. The smaller access easement at the corner of Lot 2C will need to be labeled a cross access easement to assure the neighboring property owner access to the frontage road, while limiting the total number of access points. We also want all parties to be aware that if in the future an access connection from this property through to Rock Prairie Road is proposed, staff will recommend denial of any access that is in direct alignment with an existing or planned median opening in Rock Prairie Road. The intent is to prevent an eastbound or left-hand turn onto Rock Prairie Road that would further congest a major intersection. Off-site Easements: N/A Drainage: Compliance with the Drainage Ordinance will be assured at time of site plan. Flood Plain: Not on site.
